
Solid foundation
Before the merger, both Hai Duong and Hai Phong attached importance to developing high-tech agriculture. This is one of the important axes, an inevitable solution to restructure the agricultural sector to increase productivity, quality, value of agricultural products, protect the environment, and promote socio -economic development.
Both Hai Duong province and Hai Phong city have issued a number of projects, resolutions, and policy regulations to support and encourage the development of high-tech agricultural production. This sector has therefore been making impressive progress.
Hai Duong leads the North in high-tech agricultural production. By June 2025, the whole province had developed 93.5 hectares of greenhouses, an increase of 65 hectares compared to 2020, mainly growing melons, vegetables, flowers and seedlings. A series of technical advances have been skillfully applied by farmers in greenhouse production such as technologies: drip irrigation, sprinkler irrigation, fertilizer control, automatic remote watering using surveillance cameras and software on smartphones...
Many greenhouse models bring production value of 1 - 3 billion VND/ha/year (10 - 30 times higher than rice cultivation, 15 times higher than conventional vegetable cultivation), with an average profit of 750 million VND/ha/year.

Hai Duong currently has about 600 hectares of specialized vegetable crops applying high-tech water-saving irrigation systems to help increase economic efficiency by 10-30% and save about 55% of water compared to traditional irrigation methods.
Hai Duong also has over 800 livestock farms, of which 650 farms meet the criteria for high-tech agricultural production, 122 livestock facilities are VietGAP certified and certified to meet food safety conditions.
Most agricultural production stages in Hai Duong have been mechanized. Drone spraying technology has been applied in many production areas. Alternate wet-dry irrigation technology to reduce greenhouse gas emissions in rice production is being widely replicated...
"The application of technology has helped Hai Duong's agricultural products spread more and more. Just counting carrots and lychees alone, each year, the province exports hundreds of thousands of tons to the world, conquering even demanding markets such as the US, Canada, Australia, Japan...", Mr. Le Thai Nghiep, Deputy Head of the Department of Cultivation and Plant Protection of Hai Duong province (old) informed.

As a modern industrial city, Hai Phong also has its own mark in the field of high-tech agriculture. The whole city has more than 2,000 hectares of cultivated area applying high-tech advances in agricultural production. A typical example is the VinEco Hai Phong High-Tech Agricultural Investment Project in Vinh Bao district with a scale of hundreds of hectares, specializing in high-quality root vegetables, fruits and leafy plants.
VinEco is currently the largest and most professional high-tech agricultural production model in the Port City, with all production management and operation processes being automated from watering, fertilizing, adjusting light, temperature, wind, controlling nutrition, etc. Every day, VinEco supplies the market with about 5 tons of agricultural products that ensure nutritional value and food hygiene and safety.
Hai Phong City has hundreds of pig and poultry farms applying high technology, with many automatic techniques in operating and managing herds such as: automatic feeding trough systems, cooling, adjusting temperature - humidity of barns, vaccine injection machines, waste collection, disinfection...

Hai Phong is also one of the leading localities in the country in applying mechanization and high technology in aquaculture. Many aquatic products of Hai Phong City are currently present in a number of countries and territories around the world such as: Japan, Korea, China, EU...
"Will get stronger"

That is the opinion of Deputy Director of Hai Duong Department of Agriculture and Environment Luong Thi Kiem before the merger in the field of high-tech agriculture after Hai Duong merged with Hai Phong.
Before the merger, the leaders of the Department of Agriculture and Environment of the two provinces and cities initially drafted a preliminary agricultural development project to advise the Hai Phong City Party Committee to review and direct implementation, focusing on mechanisms and policies to promote high-tech agriculture.
"Fields such as greenhouse development, technology application in monitoring, automatic and smart production management, pesticide spraying drones... will be prioritized for investment proposals in the coming period," said Ms. Kiem.
At the end of June 2025, many businesses and farmers in Hai Duong said that Hai Duong high-tech agriculture will have a great advantage when merging with Hai Phong. Hai Phong is a centrally-run city, with investment resources for large fields, convenient transportation, seaports, industrial parks, tourist areas with many restaurants, hotels, supermarkets... This is a good opportunity to expand the market for consumption and export of agricultural products.

Mr. Nguyen Van Hung has a 36,000 m² greenhouse growing melons in Truong Tan commune and hopes: "I hope the city will research and establish a separate large-scale agricultural export processing zone. Encourage businesses to participate in signing contracts to purchase high-tech agricultural products. From there, increase opportunities, create markets, and stable prices so that farmers can confidently invest in production and development."
