The congress was attended by 240 delegates representing 2,431 party members from 67 grassroots party organizations across the Ward.
The Congress theme is “Building a clean and strong Party and political system; promoting democracy, innovation, accelerating digital transformation; effectively exploiting resources to develop trade, services, and night-time economy; continuing to develop agriculture associated with tourism and environmental protection”.
The Congress listened to the summary report for the 2020-2025 term and the direction for the 2025-2030 term; discussed and agreed to add important indicators, such as: Afforestation, forest coverage rate, waste collection and treatment; especially agricultural waste and tourism waste. These are practical solutions to protect the ecosystem, improve air quality, urban landscape and contribute to sustainable development.
The Congress also listened to presentations on the leadership and direction of the Executive Committee and the Standing Committee of the Ward Party Committee on the orientation of socio-economic development in the area; promoting the strength of great national unity, innovating content and methods, improving the quality of activities of the Vietnam Fatherland Front Committee of Lam Vien Ward - Da Lat; advising on the application of Science and Technology, innovation and national digital transformation in management work in the ward...

Speaking at the Congress, comrade Pham Thi Phuc emphasized: The 2025 - 2030 term is a pivotal period, requiring the Party Committee of Lam Vien Ward - Da Lat to continue to improve the leadership capacity and fighting strength of grassroots party organizations; maximize potential and advantages for rapid and sustainable socio-economic development.
He suggested that the entire Party strengthen the building of a clean and strong political system; continue to seriously implement the 4th Central Resolution on Party building and rectification in conjunction with studying and following Ho Chi Minh's ideology, morality and lifestyle. In particular, it is necessary to strongly innovate the work of cadres, pay attention to training a team of cadres and party members with heart, vision and responsibility to the people; focus on developing party members from the grassroots, especially in residential groups, schools, enterprises...

Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Lam Dong province Pham Thi Phuc suggested that Lam Vien ward - Da Lat needs to clearly identify key economic sectors to have a development strategy in the right direction, in line with available potential.
With the advantage of being a ward with a large agricultural land area, concentrating many famous traditional flower villages such as Thai Phien, Ha Dong, Da Thien and famous tourist attractions of Da Lat such as Love Valley, XQ Da Lat Historical Site, Flower Park and Artistic Light... Lam Vien is fully capable of strongly developing types of eco-tourism, agriculture, night tourism associated with services and trade.
In addition, the presence of many important educational and research institutions such as Dalat University, Army Academy, Nuclear Research Institute, etc. creates favorable conditions for the Ward to promote the application of science and technology in production, management and social life.
Comrade Pham Thi Phuc suggested that the locality should focus on completing the master plan, investing in synchronous transport infrastructure connecting production and tourism areas with the urban center. At the same time, improve the quality of accommodation, culinary and entertainment services; build attractive tourism space chains to attract tourists, especially long-term guests. Encouraging the spirit of innovation, developing the private economy, and supporting startups are also identified as inevitable directions to create momentum for the local economy.
Comrade Pham Thi Phuc suggested that the Ward urgently develop a specific plan to implement comprehensive digital transformation. The focus is on raising awareness and digital skills for officials and people; comprehensively digitizing state management activities; providing high-level online public services; improving the one-stop mechanism and seamless connectivity. Each citizen needs to be supported to easily access and use online public services effectively and transparently.
Speaking at the Congress, comrade Dang Quang Tu, Secretary of the Ward Party Committee, affirmed that the Ward Party Committee will strive to innovate leadership methods, improve operational efficiency, promote the strength of great national unity, and be determined to successfully achieve the set goals.
After 2 days of serious, urgent and responsible work, the Congress completed all the contents of the proposed program. The Congress unanimously passed the resolutions, demonstrating the unity in thought and action of all cadres, party members and people of Lam Vien ward - Da Lat.
The Standing Committee of Lam Dong Provincial Party Committee has appointed the Ward Party Executive Committee consisting of 29 comrades; the Ward Standing Committee has 09 comrades; comrade Dang Quang Tu holds the position of Party Committee Secretary, Chairman of Lam Vien Ward People's Council - Da Lat; comrade Nguyen Quang Hai holds the position of Permanent Deputy Secretary of the Ward Party Committee; comrade Tran Thi Vu Loan holds the position of Deputy Party Committee Secretary, Chairman of Lam Vien Ward People's Committee - Da Lat.
