EDUCATION SECTOR IS PROACTIVE IN RECRUITING TEACHERS
The Law on Teachers, effective from January 1, 2026, stipulates that teachers' salaries are ranked highest in the administrative and career salary scale system. In addition, teachers also receive preferential allowances and other allowances depending on the nature of the job and the region.
In addition, the law also stipulates that preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions; teachers teaching in specialized schools; teachers implementing inclusiveeducation ; teachers in some specific fields and occupations are entitled to higher salaries and allowances than teachers working in normal conditions.
Teachers working in industries and professions with special regimes are entitled to special regimes according to the provisions of law, but only at the highest level if it coincides with the policy for teachers. For teachers at non-public schools, salaries are implemented according to labor law.
Explaining to the National Assembly (NA) before the law was passed, Chairman of the NA Committee on Culture and Society Nguyen Dac Vinh said that the regulation that teachers are entitled to the highest salary and allowances in the administrative career salary scale aims to institutionalize the Party's policy on teacher policy; it is not contrary to the spirit of salary policy reform. Meanwhile, the salary of teachers in the non-public sector must follow the principle of agreement and be implemented in accordance with labor laws.
On the morning of June 16, the National Assembly passed the Law on Teachers, in which a new point is that teachers' salaries are ranked highest.

A new policy in the Law on Teachers is to assign the education sector the authority to recruit teachers. Specifically, the law stipulates that the recruitment of teachers at public vocational training institutions and public universities is carried out by the head of the educational institution. For schools of the People's Armed Forces, the authority to recruit teachers is determined by the Minister of National Defense and the Minister of Public Security.
As for preschool and general education institutions, the authority to recruit teachers is according to the regulations of the Minister of Education and Training. For non-public educational institutions, the recruitment of teachers is carried out by the head of the educational institution according to the regulations on organization and operation of the educational institution.
According to Chairman of the Committee for Culture and Society Nguyen Dac Vinh, based on the Government's proposal, the Standing Committee of the National Assembly agreed to assign the authority to recruit teachers to the education sector to proactively ensure the quantity, structure and quality of the team; and resolve the situation of local surplus and shortage of teachers.
TUITION FREE FOR STUDENTS NATIONWIDE FROM THE 2025-2026 SCHOOL YEAR
In the morning of the same day, the National Assembly discussed two draft resolutions of the National Assembly on exempting tuition fees for preschool and general education students and universalizing preschool education for children aged 3-5. The draft resolution proposed that from the 2025-2026 school year, in addition to exempting tuition fees for public school students, tuition fees for non-public school students will be supported by direct payment to each student.

Agreeing with the policy in the draft resolutions, delegate Nguyen Thi Viet Nga (Hai Duong delegation) worried that exempting tuition fees would affect an important source of revenue for regular spending activities in schools. Therefore, she proposed that the Government urgently issue guiding documents and a funding mechanism to facilitate the implementation of the resolution. Delegate Trinh Tu Anh (Lam Dong delegation) was concerned that exempting tuition fees could lead to voluntary, illegal collections to compensate for financial shortfalls. The delegate suggested that it is necessary to develop clear regulations on collections other than tuition fees, strictly control voluntary collections and strictly prohibit all forms of over-collection under the name of volunteerism.
Delegate Chau Quynh Dao (Kien Giang delegation) suggested that non-public students should be supported through educational institutions instead of paying directly to parents as proposed in the draft because the procedures are cumbersome, increasing management costs... Meanwhile, Delegate Nguyen Thi Quyen Thanh (Vinh Long) suggested that in order to universalize preschool education for children aged 3-5, it is necessary to increase the preferential vocational allowance from the current 35% to 45% to attract preschool teachers.
Explaining the opinions of the National Assembly, Minister of Education and Training Nguyen Kim Son said that there are currently 38 countries in the world that completely exempt tuition fees for preschool students, most of which are high-income countries. About 90 countries implement partial tuition exemption or support for different groups of subjects.
Mr. Son emphasized that while the country's economic potential still has many difficulties, many tasks to invest in, and income is not high, the Politburo, the Party Central Committee Secretariat, the Government, and the National Assembly have been very unified in implementing tuition exemption. "This is a demonstration of concern and effort in developing education and creating conditions for children to access education, reducing the burden on parents. This demonstrates the superiority of our regime," Mr. Son affirmed.
Regarding funding, Mr. Son affirmed that the annual budget of 30,000 billion VND to implement tuition exemption is partly from the central budget, partly from the local budget, but overall it is all from the state budget. "In that 30,000 billion, compensation has been calculated for localities that cannot balance their budgets, so localities that cannot balance their budgets do not need to worry too much," said Minister Son.
Mr. Son also said that the Ministry of Education and Training is developing a new decree on tuition fees, expected to be issued this June. The new decree will stipulate tuition fee frameworks by region, tuition fee floors and ceilings as a basis for localities to decide on tuition support levels.
Regarding concerns about how to support tuition fees for non-public students, the Minister of Education and Training said that each method has certain advantages and disadvantages. "The most important thing is to have money to exempt tuition fees," Mr. Son said, adding that the Government will calculate the techniques to implement appropriately.
Regarding investment in facilities and policies for preschool teachers, Mr. Son said that the Prime Minister has directed the education sector to develop a national target program on education, including investment in school construction. Regarding preschool teachers, the Minister of Education and Training affirmed that this is the level of education with many "best" things and is currently receiving the most attention.
Do not prohibit teachers from giving extra lessons
Regarding what is not allowed, the Law on Teachers recently passed by the National Assembly stipulates that teachers are not allowed to force students to participate in extra classes in any form. At the same time, the law stipulates that organizations and individuals are not allowed to post or disseminate information that attributes responsibility to teachers in professional activities without the conclusion of a competent authority.
Explaining the proposal to add regulations prohibiting teachers from giving extra classes in violation of the law, prohibiting them from giving extra classes to students they are directly teaching, Mr. Nguyen Dac Vinh said that the law does not prohibit extra classes, it only stipulates that teachers are not allowed to force students to take extra classes, in order to overcome the widespread situation of extra classes. At the same time, the requirement that teachers are not allowed to give extra classes to students they are directly teaching is currently stipulated in Circular 29 of the Ministry of Education and Training.
