New regulations on granting certificates and self-certification of origin of goods

The Ministry of Industry and Trade has just issued Circular No. 40/2025/TT-BCT regulating the issuance of certificates of origin (C/O) and written approval for traders to self-certify the origin of exported goods.

The Import and Export Department ( Ministry of Industry and Trade ) and organizations assigned by the Provincial People's Committee are responsible for issuing C/O.

Circular No. 40/2025/TT-BCT takes effect from July 1, 2025, establishing two groups of entities with the authority to issue C/O: the Import and Export Department (Ministry of Industry and Trade) and organizations assigned by provincial People's Committees.

Both groups are responsible for issuing C/O and approval documents when fully meeting the requirements on human resources, facilities, toll accounts, and digital infrastructure serving the eCoSys electronic certification and management system.

A notable point is that the process of granting C/O and approval documents will be carried out through the eCoSys system at www.ecosys.gov.vn.

This system is managed by the Department of E-commerce and Digital Economy for technical infrastructure, while ensuring data connection with the National Single Window Portal.

The Department of E-commerce and Digital Economy is also responsible for creating accounts, granting codes to competent authorities and updating public lists on eCoSys.

Organizations assigned to issue C/O and approval documents need to publicize the process, guide traders to comply with the law, receive and resolve problems, and periodically report to the Import-Export Department and the Provincial People's Committee.

On the side of the Ministry of Industry and Trade, the Import and Export Department will preside over training, periodic inspections and coordinate with relevant units to ensure the quality of C/O issuance and approval documents nationwide.
