The project “Developing the application of population data, identification and electronic authentication to serve the national digital transformation in the period of 2022 - 2025, with a vision to 2030” (referred to as Project 06) was approved by the Prime Minister on January 6, 2022 in Decision No. 06/QD-TTg. This is an important project, creating a breakthrough to implement the national digital transformation program. However, the implementation process shows that there are still many “bottlenecks” that need to be resolved soon.

Implementing the directive documents of the Government and the Prime Minister on the implementation of Project 06, recently, the Provincial People's Committee has focused on directing, guiding, and urging the implementation of the project to each agency, unit, and locality, and at the same time, has solutions to remove obstacles.
The implementation of Project 06 in localities nationwide in recent times has shown that 4 common "bottlenecks" have been pointed out related to the digitization and creation of data of the judiciary, labor, war invalids and social affairs sectors on the basis of population data to save costs; the connection and sharing of data to serve the development of e-commerce, prevent tax losses, and ensure monetary security; the application of population data, citizen identification (CCCD), electronic identification (VneID) to promote digital transformation for corporations and general companies; the implementation of judicial records, electronic health books, digital social insurance books (VssID), creating convenience for people and businesses.
To remove the "bottlenecks" requested by the Prime Minister in Official Dispatch No. 452/TTg-KSTT dated May 23, 2023, Quang Tri province has focused on drastically implementing solutions and implementing the Action Plan to improve the quality and efficiency of providing online public services (PPS) in the province.
The Provincial People's Committee has issued decisions announcing the list of amendments and abolitions of administrative procedures (AP) according to the provisions of Decree No. 104/NDCP dated December 21, 2023 of the Government amending and supplementing a number of articles of decrees related to the submission and presentation of household registration books and temporary residence books when performing APs and providing public services.
Deploying instructions on exploiting and using citizen information in the National Database on Population to replace documents in handling administrative procedures at one-stop shops at all levels. In 2023, the Provincial People's Committee issued 51 decisions and announced 862 administrative procedures under the jurisdiction of three levels of government (province, district, commune). Of which, it announced the standardization and issuance of 336 new administrative procedures; amended, supplemented, and replaced 455 administrative procedures; and abolished 71 administrative procedures. Announced 47 internal administrative procedures of provincial state administrative agencies; at the same time, requested relevant agencies and units to continue reviewing, making statistics, and submitting additional announcements of internal administrative procedures. Proposed simplification plans to ensure the goal of reducing and simplifying at least 20% of administrative procedures and reducing at least 20% of administrative procedure compliance costs.
The outstanding results in 2023 are that the rate of providing online public services on the Provincial Public Service Portal reached 1,696 public services/2,057 administrative procedures, reaching 82.45%; the rate of integrating and providing online public services on the National Public Service Portal was 1,108/1,696 public services, reaching 65.33%; the rate of processing administrative procedure records of the province fully synchronized on the National Public Service Portal reached 100%...
The digitization rate of received dossier components in 2023 reached 76% and the digitization rate of dossier processing results in 2023 reached 86.64%, the rate of dossiers processed on time in 2023 reached 99.64%. All exceeded the target set for 2023.
In order to ensure infrastructure to serve the implementation of Project 06, the province has focused resources, arranged facilities, equipment, and human resources to promote the digitalization of records and results of administrative procedure settlement, linking digitalization with the performance of tasks of officials and civil servants in the process of handling administrative procedures.
Strictly implement digital signature, sending and receiving documents and processing work records in the electronic environment; organize and deploy the construction of a shared provincial database; complete 100% of the entry of civil status book data (from 2006-2020) into civil status software 158, transfer data to the national civil status database as required by the Ministry of Justice.
Pay attention to allocating funds to organize 1 training course on information security and safety for civil servants specializing in information technology and 9 digital transformation training courses for 270 trainees who are officials of departments, branches and localities. Organize professional training on implementing Project 06 for nearly 700 trainees who are officials, civil servants and public employees at one-stop-shop departments at all levels.
In the coming time, the province will continue to deploy and promptly implement the directive documents of the Government, the Prime Minister and the Government's Project 06 Task Force on implementing Project 06. Strengthen the restructuring of processes and implementation of administrative procedures in the electronic environment; urge the digitization of records and results of handling administrative procedures at the one-stop-shop departments at the district and commune levels and essential public services.
Promote propaganda on the portals and websites of departments, branches, sectors, People's Committees of districts, towns, cities... so that cadres, civil servants, public employees and people fully understand and perceive essential public services, VNelD, pilot models, utilities and effectiveness of implementing Project 06 to promote administrative reform, ensure safety, connectivity, transparency and convenience when handling administrative procedures through the National Public Service Portal and the Ministry of Public Security Public Service Portal.
In addition, the Provincial People's Committee has strengthened direction and urged agencies, units and localities to speed up the implementation of assigned tasks according to the roadmap of Project 06 and the direction of the Government, the Prime Minister, and the Working Group for Project 06 implementation to effectively implement it in 2024.
