Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong noted that localities should not create administrative procedures.

On July 18, the Ho Chi Minh City Party Committee delegation led by Mr. Dang Minh Thong, Deputy Secretary of the City Party Committee, surveyed the organization and operation situation in Binh Trung ward.

Arriving at the Public Administration Service Center of Binh Trung Ward, Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong noticed that many people came to contact the notarization and certification department.

Comrade Dang Minh Thong requested that officials and civil servants of Binh Trung ward review regulations, minimize unnecessary administrative procedures, and notify people of any procedures that have been removed. “The spirit is not to “create” more administrative procedures,” Comrade Dang Minh Thong emphasized the request.

Secretary of the Binh Trung Ward Party Committee Tran Quoc Trung accepted and affirmed that he would conduct a comprehensive review, absolutely not allowing unnecessary administrative procedures to arise.

When asked about the time it takes to process administrative procedures, as well as the attitude of officials and civil servants when receiving citizens, Mr. Vu Van Hoat (a resident who came to the ward to complete administrative procedures) said he was very satisfied. “The officials and civil servants are very enthusiastic, supporting people from the time they enter the center until the work is done, with a warm and cheerful attitude. Since the operation of the new apparatus, the local government has really “transformed”, we are very satisfied”, Mr. Hoat commented.

Previously, reporting to the delegation, Mr. Le Quang Nam, Vice Chairman of the People's Committee and Director of the Public Administration Service Center of Binh Trung Ward, said that after 2 weeks of operating the new apparatus, the administrative apparatus in Binh Trung Ward soon stabilized.

However, the office of the Party Committee - People's Committee of Binh Trung Ward has not met the requirements. Due to lack of office space, the ward had to convert meeting rooms and halls into temporary offices, leading to no more space to hold conferences, and had to borrow from outside schools.

The Ward recommends that the City Party Committee soon issue instructions on handing over the headquarters at 245 Nguyen Duy Trinh (headquarters of the Thu Duc City Labor Culture House (old) managed by the Ho Chi Minh City Labor Federation) to be the joint headquarters of the Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of the ward.

The Ward also proposed that the City Party Committee and the People's Committee of Ho Chi Minh City direct the Management Board of Investment and Construction Projects of Traffic Works of Ho Chi Minh City to organize the construction of the An Phu Intersection Construction Project to ensure progress, in order to ensure effective exploitation to serve the community of the project area and the locality.

Acknowledging the ward's recommendations, Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong requested departments, branches and sectors to study the ward's proposals to advise on solutions so that the local government apparatus can operate effectively and the local socio -economic development can take place.

He also requested the ward to urgently add the proposal for the office building to the investment portfolio so that the Department of Finance can compile the portfolio and submit it to the city for consideration. At the same time, focus on leading, directing, regularly inspecting, urging, guiding cadres, and motivating the team to serve the people better.

Regarding the preparation for the Party Congress of the ward for the 2025-2030 term, the Deputy Secretary of the Ho Chi Minh City Party Committee requested that the documents be comprehensive and focus deeply on the direction of the next term. Along with administrative tasks, the ward also focuses on socio-economic development, re-counting the list of projects, works, and infrastructure in the area to accelerate the implementation process and put them into use to generate revenue for the locality.
