High quality Vietnamese goods are eliminated because… not foreign goods
Contributing to the forum "Proposing solutions for industrial and commercial development in Ho Chi Minh City" launched by Tuoi Tre newspaper and Ho Chi Minh City Department of Industry and Trade, Mr. Tran Thanh Trong, Chairman of Binh Duong Province Electromechanical Association, said that domestic enterprises do not ask for incentives, they only hope to be treated fairly in public investment projects.
According to Mr. Trong, currently many Vietnamese industrial products, although meeting national standards and approved by the Ministry of Industry and Trade as products that can be produced in Vietnam, are still excluded from the list of options in public investment projects.
Domestic enterprises invest in technology and improve quality, but when participating in bidding, they are eliminated right from the preliminary round, just because of import-oriented requirements in the bidding documents.
A representative of the Binh Duong Province Electromechanical Association cited some common forms of eliminating Vietnamese goods. For example, regulations requiring goods to originate from Europe or the G7 group, which does not include Vietnam.
Requires Asian origin but the reference brand is a foreign brand, no domestic products. Design technical documents for some imported brands, making equivalent Vietnamese products unable to meet.
This situation not only affects the competitiveness of domestic enterprises, but also disrupts the production chain, causing us to lose the opportunity to build a self-reliant and sustainable industry.
Prioritize Vietnamese goods, not foreign contractors
Proposing a proposal, the Binh Duong Province Electromechanical Association requested the Ho Chi Minh City Department of Industry and Trade to advise the City People's Committee to direct agencies and units using public investment capital to prioritize the use of domestic industrial products, especially products that have been confirmed by the Ministry of Industry and Trade in the list of "products that can be produced in Vietnam".
At the same time, it is necessary to strictly prohibit the intentional inclusion of criteria in bidding documents to eliminate domestic goods, especially technical specifications that are only suitable for a number of foreign brands.
The Binh Duong Province Electromechanical Association proposed that the press and media, especially Tuoi Tre newspaper, increase propaganda about the use of Vietnamese products in both private and FDI projects.
Thereby encouraging domestic corporations and enterprises to form sustainable production and consumption chains, contributing to promoting national economic growth.
Many economic experts believe that in the context of Vietnam's industry entering a restructuring phase, promoting domestic consumption, especially in public investment projects, is not only to support businesses but also a long-term development strategy.
Vietnamese goods must be present in the national supply chain before we can talk about mastering technology and raising the level of industry. To do so, we need to start with very basic things: fairness in bidding, transparency in criteria, and a change in the mindset of the bidding unit.
