According to the report of the Department of Industry and Trade, by the end of May 2025, there were nearly 70 recommendations from TKV and Army Corps 19 related to investment procedures, licensing, land lease, planning, and site clearance. Among them, many projects of strategic significance are behind schedule due to administrative and legal problems. Typical projects include: Expansion of Ha Rang mine of Hon Gai Coal Company; underground mining in Tan Yen - Dong Trang Bach area; Coc Sau - Deo Nai mine cluster; the part below -50 level of Ha Lam mine... are all waiting for completion of mining licensing procedures from the Ministry of Agriculture and Environment.
Not only stopping at mining projects, a series of essential infrastructure investment projects such as office buildings, workers' housing in Khe Cham, Cam Pha coal transport route, or key traffic works such as the QL18A overpass... are also facing many difficulties in completing land records, site clearance or settling investment capital.
Of the 54 recommendations under the provincial authority, by the end of May 2025, 26 had been resolved, 7 were basically completed, and many other projects were being accelerated. Notably, Quang Ninh province has issued many important decisions such as: Land lease, approval of detailed planning at a scale of 1/500 for TKV projects, including the Nui Beo coal worker housing project, Nam Mau dumping site, and the old coal factory 4 in Cam Pha. In particular, the province's agreement to allow the use of Planning 893 as the basis for granting mining licenses has removed a major "bottleneck" for many large-scale projects, creating conditions for businesses to proactively invest in expanding production.
Many projects have now entered the implementation phase, such as the construction of the Nam Mau Coal Screening Plant, the expansion of the Dong Vong coal mine's capacity, or the transportation routes serving coal transportation. Timely removal of obstacles will not only help restore mining capacity as planned, but also create thousands of jobs, increase local budget revenue, and improve the investment environment in the mining industry.
However, many key projects of TKV and Army Corps 19 still face long-term obstacles, directly affecting the progress of implementation. Some difficulties stem from changes in planning policies such as Planning 893, overlapping management boundaries between the two units or lack of synchronization in administrative handling. In particular, procedures related to land, especially conversion of forest use purposes and forest land lease, are still one of the major obstacles.
Typically, the Cao Son coal mine expansion project still has 76.29 hectares of forest land waiting for completion of conversion procedures and replacement forest planting. In addition, site clearance continues to be a bottleneck in many projects such as the Suoi Lai open-pit mining expansion, the Uong Thuong - Dong Vong area or resettlement areas serving coal industry workers.
Faced with this situation, at the working session on May 22, 2025, Quang Ninh province chaired a meeting with departments, branches, localities, and representatives of TKV and Army Corps 19 to review all recommendations and problems. The meeting focused on two main groups of issues: planning and land lease procedures. Thereby, the parties agreed on a number of specific solutions related to licensing of coal exploration and mining projects; land management; environmental protection and housing construction for workers.
Notably, the province agreed to allow planning adjustments in the nearest period for projects that are being implemented but are not in accordance with the planning or do not have a planning yet, provided that they do not negatively affect the environment and people's lives. In particular, for land leasing projects in Uong Bi City, it is required to complete the procedures in accordance with the authority before June 15, 2025.
TKV and Army Corps 19 were also assigned to review all land in use and planned land, proactively coordinate with departments, branches and localities to complete land procedures and site clearance in accordance with regulations. In particular, long-standing problems need to be focused on and resolved to avoid wasting resources and delaying investment.
Regarding administrative reform, the province requires competent agencies to absolutely not let the situation of stagnation and slow processing of documents continue. The Provincial Public Administration Service Center is assigned to proactively receive, support, and guide units to carry out procedures in the direction of "doing and completing at the same time", even in cases where documents need more time to be assessed. Provincial leaders emphasized that the heads of agencies and units will be responsible for any delays, according to the principle of "clear work, clear responsibility, clear progress, clear people".
Removing difficulties for coal industry projects not only helps increase production capacity according to schedule, but also creates a solid foundation for local economic development, stabilizes the lives of tens of thousands of workers, improves resource use efficiency and actively contributes to the sustainable development goals of Quang Ninh province in the coming period.
