Thanh Hoa strengthens state management of donation money

Directors of departments, heads of provincial-level departments, branches and units, and Chairmen of People's Committees of districts, towns and cities shall direct relevant organizations and individuals under their management to publicly and transparently collect and spend donations and sponsorships for relics and festival activities; and be responsible to the Provincial People's Committee and Chairman of the Provincial People's Committee if any violations occur.

Pursuant to Official Dispatch No. 77/CD-TTg dated August 8, 2024 of the Prime Minister on strengthening state management of donations and sponsorship money at historical and cultural relics nationwide, the Chairman of the People's Committee of Thanh Hoa province requests Directors of departments, Heads of provincial-level departments, branches, units, Chairmen of People's Committees of districts, towns and cities, according to their functions and tasks, to rectify and strengthen state management work, promote the responsibility of leaders in state management of donations and sponsorship money at historical and cultural relics, in accordance with the requirements of the Prime Minister in the above Official Dispatch and related directive documents.

Direct functional departments and affiliated units to review the state management of donations and sponsorship money at historical and cultural relics under the management of their agencies and units. In particular, focus on organizing the opening of books to fully record financial revenues and expenditures; opening accounts at banks or the State Treasury to ensure safe management of funds; monitoring and fully accounting for value and quantity, avoiding the situation of using but not tracking in accounting books, using for the wrong purpose, causing loss and waste.

Direct relevant organizations and individuals under their management to publicly and transparently collect and spend donations and sponsorships for relics and festival activities; strictly implement reporting and declaration regimes in accordance with current regulations and promptly provide information when requested by competent authorities in accordance with the law.

Review documents and regulations related to the management of financial revenue and expenditure for festival organization and donation money, sponsorship for relics and festival activities to issue legal documents according to authority or report to competent authorities for consideration and issuance. During the implementation process, if difficulties, problems or proposals or recommendations arise, agencies, units and localities should promptly report to the Department of Culture, Sports and Tourism for synthesis and reporting to the Provincial People's Committee for consideration and resolution according to regulations.

Develop a periodic inspection plan and strengthen inspection and supervision in accordance with current legal regulations, ensuring that donations and sponsorships for relics and festival activities are used strictly, publicly, transparently, effectively, for the right purposes, and in accordance with regulations. Timely detect, rectify and strictly handle organizations and individuals who violate the law, absolutely do not allow waste, negativity, corruption, or taking advantage of belief and religious activities for personal gain.

Heads of agencies, units and organizations directly managing and using donation money and sponsorship money at historical and cultural relics are responsible to the Provincial People's Committee, the Chairman of the Provincial People's Committee, inspection, examination and auditing agencies and relevant agencies if there are violations in the misuse of donation money and sponsorship money at historical and cultural relics in the province.

At the same time, units and localities strengthen propaganda, dissemination, raising awareness, consensus and support of cadres, civil servants, public employees, workers and people of all walks of life in preserving and promoting the value of historical and cultural relics; raising awareness of preserving and promoting the nation's fine cultural traditions, promoting the value of Vietnamese national cultural heritage.
