Speaking at the meeting, Vice Chairman of Ca Mau Provincial People's Committee Le Van Su said that the province is currently investing in the construction of key projects such as: The expressway project from Ca Mau city to Dat Mui, the road from Dat Mui to Hon Khoai Port and this project was directed by the Prime Minister to start construction on August 19, 2025 on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025); The project to expand and upgrade Ca Mau Airport, expected to start construction in the third quarter of 2025 and many other important projects. Therefore, Ca Mau province has a great demand for major construction materials such as sand, stone, etc. However, Ca Mau province does not have mineral mines or construction materials (such as sand, stone, etc.), the supply of construction materials for the locality is imported from other provinces and cities. Recently, the scarcity of sand and stone materials has been greatly affecting the investment costs and construction progress of construction investment projects in Ca Mau province. Therefore, the People's Committee of Ca Mau province hopes that the People's Committee of Soc Trang province will support Ca Mau with sand construction materials, in order to create conditions for the locality to complete key projects according to plan.

Sharing information with the People's Committee of Ca Mau province, a representative of the Department of Agriculture and Environment of Soc Trang province said that, implementing Resolution No. 91/NQ-CP, dated July 25, 2022 of the Government implementing Resolution No. 60/2022/QH15, dated June 16, 2022 of the National Assembly on the investment policy of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project, Phase 1, the People's Committee of Soc Trang province has issued 4 confirmations to project contractors and extended 2 mineral exploitation licenses for enterprises to exploit for Component Project 4 of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project, Phase 1 with a total reserve of 6.5 million m3 (after increasing the exploited reserve at the MS03 sand mine, the total reserve increased to about 8.28 million m3 ); By June 15, 2025, about 1.63 million m3 of sand had been exploited and supplied to Component Project 4. However, due to being located at the end of the Hau River, the river sand mines in the province have small reserves and contain a lot of mud and soil, so they are not enough to meet the needs of Component Project 4.
Regarding the source of sea sand materials, the initial assessment results show that the sea sand mineral resources in B1 area of Soc Trang province have a reserve of 145 million m3, which can meet the demand for construction materials, filling for infrastructure development, and construction of highways in the Mekong Delta (salt-affected area). Projects in Ca Mau province can use this source of materials but must have the approval of the Prime Minister.
Discussing at the meeting, delegates discussed legal procedures and specific mechanisms for licensing and exploiting sand mining materials.
Speaking at the meeting, Mr. Vuong Quoc Nam affirmed that sea sand is a national mineral and Soc Trang province is willing to share it with Ca Mau province to carry out investment projects. The People's Committee of Soc Trang province will have a specific document on the agreement to support the source of sea sand materials for Ca Mau so that the province can carry out procedures according to the provisions of law.
Comrade Le Van Su - Vice Chairman of Ca Mau Provincial People's Committee sent his thanks to Soc Trang Provincial People's Committee for agreeing to support sea sand resources for Ca Mau. Ca Mau Provincial People's Committee will coordinate with relevant units to quickly carry out legal procedures to soon be licensed and exploit sea sand resources in accordance with regulations, in order to speed up the implementation of projects according to the province's plan.
