At a regular press conference held by the Ministry of Science and Technology on the afternoon of June 27 in Hanoi, Deputy Minister of Science and Technology Bui Hoang Phuong assessed the importance of the plan to attract 100 talented domestic and foreign experts to participate in key national science and technology programs and tasks on artificial intelligence (AI).
Deputy Minister Bui Hoang Phuong commented that "the ministry will certainly have policies for this activity in the coming time. The State has many priority policies, with a minimum central budget of 3%, equivalent to 75,000 billion VND for developing science - technology and innovation. This includes training costs for developing human resources in the field of innovation".
After the Law on Science, Technology, Innovation and Digital Transformation is issued, there will be policies to specify and a program to support experts, Deputy Minister Bui Hoang Phuong affirmed.

Previously, on June 22, 2025, the Ministry of Science and Technology issued Decision No. 1412 approving the "Plan to attract 100 excellent domestic and foreign experts to participate in key national science and technology programs and tasks on artificial intelligence (AI)".
The plan was issued to mobilize and effectively promote the intelligence of experts, creating a boost for breakthrough development in AI in Vietnam.
This is a strategic step, concretizing the goal of building a solid foundation for AI to become a core driving force for economic growth, modernizing the country, improving the quality of life and national competitiveness.
The long-term goal is to create a comprehensive, autonomous and humane AI ecosystem, gradually making Vietnam one of the prestigious centers for AI research, development and application in the region and the world.
Deputy Minister Bui Hoang Phuong said that the five laws, including the Law on Science, Technology and Innovation; the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; the Law amending and supplementing a number of articles of the Law on Product and Goods Quality; the Law on Atomic Energy (amended) and the Law on Digital Technology Industry, which have just been considered and approved by the National Assembly, closely follow the spirit of Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and the directions of General Secretary To Lam on the field of science and technology.
These laws will make an important contribution to removing difficulties and bottlenecks in current management activities, science and technology development, innovation and digital transformation.
