Lost records, hospital has been operating for 6 years but still cannot settle accounts

9/19 bidding packages at the Central Highlands General Hospital have lost documents, making it impossible to finalize the project even though it has been in operation for more than 6 years.

On August 12, Mr. Truong Cong Thai - Vice Chairman of Dak Lak Provincial People's Committee - said that the province has requested the authorities to check and review the case of lost documents that has caused the hospital project to be unable to be finalized after 6 years of operation.

Regarding this, Mr. Huynh Le Xuan Bich - Deputy Director of the Dak Lak Provincial Department of Health - said that the department is implementing the direction of the Provincial People's Committee to review 9 files that were lost for unknown reasons. The department is inviting 7/9 contractors related to the unsettled bid packages to provide and supplement the files. These units include 3 companies in Dak Lak and 4 enterprises in Hanoi.

The Central Highlands General Hospital started construction in 2010 and was put into operation in early 2019, consisting of 7 buildings with about 1,500 beds, with a total investment of nearly 1,100 billion VND, divided into 19 bidding packages.

After review, there are still 9 packages that cannot be finalized, including some inpatient treatment buildings, medical gas systems, cable pipelines - peripheral cable networks, water and waste treatment stations, technical buildings, garages, warehouses, and funeral homes.

According to Mr. Bich, the Department of Health has only received part of the documents of 2/9 packages, the remaining 7 packages are not eligible for settlement because the documents were lost during the storage process.

The Department of Health continues to coordinate with relevant units to select an independent auditing unit to systematize all project documents, before submitting to competent authorities to supplement payment funds to contractors according to regulations.

Speaking more about this, Vice Chairman of Dak Lak Provincial People's Committee Truong Cong Thai said that the provincial leaders have discussed many times the situation of lost documents at the Central Highlands General Hospital project and requested relevant departments and branches to urgently review.

"It is necessary to urgently complete the documents to ensure settlement according to regulations and handle individuals and groups that lose documents," Mr. Thai requested.
