At the 9th session, the 15th National Assembly passed a Resolution on investment policy for the national target program on cultural development for the 2025-2035 period and amended and supplemented a number of articles of the Advertising Law; at the same time, 2 strategies and 2 industry development plans were issued by the Prime Minister.

The work of building a cultural environment is associated with building "National value system, cultural value system, family value system and Vietnamese human standards in the new era". We are proud of 36 heritages recognized/enrolled by UNESCO.

The cultural industry has clearly improved, contributing to both meeting the people's cultural enjoyment needs and contributing to the country's economic growth. The Ministry has advised the Prime Minister to summarize the 1755 strategy in conjunction with organizing the National Conference on the development of Vietnam's cultural industries in 2023. On that basis, the Prime Minister issued Directive No. 30/CT-TTg dated August 29, 2024 on the development of Vietnam's cultural industries and many other specific policies under the motto "creativity - identity - uniqueness - professionalism - competitiveness". Foreign cultural relations have achieved many new milestones, gradually transforming fundamentally from "Meeting and exchanging" to "True cooperation", for the first time Vietnam has assumed the position in 6 key operating mechanisms of UNESCO.

Vietnam continues to be honored as "World's Leading Heritage Destination" and for the fourth consecutive time was honored as "Asia's Leading Destination" at the World Travel Awards.

The 31st SEA Games was carefully organized and a great success. Vietnam led the SEA Games for two consecutive times, especially for the first time winning the overall title at a congress held in a neighboring country.

Advise and organize the implementation of major holidays (50 years of national reunification, 135 years of President Ho Chi Minh's birthday, 100 years of Vietnam Revolutionary Press) solemnly, creating a good impression, creating a premise for organizing well the parade, march to celebrate the 80th anniversary of National Day September 2, 1945.

At the same time, the Deputy Prime Minister emphasized: It is necessary to continue to innovate creative thinking, strategic vision, "look far, look wide, think deeply, do big"; value time, make decisions at the right time; choose focus, key points, do each job and finish it in the spirit of "6 clear": "clear people, clear work, clear time, clear responsibility, clear product, clear authority".

"Increasing national soft power through culture, from culture"

The Deputy Prime Minister affirmed: Culture is identified as the spiritual foundation, an important endogenous strength in the cause of rapid and sustainable development of the country. However, in reality, there are still many shortcomings: The development gap between urban and rural areas, mountainous areas, remote areas in accessing culture, sports and tourism is still quite large. Although there have been many changes in institutions and policies, they are not really synchronized. Although socialized resources are encouraged, they are not attractive enough. There is a shortage of grassroots cultural staff, top sports experts, and high-quality tourism human resources, while training has not kept up with the requirements. International competition in culture and tourism is increasingly fierce, in terms of market, identity, technology and influence.

Therefore, in the coming term, the Deputy Prime Minister proposed focusing on perfecting institutions, policies and laws on culture so that culture can increase the endogenous strength of the country; reviewing and concluding projects until 2025 and proactively developing tasks for the sector in the period of 2026-2030, proactively and promptly implementing resolutions, directives and conclusions of the Central Committee; the national target program on cultural development for the period of 2025-2035; the Strategy for developing Vietnamese culture until 2030; the strategy for developing Vietnamese physical training and sports until 2030; planning the network of cultural and sports facilities for the period of 2021-2030, with a vision to 2045; Build legal policies to promote the development of cultural industry, entertainment industry, breakthrough in tourism, and transformation in sports in the spirit of "increasing national soft power through culture, from culture".

Promote decentralization and delegation of power; reduce and simplify administrative procedures associated with strong and comprehensive digital transformation to unleash creativity, dedication, and spread good values of intellectuals, artists, athletes, etc.

Organize cultural, sports and tourism activities at national, regional and international levels with "new spirit, new enthusiasm, deeply rooted in cultural traditions and national civilization, deeply expressed".

In the "era of rising up", the Deputy Prime Minister hopes and believes that the culture, sports and tourism sector will strongly promote the pioneering spirit, create development space, promote creativity, liberate productivity, form good values, and have the ability to strongly connect with economic, political, social and scientific pillars.

The Congress took place at a time when the Party, the State and the entire political system have been synchronously implementing historic policies and strategic breakthroughs to bring the country firmly into a new era - an era of strong and prosperous development with the highlight being the revolutions in the organization of the political system to be streamlined, strong, effective, efficient and effective; implementing the 2-level local government model; developing science and technology, innovation and digital transformation; promoting international integration; developing the private economy as a key lever, creating new opportunities for the strong development of the country in general and the Ministry and the Department of Culture, Sports and Tourism in particular in the new period.

The above-mentioned requirements of the times require the Party Committee of the Ministry of Culture, Sports and Tourism to always "keep the rhythm" and create a "new rhythm". "Keeping the rhythm" means maintaining core values, keeping the flow of national culture from losing its direction, maintaining stability in organization, belief, and morality. "Creating a new rhythm" means promoting courage, creating new momentum for development, creating a creative flow in leadership thinking, creating creative breakthroughs in the fields that the Ministry is managing and administering...".
