According to the report of the Department of Agriculture and Environment, on July 7, on the Tram Ha dike, My Thai commune, a landslide appeared on the river side, about 65m long, 6-10m wide, the landslide penetrated deep into the dike surface. After that, the landslide continued to spread to the middle of the dike surface, extending, directly threatening the safety of the dike, requiring urgent solutions to ensure the safety of the dike (the dike is about 300m from the main dike of Thuong - Duong Duc).

Faced with this situation, the Department of Agriculture and Environment has proposed the Provincial People's Committee to declare an emergency. Accordingly, the Chairman of the People's Committee of My Thai commune is required to urgently direct the implementation of the "4 on-site" principle; deploy a plan to mobilize materials, human resources, and on-site means; dig up the top of the landslide (close to the dike surface) to create a stable slope to limit the landslide; immediately mobilize means, materials, and human resources to build the dike on the field side.
Currently, the People's Committee of My Thai commune has directed the construction unit to concentrate machinery and human resources to urgently implement the following measures: Digging the roof, demolishing the irrigation canal on the field side and rolling the dike on the field side with a length of 210m. Up to now, the construction unit has filled 8,000 m3 of soil to stabilize the dike body and initially fix the problem.
Comrade Le Xuan Loi praised the proactive response to natural disasters according to the "4 on-site" motto of the Department of Agriculture and Environment, local Party committees and authorities. He requested the Department of Agriculture and Environment to focus on reviewing the entire status of dikes and irrigation works, promptly detecting incidents, proposing solutions, improving flood prevention and control capabilities, ensuring the safety of people's lives and property during the rainy and stormy season.
At the same time, Vice Chairman of the Provincial People's Committee Le Xuan Loi directly inspected the landslide incident on the riverbank at km6+750; km 8+00 to km8+250 and km9+850 to km10+155 of the Thuong dike ( Bac Giang ward). Due to the impact of heavy rain from May 16 to 22, in Bac Giang ward, a number of landslide incidents occurred that directly affected the safety of the dike, in which at km6+750, 2 landslides appeared right next to the foot of the dike; at km8+000-km8+250, a landslide area of about 250m appeared, in particular, 5 landslides appeared upstream and downstream of Phu Lang Thuong Hydrological Station; at km9+850-km10+155, consecutive landslides appeared, eating into the riverbank from 1.2-1.5m with the length of the landslides from 15-37m.

Faced with the above situation, the Department of Agriculture and Environment has advised the Provincial People's Committee to report to the Ministry of Agriculture and Environment to request inspection and support in handling, and at the same time announce an emergency situation and an order to build emergency works. Assign the Provincial Project Management Board for Investment in Construction of Traffic and Agricultural Works to coordinate with relevant agencies and units to organize the implementation of releasing loose rocks to protect the foot to limit landslides before July 30, 2025; embankment and other items.
Vice Chairman of the Provincial People's Committee Le Xuan Loi emphasized that the Ta Thuong dike plays an important role in flood prevention and control for Bac Giang ward and the province's industrial zones. He requested the Department of Agriculture and Environment and Bac Giang ward to continue to closely monitor the developments of incidents and take immediate response measures during this year's storm season; at the same time, have a thorough handling plan in the coming time, completing the incident handling by December 31, 2025 at the latest.
Next, Vice Chairman of the Provincial People's Committee Le Xuan Loi surveyed and directed the handling of the landslide incident in Sub-area 6, Yen Dung Ward. According to the report of Yen Dung Ward People's Committee, the landslide occurred on the mountainside behind the houses adjacent to the inter-commune road on the right bank of Thuong River, upstream of Ben Dam Bridge. Through inspection, there were 4 locations where rocks and soil from the cliff collapsed, falling towards the houses of about 20 households.

Yen Dung Ward People's Committee has supported the evacuation of people and property in 2 households to a safe place, the remaining households have been warned and are ready to evacuate in case of adverse weather conditions; coordinated with the consulting unit to conduct a preliminary survey and develop a plan to handle the above landslide incident.
Comrade Le Xuan Loi directed Yen Dung ward to put up warning signs in landslide areas, increase inspections, and request people living in the area near the foot of the mountain to regularly observe and monitor signs of landslides, especially when there is heavy rain; proactively evacuate immediately when there is a risk of landslides in the area.
Urgently clear trees, clean up loose rocks and soil on the mountainside to prevent rocks and soil from falling; dig drainage ditches on the firebreaks above, cover the drainage ditches with tarps to limit water seepage.
Strengthen inspection and supervision, resolutely not allowing households to continue to dig up mountains and build structures. Continue to investigate and assess overall unsafe housing in hillside locations with high risk of landslides. Conduct surveys and develop plans to allocate funds to handle with appropriate solutions. Propagate and mobilize households with forest land to plant trees that can quickly cover bare land, retain soil, reduce surface runoff, and increase slope stability.
