According to the report of the National Civil Defense Steering Committee, to respond to storm No. 5 (storm Kajiki), the Ministry of National Defense maintained 346,210 officers and soldiers (114,120 soldiers and 232,090 militiamen), 8,200 vehicles of all kinds (5,061 cars, 216 ships, 2,295 boats and canoes, 623 special vehicles, 5 airplanes).

Regarding the work of counting boats, the border guards of the provinces and cities along the sea route from Quang Ninh - Khanh Hoa coordinated with localities, families of ship owners and captains to notify, count and guide 59,613 vehicles/248,820 people about the developments and direction of storm No. 5 so that they could proactively move around and escape from the dangerous area.

Specifically, there were 262 ships/2,054 people operating in the northern East Sea and Hoang Sa archipelago; 14,246 ships/44,310 people operating in other areas; 45,105 ships/202,456 people anchored at ports.

Vehicles in the affected area have received warning information and are moving to safety.

Previously, implementing the Prime Minister's Official Dispatch No. 141, the Department of Rescue and Relief advised the Chief of the General Staff of the Vietnam People's Army to issue Official Dispatch No. 4867 requesting agencies and units in the storm-affected area to strictly maintain on-duty status, prepare forces and means to monitor and grasp the situation, deploy preventive measures, ensure safety of barracks, warehouses, and works under construction.

Military regions direct provincial and municipal military commands to advise local Party committees and authorities to inspect and review response plans and options in accordance with reality; ensuring absolute safety for people and vehicles when performing tasks.

At 4:00 p.m. this afternoon, August 23, according to the National Center for Hydro-Meteorological Forecasting, the center of storm No. 5 (storm Kajiki) was at about 17.5 degrees north latitude and 114.6 degrees east longitude, about 250 km east-northeast of Hoang Sa special zone.

Near the storm center, winds will increase to level 9 - level 10, equivalent to wind speeds of 75 - 120 km/h, gusting to level 12. It is forecasted that in the next 3 hours, the storm will move west-northwest, at a speed of about 25 km/h.

It is forecasted that by 1:00 p.m. on August 24, the storm's center will be at 16-20 degrees north latitude and 108-117 degrees east longitude, in the northern East Sea, including Hoang Sa special zone and the sea off Quang Tri - Hue.

From noon and afternoon tomorrow, August 24, the sea area from Thanh Hoa - Hue (including Con Co, Hon Ngu) will have winds gradually increasing to level 6 - level 8, then increasing to level 9 - level 10, near the storm center level 11 - level 13, gusting to level 15. Waves are 4 - 6 m high, near the center 6 - 8 m, the sea is very rough.
