Implementing the telegram of the Government and the Ministry of National Defense , the Military Region 4 Command has directed units to strictly maintain combat readiness, deploy plans, and prepare adequate means and materials to promptly mobilize to carry out storm prevention and control tasks in accordance with regulations.
The Military Commands of Nghe An and Ha Tinh provinces coordinated with the Border Guard and local authorities to count boats, announce the location and direction of the storm, and guide thousands of boats to safe anchorage in storm shelters.
After conducting a field inspection at Cua Lo fishing port (Nghe An) and Cua Sot anchorage area (Ha Tinh) , Major General Hoang Duy Chien requested units to deploy storm response work according to the motto "urgently, seriously, not to be passively surprised".
Units are required to check forces and vehicles in each direction and each area, especially key areas where the storm is likely to make direct landfall. Border Guard forces need to increase their on-duty presence, proactively disseminate information, and guide ships to safe shelters.
In addition, units must proactively ensure food reserves, logistics, and smooth communication; and be ready to support people in overcoming the consequences of the storm.
On the same day, facing the complicated developments of storm No. 5, the Border Guard of Quang Tri province proactively deployed synchronous measures, mobilizing more than 1,000 officers and soldiers along with vehicles and equipment to key areas, ready to help people respond to the storm.
On the sea route, units ensure communication, continuously use information systems, loudspeakers, and social networks to call on ships not to enter dangerous areas and to urgently come ashore for shelter.
At the land border, border guards use grassroots information systems and social networks to report storm developments, urging people not to go into forests or streams to fish or collect firewood. Border guards also inspect and review areas at risk of flooding and landslides, and proactively evacuate people to safe places when there are signs of danger.
As of 4 p.m. on August 23, the entire Quang Tri province still had 406 vehicles with 2,136 workers operating at sea (a decrease of 111 vehicles and 724 workers compared to the previous day). Border guards are maintaining regular communication with these vehicles to ensure safety.
Colonel Ho Thanh Son, Deputy Commander of the Quang Tri Provincial Border Guard Command, said: More than 1,000 officers and soldiers of the Quang Tri Border Guard are working day and night, ready to move, determined to protect the lives and property of the people from storm No. 5.
