Focus on removing difficulties and obstacles in ongoing projects

Mr. Nguyen Minh Huy, Director of the Management Board of Investment and Construction of Traffic and Agricultural Works in Da Nang reported on the results of the implementation of the unit's projects in the past time. According to the capital plan assigned for 2025, the Management Board of Investment and Construction of Traffic and Agricultural Works is implementing 50 investment projects; to date, 30/50 projects have passed the investment policy appraisal report.

In the first 7 months of 2025, the board was assigned to implement 42 projects. Of which, 1 project was completed, 4 projects were started, and the remaining 37 projects were in transition. Through review, it was found that 26 projects were being implemented. There were 16 projects facing difficulties and obstacles; of which 13 projects were facing difficulties in site clearance, 1 project was facing difficulties in planning adjustment, 1 project was facing difficulties in regulations and handover procedures, and 1 project was facing difficulties in procedures for mineral exploitation and land coordination...

At the meeting, the Management Board of Investment Projects for Construction of Transport and Agricultural Works recommended that the city, departments, and branches focus on removing some obstacles. During the process of preparing investment documents, the Board regularly solicits opinions from agencies and units at many steps. However, for agencies and units that do not participate in giving opinions or give opinions much later than the scheduled time, it is recommended that the competent authority in charge of appraisal consider the consulted agency as having agreed and taking responsibility for the content being consulted, and not continue to issue a document to solicit opinions a second time, which delays the appraisal.

Regarding construction and settlement work, the City People's Committee is requested to direct communes and wards to soon establish a Project Site Clearance Council to continue to carry out compensation and clearance of remaining files in the area under their responsibility.

The City Land Fund Development Center coordinates with communes and wards to review and continue to promote compensation and clearance work according to the City People's Committee's plan on compensation and clearance for projects in 2025, so that the board has a site for construction of works to ensure the required progress...

Chairman of the City People's Committee Luong Nguyen Minh Triet highly appreciated the positive results that the Management Board of Investment Projects for Construction of Transport and Agricultural Works has achieved in the past time. In order to meet the increasing demands in public investment and urban infrastructure development, the Chairman of the City People's Committee requested that in the coming time, the Board should proactively develop a detailed capital disbursement plan for each specific project, ensuring the disbursement progress according to regulations.

Site clearance work needs to be carried out with greater determination, in a systematic manner, and with a specific roadmap. Wards and communes need to promptly establish local Site Clearance Councils to promptly coordinate, handle, and facilitate the handover of construction sites.

Along with that, the committee needs to closely coordinate with relevant departments and branches to review the list of projects, conduct reasonable decentralization and delegation of authority to reduce workload as well as improve operational and supervision efficiency.

For the tasks assigned by the City People's Committee, the Management Board of Investment Projects for Construction of Traffic and Agricultural Works of the City is requested to continue to urgently implement. In particular, for projects that are facing difficulties, it is necessary to evaluate, clearly identify the causes and proactively propose specific and effective solutions.

Regarding the recommendations, the Chairman of the City People's Committee assigned relevant departments, branches and sectors to seriously receive, focus on reviewing, promptly resolving, removing difficulties, creating favorable conditions for the Project Management Board for investment in construction of traffic and agricultural works in particular, and the city's project management boards in general to be able to carry out their tasks on schedule, ensure quality, and contribute to completing the city's overall development goals.
