On June 23, Comrade Lam Van Man, member of the Party Central Committee, Secretary of the Soc Trang Provincial Party Committee, said that, implementing the Central Committee's direction on the implementation of the elimination of temporary and dilapidated houses nationwide, the Standing Committee of the Soc Trang Provincial Party Committee has established a Steering Committee to implement the elimination of temporary and dilapidated houses in the province (referred to as the Provincial Steering Committee). Localities in the province have also established a Steering Committee to focus on directing the implementation.

The Steering Committee regularly improves to ensure appropriateness, continuity and effectiveness in leadership and direction at each actual time of implementing the work of eliminating temporary and dilapidated houses in the area; regularly organizes inspections, urges, promptly resolves difficulties and obstacles of the base, speeds up the progress of implementing the elimination of temporary and dilapidated houses in the area to ensure the completion of assigned targets.

The Provincial Steering Committee has issued a document directing the urgent implementation of the elimination of temporary and dilapidated houses in the province, with the highest political determination, in order to soon complete and hand over so that people have better housing; The Chairman of the Provincial People's Committee issued a document directing localities to strengthen their responsibility in implementing the elimination of temporary and dilapidated houses in the province, in which the role and responsibility of the leaders in the implementation are highlighted.

The Department of Construction has researched, designed and issued a sample housing design document to support poor and near-poor households in eliminating temporary and dilapidated houses and other social policy programs in Soc Trang province.

Through review, the total housing support demand for people with revolutionary contributions and martyrs' relatives, poor households, near-poor households, and poor households with housing support under the National Target Program (MTQG) for socio-economic development in ethnic minority areas in the area is 8,917 units (6,549 new units, 2,368 repaired units).

Of which, people with meritorious services to the revolution and martyrs' relatives have 916 houses (419 newly built, 497 repaired); poor and near-poor households have 7,144 houses (5,612 newly built, 1,532 repaired); housing support under the National Target Program for Socio-Economic Development in Ethnic Minority Areas in the area has 458 houses (newly built); people with meritorious services to the revolution, who have been supported under Decision No. 22/2013/QD-TTg but now have difficulties with housing, have 399 houses (45 newly built, 354 repaired).

Through the implementation process with a high sense of responsibility, in June 2025, the whole province has implemented 8,917/8,917 houses, reaching 100%. The completion progress of districts, towns and cities all reached 100% and exceeded the set plan target. The total implementation cost is 463 billion 590 million VND to support the construction and repair of 8,917 houses under the housing support for people with meritorious services to the revolution and relatives of martyrs, poor households, near-poor households, housing support under the National Target Program for Socio-Economic Development of Ethnic Minority Areas in the province.

Armed Forces, Youth Union, Militia and Self-Defense Force supported over 42,000 working days to build houses for people in the province.

Specifically, the total budget for housing support for people with revolutionary contributions and martyrs' relatives is 40 billion 819 million VND; the budget for housing support from the National Target Program for Socio-Economic Development in Ethnic Minority Areas is 28 billion 390 million VND; the budget for housing support under the Program to Launch the Elimination of Temporary and Dilapidated Houses is 395 billion 066 million VND; the budget for housing support for people with revolutionary contributions, which has been supported under Decision No. 22/2013/QD-TTg but now has housing difficulties, is 13 billion 591 million VND.

In addition, with the active participation of Party committees, authorities, the Fatherland Front, socio-political organizations, localities have mobilized a large number of working days, with 42,678 working days. In particular, the Provincial Military Command arranged 150 officers and soldiers, coordinated with more than 1,000 Youth Unions, Women's Unions, local militia and self-defense forces in Vinh Chau town and Thanh Tri district to help people remove temporary and dilapidated houses on the occasion of Lunar New Year and Chol Chnam Thmay in 2025, with 4,200 working days; participated in helping people dismantle, clean up and transport construction materials, pour concrete foundations, build floors, roof houses, and build walls. Thereby, supporting the construction of 95 houses.

In addition, the Military Command of the district, town and city sent 375 officers and soldiers, 1,710 militia and self-defense forces to support the people for 12,145 working days, repairing and building 2,083 new houses. The Provincial Veterans Association coordinated with local departments and organizations to organize propaganda and mobilize members to contribute 1,559 working days to transport construction materials, pour concrete foundations, build floors, roof houses and build walls.

With the spirit of "Where there is a need, there is youth, where there is difficulty, there is youth", Soc Trang youth organized many meaningful and practical activities to actively support the work of eliminating temporary and dilapidated houses in localities and units in the province. During the Youth Month, the Provincial Youth Union Standing Committee continued to direct the deployment of 2 youth volunteer teams to support the construction of 2 houses under the program of eliminating temporary and dilapidated houses in 2025 in the province, with a total support budget of 120 million VND.

Established and maintained 103 volunteer teams with the participation of 1,210 youth union members supporting labor days, contributing over 1.2 billion VND. Mobilized other supporting resources such as cement, iron, steel, bricks... were also contributed by relatives, families, and philanthropists, joining hands to implement the program, the total amount converted into money was over 8 billion VND, contributing to improving the quality of support houses for people.

The Provincial Fatherland Front Committee coordinated the movement to eliminate temporary and dilapidated houses in the province and received the attention and direction of the Provincial Party Standing Committee and the responsible and effective coordination of the Provincial People's Committee, District Party Committee, Town Party Committee, City Party Committee, People's Committees of districts, towns and cities and the consensus and support of organizations, units, enterprises, philanthropists and people of all ethnic groups in the whole province.

Comrade Tran Van Lau, Chairman of the People's Committee of Soc Trang province affirmed that in the process of implementing the program, the Party committees, authorities, the Fatherland Front and political and social organizations at all levels have synchronously implemented many solutions to join hands in eliminating temporary and dilapidated houses. The implementation process has recorded many good models and creative ways of doing things, contributing significantly to the overall results of the locality.

Localities have focused on mobilizing the cooperation and contributions of the business community, organizations, individuals, armed forces, union members, youth, and people to participate in the spirit of "whoever has something to contribute, whoever has merits to contribute, whoever has property to contribute, whoever has a lot to contribute a lot, whoever has a little to contribute a little", creating a widespread spread for the program to eliminate temporary and dilapidated houses in the province, so that no one is left behind.

The emulation movement has been widely deployed from the province to the grassroots with diverse content, rich forms, practicality, effectiveness suitable to the actual conditions of each locality.

In the coming time, the locality will continue to coordinate with press agencies to strengthen propaganda work on the emulation movement "Join hands to eliminate temporary and dilapidated houses" in the province, in order to continue to raise awareness and responsibility of sectors and levels in caring for and supporting the construction of houses for poor households, near-poor households, households with meritorious services to the revolution, and relatives of soldiers to have stable housing, improve their lives, and sustainably reduce poverty.

Research, develop and implement appropriate policies to support poor households, near-poor households, and families of meritorious people who have difficulty with housing and do not have enough conditions to support the construction of new houses and repair of houses in the emulation movement "Join hands to eliminate temporary and dilapidated houses" in the province to support in the coming time, in accordance with the actual situation. Continue to implement the work of granting land use right certificates to households that have not been granted certificates.
