According to the merger plan officially announced by the Ho Chi Minh City Department of Education and Training, the staffing and number of employees of the departments and public service units under the three previous Departments of Education and Training will initially remain the same. At the same time, a roadmap will be developed to streamline the staffing by at least 20% of civil servants and public employees receiving salaries from the state budget to reduce the staffing according to the plan to arrange and streamline the organizational apparatus of ministries, departments, branches and localities in accordance with the roadmap for implementing policies stipulated in Decree No. 178/2024/ND-CP amended and supplemented by Decree No. 67/2025/ND-CP.
Thus, after merging the education and training sectors of Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau , the Department of Education and Training of Ho Chi Minh City will have a total of 4 specialized high schools including:
- Le Hong Phong High School for the Gifted (formerly Ho Chi Minh City)
- Tran Dai Nghia High School for the Gifted (formerly Ho Chi Minh City)
- Hung Vuong High School for the Gifted (formerly Binh Duong province)
- Le Quy Don High School for the Gifted (formerly Ba Ria-Vung Tau province)
Of the 4 schools mentioned above, 2 specialized high schools, Le Hong Phong and Tran Dai Nghia, enroll 10th graders nationwide, while Hung Vuong and Le Quy Don enroll 10th graders in Ho Chi Minh City.

The new Ho Chi Minh City People's Committee has appointed the new Board of Directors of the Ho Chi Minh City Department of Education and Training, currently consisting of Director Nguyen Van Hieu and Deputy Directors including Mr./Ms. Nguyen Bao Quoc, Duong Tri Dung, Le Thuy My Chau, Huynh Le Nhu Trang, Nguyen Thi Nhat Hang, Nguyen Van Phong, Truong Hai Thanh, Tran Thi Ngoc Chau, Phan Ke Toai.
At the same time, the new organizational structure of the Department of Education and Training of Ho Chi Minh City operates with 10 departments as follows:
- Office
- Inspection and Legal Department
- Department of Organization and Personnel
- Planning and Finance Department
- Student Room
- Quality Management Department
- PreschoolEducation Department
- Department of General Education
- Department of Continuing Education - Vocational and University
- Department of Management of Non-Public Educational Institutions.
The new Ho Chi Minh City Department of Education and Training has its headquarters at 66-68 Le Thanh Ton, Saigon Ward, Ho Chi Minh City. The facilities of the two previous Departments of Education and Training of Binh Duong and Ba Ria-Vung Tau are kept intact, and work is arranged in different areas to ensure that work is handled promptly, continuously and without interruption.
