According to the report of the Command Committee for Natural Disaster Prevention - Search and Rescue of the city's civil defense area, by 9:00 a.m. on July 21, localities and units had coordinated to count and notify 1,657 vehicles with 4,668 workers; 157 cages with 289 workers; 3 watchtowers with 6 workers. Up to now, all vehicles have been contacted, and no vehicles are operating in the danger zone.
Of the total 289 workers in cages and watchtowers, 166 have gone ashore to take shelter, and the People's Committee of the special zone is urgently mobilizing the evacuation of the remaining 123.

According to the report of Hai Phong Maritime Port Authority, as of 6:00 a.m. on July 21, 70 vehicles and boats were safely anchored in the port waters, including 19 foreign ships, 29 Vietnamese ships and 22 inland waterway vehicles with 780 crew members.

Proactively organize field inspections at key locations, ensuring timely handling of incidents according to the "4 on-site" motto. Propagate, notify and warn of storms to 1,657 vehicles, 9,900 rafts, 16,000 tourists in Cat Ba, including 2,500 foreign tourists, and arrange to bring most tourists back to the mainland to avoid the storm safely.
By noon on July 21, 29,361 people from the commune-level shock force had been mobilized; over 5,000 local forces had been mobilized to participate in storm prevention.

The city has 75 key locations of dykes, embankments, and culverts that need attention, of which 8 are at the city level (1 in the west, 7 in the east); 67 are at the wards, communes, and special zones. During the implementation process, localities pay special attention to prioritizing the safety of health, life and property of people, and property of the state and enterprises.
Localities organize the evacuation of people in dangerous low-lying areas to safe places, to be completed before 6:00 p.m. on July 21, while ensuring adequate food and necessities for the evacuation areas.
