Immediately after the groundbreaking ceremony in June 2025, Yen Than Industrial Cluster (Yen Than Commune) was urgently deployed by the investor, Tan Dai Duong International Import-Export Joint Stock Company, for technical infrastructure construction items. With a scale of nearly 48 hectares and a total investment of nearly 600 billion VND, Yen Than Industrial Cluster has a favorable location adjacent to the road connecting National Highway 4B and National Highway 18C, easily connecting inter-regionally and linking the production chain. The project is oriented to build synchronous technical infrastructure, both meeting the requirements of relocating small-scale industrial establishments out of the urban planning area to minimize pollution and creating a space to attract industrial production, small-scale industry, logistics, and agricultural and forestry processing.
The investor commits that within 6 months from the commencement date, it will mobilize maximum human resources, material resources, means and equipment to basically complete all infrastructure items. When put into operation, Yen Than Industrial Park is expected to meet the needs of about 250 secondary enterprises, creating stable jobs for over 2,000 local workers, thereby opening up new development space for the Eastern region of Quang Ninh .
This is the second industrial park project that Tan Dai Duong International Import Export Joint Stock Company will deploy in 2025. Previously, on January 18, the enterprise started construction of Dong Mai Industrial Park (Dong Mai Ward) with an area of 16 hectares, a total investment of nearly 300 billion VND, and an operating period of 50 years. Dong Mai Industrial Park has a strategic location as it is located right at the gateway connecting to Ha Long - Hai Phong Expressway and near large industrial parks and industrial parks such as Bac Tien Phong and Song Khoai. This is an important advantage to form a linked production chain, effectively utilizing regional infrastructure, and at the same time creating attraction for food processing, footwear, wood, industrial gases, pharmaceuticals, metal processing industries, etc.
Not only that, Dong Mai Industrial Park also plays a role as a location to relocate small, polluting or unsuitable production facilities, contributing to the construction of a concentrated, modern and environmentally friendly production model. Currently, the infrastructure of the industrial park has completed about 50% of the volume; it is expected that from the fourth quarter of 2025, this industrial park will begin to welcome secondary investors.
The simultaneous implementation of the two projects of Yen Than and Dong Mai Industrial Parks not only affirms the determination of enterprises to invest in infrastructure, but also demonstrates Quang Ninh's consistent policy in developing a synchronous, modern and sustainable industrial park system. This will be an important foundation to expand concentrated production space, attract many high value-added industries, create more jobs and income for people, and contribute to promoting the industrialization and modernization of the province.
Not only focusing on new projects, many industrial parks that have been put into operation in Quang Ninh recently have also affirmed their clear effectiveness. A typical example is Nam Son Industrial Park (Ba Che Commune), after completing phase 1 at the end of 2017, it attracted 7 secondary investors, reaching an occupancy rate of 87%. According to the investor, phase 2 of Nam Son Industrial Park has completed investment procedures and site clearance, ready to expand by 14 hectares to meet production needs, while creating space for long-term industrial development for the locality.
In the period of 2021-2024, Quang Ninh's processing and manufacturing industry will grow by an average of over 22% per year, accounting for more than 12% of the province's GRDP. Contributing to that growth picture, the industrial cluster system not only expands concentrated production space, creates thousands of jobs, increases income for people, but also helps relocate small-scale production facilities out of residential areas, reduces pollution, and promotes a green, modern industrial model.
To facilitate investors, Quang Ninh province has directed localities to provide maximum support in site clearance, promote administrative procedure reform, shorten licensing time, and implement many preferential policies on land and tax. Along with that, the province focuses on developing logistics infrastructure, connecting industrial parks with highways, seaports, airports and large industrial parks, creating a closed production and supply chain.
Environmental factors are also given top priority, with the requirement to build a centralized wastewater treatment system and apply clean, environmentally friendly technology, aiming to form green, modern industrial clusters, in line with the orientation of sustainable development. These efforts are helping the appearance of Quang Ninh's industrial infrastructure to improve. The industrial clusters not only attract more investors, create jobs for thousands of workers, but also contribute to building a concentrated, professional and sustainable production model. The province aims to have 36 industrial clusters by 2030, and 45 industrial clusters by 2050, making Quang Ninh one of the leading localities in the country in developing small and medium-sized processing and manufacturing industries, associated with high-tech, environmentally friendly value chains.
