Great strides
This year's high school exam, the Quang Ninh Department of Education and Training Examination Council has nearly 20,000 candidates participating in the exam. The exam invigilation is organized seriously, safely, in accordance with regulations, ensuring the rights of candidates. According to the results of the 2025 high school graduation exam score distribution, 7/12 subjects of Quang Ninh have an average score in the top 10 highest provinces and cities in the country, namely: Literature, Physics, Chemistry, Biology, Technology - Industry, Economic and Legal Education and English alone ranked 3rd nationwide (after Hanoi and Ho Chi Minh City).
Not only did the graduation exam scores achieve high results, the 2024-2025 school year marked a great step forward for the Quang NinhEducation sector, when the entire sector achieved many achievements in key education.
The network of educational facilities in the province is diverse and complete in all types, basically meeting the learning needs of students and being streamlined. Many localities are proactive in preparing subject classrooms and teaching equipment to meet the conditions for organizing 2 sessions/day and implementing the 2018 General Education Program according to the roadmap. The rate of national standard schools has reached 91.98%.
During the school year, the Department of Education and Training also actively coordinated with relevant departments, branches, units and localities to effectively carry out the task of building 22 investment schools according to high-quality criteria proposed by localities in the period of 2022-2025. To date, 12 schools have been completed and put into use. It is expected that by the end of 2025, 16 schools will be completed and put into use.
This school year is also a memorable year when in the National High School Excellent Student Competition, Quang Ninh had 88 students winning prizes (2 first prizes, 27 second prizes, 30 third prizes and 29 consolation prizes). In which, the first prizes were in History and French.
Notably, 100% of the students participating in the Biology, Geography, and Chinese teams won prizes. 90% of the students participating in the Physics, History, and English teams won prizes. Compared to the 2023-2024 school year, the 2024-2025 school year has increased by 3 prizes, continued to maintain the number of first prizes, increased by 4 second prizes, and increased by 2 third prizes. The rate of students winning prizes accounts for 80% of the contestants, the highest in the past 10 school years. In particular, Ha Long High School for the Gifted has 2 students participating in the International Science Olympiad in Chemistry and Informatics. In the national science and technology research competition for middle and high school students in the 2024-2025 school year, the province has 3 projects winning prizes (1 second prize; 2 promising prizes).
In the school years from 2020 to present, in the context of the Covid-19 pandemic continuing to have many complicated developments, the negative impacts from the epidemic are very large, however, the provincial Education sector has constantly innovated, improved the quality of teaching and learning to achieve high achievements. The quality of education is increasingly improved; the gap in access opportunities and quality of public services in the field of education and training between regions, especially in ethnic minority areas, mountainous areas, border areas, islands and the poor and disadvantaged people is increasingly narrowed.
As a testament to the achievements from the province's attention and care for education, recently, the Ministry of Education and Training issued Decision No. 1278/QD-BGDDT on recognizing Quang Ninh province as meeting the standards for universal primary education level 3 and universal lower secondary education level 3 by December 2024.
With this Decision, Quang Ninh province has become one of the 10 provinces and cities that have achieved the highest standards of universal primary education, universal lower secondary education, universal preschool education and illiteracy eradication. This is an important criterion reflecting the quality of education and training in the locality as prescribed by the Ministry of Education and Training, affirming the joint efforts of the entire political system and the education sector in organizing the network of schools and classes and ensuring the best learning conditions, especially in remote, mountainous, border and island areas.
The joy was multiplied when in Decision No. 523/QD-CTN of the President dated April 18, 2025 on awarding the Labor Medal, Quang Ninh had 5 collectives and 2 individuals awarded for their outstanding achievements in education, contributing to the cause of building socialism and defending the Fatherland. This is a noble award of the Party and State to recognize and honor the contributions, dedication, intelligence, and tireless efforts to the cause of education of 7 collectives and individual teachers of Quang Ninh province.
Take care of the career of "growing people"
The above results are impressive achievements, demonstrating the efforts of the education sector, teachers and students of Quang Ninh in the past year. This shows that these proud achievements are the result of a long and persistent journey of the provincial Party Committee and government in carrying out the task of caring for the cause of "growing people".
The Resolution of the 15th Provincial Party Congress identified the development of high-quality human resources as one of the three strategic breakthroughs, in which prioritizing the development of education and training is the top priority. To realize this goal, since the beginning of the term, on the basis of expanding the support policies of the Central Government, Quang Ninh has issued a series of mechanisms, policies and resolutions to create motivation and promote education development commensurate with the growth of the province, creating motivation for emulation to study well, teach well, ensuring the successful implementation of the cause of "improving people's knowledge, training human resources, and nurturing talents". Typically: Support policies for preschool education, general education and continuing education; support policies for a number of children in particularly difficult circumstances in the province, period 2021-2025; Regulations on reward regime for students who win prizes in entrance exams to regular universities and colleges and teachers who train students who win prizes...
Notably, Quang Ninh is the leading locality in supporting 100% of tuition fees for students. In the 2021-2022 and 2022-2023 school years, the province has allocated nearly 600 billion VND to support tuition fees for preschool children, general education students, and continuing education students studying at educational institutions in the province. The policies have partly helped families overcome difficulties caused by the impact of the Covid-19 pandemic, especially those with low and unstable incomes.
Persistently implementing the viewpoints "Investment and development of education and training must be prioritized in socio-economic development programs and plans", the province prioritizes resources from the investment budget, upgrading the infrastructure of the education and training system towards standards, synchronization, and modernity, helping students enjoy the best educational environment; paying attention to supporting and investing in building schools according to high-quality criteria, both in central areas and in disadvantaged areas. Up to now, the following schools: Hon Gai High School, Ngo Quyen High School, Quang La Secondary and High School, Binh Lieu High School, Ba Che Boarding Ethnic Boarding School, Van Yen Secondary and High School, Cam Pha High School, Tran Phu High School, Uong Bi High School, Dong Ngu Primary School have been newly built with synchronous, spacious, and modern designs, creating a comprehensive development environment for students, meeting the expectations of all classes of people. A number of other schools are also being actively deployed for construction.
Directive No. 38-CT/TU of the Provincial Party Standing Committee on strengthening the leadership of the Party and the management of the State in improving the quality of general education in Quang Ninh province for the period of 2023-2025, with a vision to 2030, has set the following goals: Creating fundamental, strong and comprehensive changes in the quality of general education; striving for Quang Ninh to be one of the leading provinces and cities in developing smart education, digital transformation, applying information technology in education management, teaching and quality assessment; by 2030 at the latest, being in the group of 15 leading provinces and cities nationwide in terms of level and quality of education and training development, one of the centers for education and training of high-quality human resources in the region; the province learning to participate in the UNESCO global network of learning cities and provinces.
To achieve the set goals and promote the achieved results, in the coming school years, the Quang Ninh Education sector is determined to continue to strongly and comprehensively innovate teaching methods and management work to continuously improve the quality of education and training in the spirit of Resolution No. 29-NQ/TW, dated November 4, 2013 of the Central Executive Committee (11th tenure) on "Fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration", associated with the implementation of Resolution No. 22-NQ/TW, dated April 10, 2013 of the Politburo on international integration, meeting the requirements of deep and broad international integration in education.
Quang Ninh education has been making proud progress and development. Behind the glory of students is the support of the province, the education sector and localities. Certainly, in the future, our province will reap even more sweet fruits, completing the glorious mission of cultivating people, contributing to the development of high-quality human resources and skilled labor associated with rapidly increasing the scale and improving the quality of the population, meeting the requirements of rapid and sustainable development of the province. Thereby, building a model Quang Ninh, rich, beautiful, civilized, modern, the people have a prosperous and happy life.
