Labor export is a major policy of the Party and the State to create jobs and increase income for people, especially poor and near-poor households and ethnic minorities. However, for many households, the cost of going to work abroad is not easy. Therefore, the preferential loan program for labor export of the Vietnam Bank for Social Policies (VBSP) has "supported" many people to have the opportunity to work abroad, contributing to increasing income and sustainable poverty reduction.

More than two years ago, Ms. H'Cem Kpor's daughter (Choah hamlet, Ea Na commune), Ms. H'Roi Kpor, was given the opportunity to borrow 80 million VND to work abroad in Taiwan (China). Ms. H'Cem said that her family used to be very poor, life was always in a state of "lack of money"; since her daughter went to work abroad, the family's economy has improved a lot, and they have built a spacious house.
Similarly, Mr. Trinh Xuan Vi's family (village 1A, Ea Ning) used to be poor, with little land for production and barren land, so although they worked hard, their economy was always struggling. In 2022, his family received a loan of 120 million VND from the Vietnam Bank for Social Policies for his two sons, Trinh Xuan Van and Trinh Xuan Son, to go to Japan to work. His two sons work as construction workers, have stable jobs, and send home 20 million VND each month. Up to now, Mr. Vi and his two sons have not only paid off most of their bank debt periodically but have also accumulated capital to invest in economic development.

According to Mr. Le Duc Minh, Director of the Cu Kuin Social Policy Bank Transaction Office, the source of loan capital for overseas labor always meets the needs of borrowers. However, many people do not understand this program to access it; some people want to borrow but do not meet the conditions. In the coming time, the transaction office will create the most favorable conditions in terms of procedures to promptly disburse loan capital for workers going to work abroad under contracts. People in need and meeting the conditions for overseas labor will have their capital disbursed quickly.
According to regulations, the subjects supported with loans for overseas labor export include: workers from poor and near-poor households, households whose agricultural land has been recovered, workers who are relatives of people with revolutionary contributions, and workers who are ethnic minorities, workers living in poor districts. The maximum loan amount is equal to 100% of the cost of working abroad according to the contract signed between the worker and the enterprise sending the worker to work abroad. The loan interest rate is equal to the loan interest rate for poor households (currently 6.6%/year).
The Dak Lak Branch of the Social Policy Bank said that the province currently has 337 customers borrowing capital for overseas labor export with an amount of 19.8 billion VND. Of which, in the first 7 months of 2025 alone, it has disbursed to 80 customers, with an amount of nearly 7 billion VND. Through inspection, it shows that the loan capital has been effective, borrowers use the capital for the right purpose, have jobs and have a relatively high income compared to working locally.
In the coming time, the Bank for Social Policies, Dak Lak Branch, will deploy and implement well the policy of supporting loans for workers working abroad under contracts; creating favorable conditions for workers when they need to borrow capital for overseas labor export. At the same time, proactively coordinate with departments and branches to advise and propose the Provincial People's Committee to supplement the entrusted capital source to lend to specific subjects according to local regulations. In addition, local associations and unions need to focus on propaganda and dissemination to grassroots members to clearly understand the purpose and significance of overseas labor export work, thereby mobilizing workers to boldly register to participate.
Regarding loans for labor export from local budget sources, there are currently two documents: Resolution 35/2023/NQ-HDND of the People's Council of Phu Yen province (old) regulating loans for laborers to work abroad for a limited period under contracts using local capital sources and Resolution 14/2020/NQ-HDND of the People's Council of Dak Lak province (old) regulating loans from local budget sources for laborers to work abroad for a limited period under contracts. Therefore, competent authorities need to soon unify specific policies for synchronous and effective implementation of loans for labor export. |
