In recent times, the Provincial People's Committee has focused on urging and directing localities and units to resolutely implement the disbursement of public investment capital. Following the direction of the province, Ky Anh Town continues to strengthen the implementation of many solutions to speed up the construction progress of key projects and disburse public investment capital according to regulations.
In recent days, the consortium of contractors Dong Anh General Trading Company Limited, Dai Hiep Company Limited and Nam Khanh Joint Stock Company are accelerating construction to complete the infrastructure project for the resettlement area in Ky Thinh ward before June 30, 2025. This will facilitate the relocation and resettlement of affected households to serve the site clearance work for the central main road project connecting National Highway 1, avoiding Ky Anh town, to the deep-water port cluster of Vung Ang - Son Duong.
Mr. Nguyen Van Sinh - Technical Officer of Dong Anh General Trading Company Limited said: “The project started construction in March 2025 with a total investment of 119 billion VND. In particular, we are responsible for constructing electricity, water, cultural house and leveling infrastructure. According to the plan, the contract will not be completed until October 30, 2025, however, in the past time, we have mobilized maximum human resources and machinery, working day and night to bring the project to the finish line before June 30, 2025. In addition to speeding up the construction progress to ensure quality, we focus on completing documents so that the investor can disburse capital according to regulations”.
The urgent and hurried construction pace also took place at the vertical road project of the central urban area of Ky Anh town. This is a project with a total investment of 125 billion VND, connecting the new market area (Hung Tri ward) with Tran Phu street (Ky Trinh ward) with a length of 3km. The project, when completed and put into use, will contribute significantly to connecting the central areas of Ky Anh town, promoting economic growth.
According to the contractor representative, the project has been under construction since January 2024 and has now reached more than 70% of its volume. Currently, the contractor is focusing on completing the roadbed and bridges, bringing the project to the finish line in August 2025.
The construction of the sea embankment project along the resettlement area of Minh Hue village (Ky Nam commune) is also being accelerated. The project is invested by the People's Committee of Ky Anh town, and constructed by 555 Construction and Trade Service Joint Stock Company ( Ha Tinh city). Deployed since February 2025, the project has completed more than 30% of the volume.
Mr. Nguyen Van Tung - Project Commander said: "In the first months of the year, the weather was unfavorable, construction on sand was affected by tides and sea winds, so many times it was very difficult. Currently, the items of casting components, dredging the embankment line... are being urgently completed in June, and the items: embankment body, drainage culvert... will try to be completed before this year's rainy and stormy season to ensure the safety of the project".
According to the Ky Anh Town Construction Project Management Board, the town is currently implementing 25 public investment projects with a total capital allocated in 2025 of 356 billion VND. As of June 16, 2025, the disbursement rate of local public investment capital reached 170.88/356 billion VND, reaching 48%.
During the implementation of some projects in the area, Ky Anh town also encountered difficulties in compensation and site clearance. Contractors faced many pressures during the construction process such as: unfavorable weather, heavy rain; some times there was a shortage of construction materials, the price of construction materials increased... which somewhat affected the progress of the projects.
Mr. Vo Xuan Hien - Deputy Director of Ky Anh Town Construction Project Management Board said: “Currently, we continue to focus on solutions to speed up the construction progress of key projects to ensure quality, speed up the disbursement of capital according to regulations. The Board has coordinated to implement solutions to speed up the progress of site clearance for projects, focusing on removing difficulties and obstacles related to land and resources; focusing on urging contractors to increase human resources, taking advantage of favorable weather to speed up the construction progress to ensure quality, quickly completing procedures and documents to organize acceptance work, prepare payment documents as soon as there is volume to increase the rate of capital disbursement.
In particular, in the "sprint" phase to operate the 2-level local government, the Ky Anh Town Construction Project Management Board continues to proactively review all projects being implemented in the area. From there, timely solutions are found to transfer capital plans between projects with slow disbursement to projects with good disbursement progress, projects lacking capital... contributing to speeding up the disbursement progress of public investment capital according to regulations.
