Focusing on attracting resources to invest in building a synchronous socio -economic infrastructure system, connecting with developed regions... That is the goal of the Ethnic Policy Strategy (CSDT) for the period 2021 - 2030, with a vision to 2045, set forth by the Government to open up a higher step of development for ethnic minority and mountainous areas, ready to welcome new opportunities for the country in the current period" - Deputy Director of the Department of Ethnic Minorities and Religions of the province Ha Van Vui affirmed. |
Under the leadership of the Party, with the correct and humane policies of the Party and the State, the lives of ethnic minorities in the province have changed day by day. The trust built among ethnic minorities has aroused and gathered the spirit of solidarity, consensus and high determination of the ethnic groups to join hands and unite with the Party Committee, government, organizations and localities to protect and build the homeland to become increasingly prosperous.
"Bridges" connecting the Party with ethnic minorities
The green anise and cinnamon forests, the corn and rice fields are full of flowers for a bumper crop; many new constructions have sprung up; many poor households have been supported to build houses, have electricity, have televisions to watch the news... The majority of ethnic minorities have known how to overcome difficulties, proactively rise up in life. All of these are proof of a synchronous system of ethnic policies that our Party and State have issued and are considered as "Bridges" connecting ethnic minorities with the Party and State in the journey of building and developing their homeland and country.
In the CSDT, each policy has its own important position, leaving an indelible mark in the poverty reduction effort in ethnic minority areas. In addition to Program 135 implemented in the previous period, in recent years there have been many programs and policies to support ethnic minorities to stabilize their lives, such as the program and project to support the development of ethnic minorities with very few people according to Decision No. 2086/QD-TTg dated October 31, 2016 of the Prime Minister . This is one of the specific policies to help ethnic minorities with very few people escape poverty, gradually reducing the gap in development with other ethnic groups in the province. With a budget of over 40 billion 782 million VND, the province invested in 5 infrastructure projects, roads, community houses, teachers' houses, and domestic water supply works in Lo Lo ethnic minority hamlets in Bao Lam and Bao Lac districts; Support 1,079,316 high-value forestry trees (cinnamon, star anise, and cassia); 354 breeding cows, building livestock pens; purchase amplifiers and loudspeakers; support the establishment and maintenance of art troupes; restore the production of musical instruments and ethnic costumes for 11 hamlets; research and restore Lo Lo ethnic festivals, Lo Lo wedding ceremonies, preserve the traditional cultural village of Lo Lo ethnic group in Khuoi Khon hamlet, Kim Cuc commune (Bao Lac); organize the teaching of Lo Lo ethnic language to help people change their living and production habits, stabilize the population; gradually improve the material and spiritual life of people.
In the project "Reducing child marriage and consanguineous marriage in ethnic minority areas in the period of 2015 - 2025", the province has strengthened the direction of implementing pilot models, guiding propaganda work; urging the Steering Committees at district and commune levels to organize propaganda in hamlets and schools according to the plan of the Provincial Steering Committee and the guidance of the Department of Ethnic Minorities and Religions, contributing to preventing and reducing the situation of child marriage and consanguineous marriage.
In addition, policies for prestigious people, according to Decision No. 12/2018/QD-TTg; support for decentralized domestic water according to Decision No. 2085/QD-TTg; training in ethnic knowledge according to Decision No. 771/QD-TTg for subjects 3, subjects 4... have brought practical results. In particular, since 2021, the National Target Program (CTMTQG) on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2023 has been implemented in the province with 10 projects, 13 sub-projects, 15 contents related to ethnic minorities being implemented, initially achieving positive results, contributing to improving the material and spiritual life of ethnic minorities, strengthening the people's trust in the Party and the State.
Focusing many resources on implementing CSDT
In April 2024, Mr. Nong Van Cuu, Ngoc Nam hamlet, Ngoc Dong commune (Quang Hoa) borrowed 120 from the Social Policy Bank to invest in pig farms. He has maintained raising 3 sows and 30 pigs. Last year, his family sold 3 litters of pigs, earning more than 100 million VND. Mr. Cuu shared: Thanks to the practical policies of the Party and the State, my family has gradually escaped poverty.
According to the report of the Department of Ethnic Minorities and Religions, in the period of 2021 - 2025, the whole province has mobilized over 20,000 billion VND from capital sources to implement ethnic minority policies and national target programs to invest in ethnic minorities. Of which, each year the province spends thousands of billions of VND to implement policies for prestigious people in the province; implement pilot models to propagate the reduction of early marriage and incestuous marriage; support for dispersed domestic water for ethnic minorities; support loans for career conversion for poor ethnic minority households...
In the National Target Program on socio-economic development of ethnic minority and mountainous areas, from 2021 to 2025, it is expected that the central budget will allocate 5,801 billion 640 million VND, and counterpart capital will be 288 billion 839 million VND to implement projects, sub-projects, and program contents. Of which, 913 transport infrastructure projects have been invested, 589 houses have been supported for poor households, 621/8,829 households have been supported to purchase agricultural machinery (plows, threshers, etc.), 12,970 water tanks, 53/87 centralized domestic water projects have been handed over for use, 8 projects have been implemented to plan, arrange, and stabilize the population, 88 plans have been implemented to support the development of production linked to the value chain, 891 projects have been implemented to support the development of community production with 46,530 households participating...
These are not just numbers, but also demonstrate the active participation of the entire political system in caring for the material and spiritual life of ethnic minorities. At the same time, it affirms that the CSDT has created confidence for the people to continue promoting the spirit of solidarity to build the homeland to develop more and more.
Cao Bang is a mountainous and border province with difficult socio-economic conditions, with ethnic minorities accounting for 95% of the population. Every year, localities in the province have implemented hundreds of programs, projects and models under programs and CSDT such as: Decision No. 1719/QD-TTg of the Prime Minister: Approving the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, phase I from 2021 - 2025; Decision No. 12/2018/QD-TTg on criteria for selecting and recognizing prestigious people and policies for prestigious people in ethnic minorities; Decision No. 498/QD-TTg Approving the Project "Reducing child marriage and consanguineous marriage in ethnic minority areas for the period 2015 - 2025"; Decision No. 414/QD-TTg, Project on developing education for ethnic minority students; Decision No. 2086/QD-TTg approving the Project on supporting socio-economic development of ethnic minorities in the period 2016 - 2025; Decision No. 771/QD-TTg approving the Project on "Ethnic knowledge training for cadres, civil servants and public employees in the period 2018 - 2025"... In order for ethnic minority education to truly come into life, the province has issued hundreds of documents to specify policies for effective implementation. |
