This morning (June 16), 451/460 (94.35%) National Assembly deputies approved the Law on Teachers. Previously, on June 14, the National Assembly Standing Committee reported on the acceptance, explanation, and revision of the draft law to submit to the National Assembly for approval.
The report on receiving, explaining and revising the draft Law on Teachers by the National Assembly Standing Committee said that the majority of opinions expressed highly appreciated the efforts and seriousness of the drafting agency and the reviewing agency in researching, explaining and receiving most of the comments and basically agreed with the revised content in the draft.
After being absorbed and revised, the draft law consists of 9 chapters and 42 articles - 4 articles less than the draft submitted to the National Assembly at the discussion session on the morning of May 6. It includes provisions on some notable contents such as extra teaching and learning; teachers' salaries; mechanism for transferring teachers between regions, etc.

The Law on Teachers was also passed to help resolve the mechanism of transferring teachers between regions and areas. Previously, many National Assembly deputies said that in reality, there was a situation where many teachers were recruited, mobilized, and transferred to work in ethnic minority areas and areas with particularly difficult socio -economic conditions. After a long period of performing their duties, they wished to be transferred to areas with more favorable conditions but could not do so.
Therefore, the law stipulates the application of a transfer mechanism in cases of resolving policies for teachers after completing teaching andeducational tasks in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions.
Specifically, the Law on Teachers assigns the Government to specify in detail the authority, order, and procedures for mobilizing and transferring teachers to ensure uniformity and synchronization among localities, while also resolving different cases arising in practice.
In addition, the law also stipulates the principle that teachers' salaries are ranked highest in the administrative career salary scale to institutionalize the Party's policy in Conclusion No. 91 of the Politburo on continuing to implement Resolution No. 29 of the Central Executive Committee on fundamental and comprehensive innovation of education and training.
The detailed regulations on salaries and allowances for teachers, including coefficients, starting salaries, salary arrangement mechanisms for teachers in autonomous educational institutions... will be specified in detail by the Government in the implementation guidance document to ensure flexibility, feasibility, correlation, and fairness with civil servants in the political system.
