Thai Nguyen: Agree on solutions to remove 'stumbling blocks' in disbursement of public investment capital

On the afternoon of August 21, the People's Committee of Thai Nguyen province held a direct and online conference with 55 communes and wards in the southern region to assess the situation and remove difficulties in the disbursement of public investment capital (previously, the Provincial People's Committee had worked with 37 communes and wards in the northern region on this content). Comrade Pham Hoang Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired the conference.

In the first 6 months of 2025, the province has made efforts to promote the disbursement of public investment capital, being among the top 10 localities with the best disbursement rate in the country. However, after merging administrative boundaries and operating a 2-level local government model, the implementation of projects has encountered some shortcomings. Especially in the process of transferring projects from the district level to the commune level, determining investors, management authority as well as compensation and site clearance.

The report at the Conference showed that the main difficulties were in the selection and capacity of investors due to the lack of specialized staff; compensation, site clearance and resettlement still had many problems related to resettlement limits, verification of land conditions, compensation prices, etc. The construction process of the units also encountered obstacles due to fluctuations in construction material prices and prolonged rainy weather directly affecting the progress. These difficulties caused the disbursement rate in many communes and wards to fall short of expectations.

Faced with that situation, the Conference agreed on a number of key solutions, such as: Departments and branches strengthen coordination, promptly remove obstacles for the grassroots; People's Committees of communes and wards urgently complete the assignment of investors in the spirit of ensuring proactiveness and flexibility but still in accordance with regulations; localities carefully review land records, avoiding delays due to procedural problems.

Concluding the Conference, Chairman of the Provincial People's Committee Pham Hoang Son emphasized that the results of the implementation of the public investment plan for the 2021-2025 period are an important basis for allocating the plan for the 2026-2030 period. Therefore, localities must uphold their sense of responsibility, proactively coordinate with departments and branches, and be determined to complete the target of disbursing public investment capital in 2025, ensuring progress, quality and efficiency.

The Chairman of the Provincial People's Committee requested the Provincial Management Board of Investment Projects for Construction of Traffic and Agricultural Works to immediately establish working groups to provide direct support to help localities overcome difficulties. The Provincial Land Fund Development Center will closely guide the work of compensation and resettlement, and thoroughly handle long-standing problems.

Regarding the proposals and recommendations of localities on personnel arrangement, the Chairman of the Provincial People's Committee said that the province will have a plan to transfer and arrange suitable professional staff, ensuring that they meet work requirements. This is considered a fundamental solution to improve the capacity of investors, create a clear change in disbursement work, and contribute to promoting the socio -economic development of the province.
