On the morning of July 18, the 12th Conference of the 13th Party Central Committee solemnly opened in Hanoi .

Dear delegates attending the conference,
Today, the Central Executive Committee held its 12th Conference in an atmosphere where the whole country is filled with excitement, competing to achieve achievements to celebrate major holidays and important events of the nation and determined to successfully implement the socio-economic development goals in 2025; the goals of the 13th National Congress, towards the 14th National Congress of the Party.
This is a conference of special importance, convened nearly 3 months earlier than planned, demonstrating the proactive, urgent and highly responsible spirit of the entire Party in comprehensively and thoroughly preparing the contents to be presented at the 14th National Congress of the Party.
On behalf of the Politburo and the Secretariat, I warmly welcome the delegates attending the Conference and express my sincere thanks to the tireless efforts of the Central Executive Committee members and all Party members in carrying out the Party's tasks, especially the work since the 11th Central Conference up to now; thank the entire Party for uniting and working together with the people of the whole country to successfully complete the task of deploying the two-level local government model on July 1, 2025 with a new development space; bringing the nation into a new chapter in the history of the country's formation and development.
This conference takes place in the context of the entire Party, people and army changing the state from "Running and lining up" to "Straight lines, clear paths, united in moving forward" towards the future.
From the central level to 34 provinces and cities and 3,321 communes, wards and special zones, the entire political system and administrative system are operating in the direction of innovating the organizational apparatus, improving the quality of governance and scientific management, limiting intermediaries, eliminating overlapping functions, being closer to the people, serving the people better.
This is a breakthrough in the organization of the political system, demonstrating the Party's strong determination in establishing a modern, honest, streamlined and people-oriented governance institution.
What is especially valuable is that the above-mentioned major policies and historic strategic decisions have been and are receiving strong support, positive response and deep trust from all walks of life.
The people of the whole country have expressed great expectations for the Party's innovation cause, and believe in the strategic vision, political mettle and revolutionary ethics of the cadres and Party members. This is a solid and valuable political and social foundation for us to continue moving forward in the new era.

According to the Working Regulations, the Central Party Office has sent documents to comrades for study in advance.
At this conference, the comrades focused on discussing and giving opinions on three major groups of contents, namely the group of contents on the preparation work for the 14th National Party Congress; the group of contents on creating a political and legal basis for the goal of continuing to reform and innovate the country in the coming time; and the group of contents on personnel work.
For the first group of contents, the 14th Congress Document Subcommittees have selectively and seriously absorbed the opinions and contributions of Central Committee comrades at the 11th Central Conference as well as in the draft documents; the opinions and contributions of Party members and the masses, and of a number of Party Congresses at the commune and ward levels held recently.
Implementing the direction of the Politburo and the Secretariat, the Document Subcommittees urgently adjusted, supplemented, and completed the Documents (Political Report, Socio-Economic Report, Report on Party Building and Implementation of the Party Charter, Summary Report on 40 Years of Innovation) to submit to the Central Committee for comments.
Through many additions and improvements, the content of the Basic Document has ensured the requirements set forth such as revolutionary nature, scientific nature, strategic nature, practicality, synchronization, feasibility, orientation, etc.
However, in order for the content of this Draft Document to not only be the crystallization of the wisdom of the entire Party and people, but also a "lighting torch" for the country's development in the new period, each word and each content in the Draft Document must be truly concise, succinct, strategic but specific, micro because macro, accurately reflecting reality, accurately forecasting trends and orienting the future.
Regarding the group of contents creating a political basis for continued reform and innovation in the coming time, the Central Committee has directed agencies under the National Assembly, the Government, the Fatherland Front, and socio-political organizations to focus on removing institutional difficulties and obstacles, creating a legal corridor for national development.
The Central Committee is determined to thoroughly remove legal barriers because this issue is considered the "Bottleneck of the bottleneck" (In the 9th Session of the 15th National Assembly, the National Assembly passed 34 laws and issued 34 Resolutions, including 14 Resolutions regulating legal regulations.
The National Assembly is expected to consider and pass 23 bills and 12 resolutions for the 10th Session.
The Government and the Prime Minister have issued many Resolutions, Decrees, Decisions, and Official Dispatches to guide the removal of difficulties, especially in the economic and social fields and to improve people's lives.
At this 12th Conference, the Central Committee will also review and give opinions on a number of contents that need to be amended and supplemented in the Central Resolutions in the field of land (Resolution No. 18 dated June 16, 2022); building a socialist rule-of-law state (Resolution No. 27 dated November 9, 2022); education and training (Resolution No. 29 dated November 4, 2013; Resolution No. 19 dated October 25, 2017); for the policy and orientation to adjust the National Master Plan for the 2021-2030 period and vision to 2050.
Regarding the group of contents on personnel work, Party building and implementation of the Party's charter, the Central Committee will consider supplementing the planning of the Central Executive Committee, the Secretariat, and the Politburo of the 14th tenure; the direction of personnel work of the 14th Central Executive Committee; and review personnel work under its authority.
This group of contents has been carefully prepared by the Central Organizing Committee, methodically and systematically, in compliance with the Party's Charter and regulations and current laws.
Regarding the content of the report presented to the 14th Congress on the Summary of the work of building and implementing the Party's Charter, the Document clearly assessed the reasons for success in the process of implementing the 10 tasks of Party building, 3 key tasks and 3 breakthrough solutions set forth by the 13th Congress.
The report summarizes 15 years of implementing the Party's Charter (2011-2025), drawing profound lessons on this work. At the same time, the document also sets out directions, tasks, and solutions for Party building work and implementing the Party's Charter during the 14th Congress term.
Dear comrades, Due to the special importance of the contents presented at the Conference, I propose that the Central Committee focus its intelligence and thoroughly discuss the following core issues:
First: Objectively and comprehensively evaluate from the perspective of policy makers and policy implementers on the achievements and limitations during the 13th tenure, thereby clearly identifying the causes and drawing profound lessons, especially on leadership, direction, and organization of the implementation of Party Resolutions.
Second: Contribute comprehensive, specific, and scientific opinions on the content of summarizing theoretical and practical issues on the socialist-oriented renovation process over the past 40 years, especially lessons learned to serve as a basis for the next renovation process in the new period.
Third: Identify the general goals and strategic breakthroughs in the coming term: rapid and sustainable development on the basis of science and technology, innovation and digital transformation; continue to perfect the socialist-oriented market economic institution, with State management, under the leadership of the Party; build a modern public administration and governance; build a socialist, disciplined and progressive rule-of-law state.
Fourth: Provide major orientations on protecting national independence and sovereignty, maintaining political and social stability; building a solid national defense and people's security in the new context; proactively and actively integrating more comprehensively, deeply and substantially into world politics, the international economy and human civilization.
Fifth: Clearly define the direction of personnel work for the 14th Central Executive Committee. This is an especially important issue that directly affects the success or failure of the entire next term.
Personnel must ensure standards and conditions, have strong political will, innovative thinking, pure morality, act decisively for the collective, for the people, put the interests of the nation and people first and foremost. Must follow Uncle Ho's teaching "Cadres are the root of all work."
Sixth: Comments on the Draft Report on the Summary of Party building work and implementation of the Party Charter should focus on the directions, tasks, and solutions for Party building work during the 14th Congress term, paying special attention to the organizational model and cadre capacity according to the two-level local government model.
Proposing amendments and supplements in line with the practice of Party building in the new period, emphasizing the work of inspection, supervision and Party discipline in addition to recommending synchronous amendments to the system of regulations on personnel work, planning, decentralization of management; standards and criteria for evaluating cadres; system of titles and positions; political theory training... building the Charter is not only a legal framework but also the "soul" of Party discipline, the foundation for maintaining solidarity and unity within the entire Party.
Seventh: Contribute ideas to continue perfecting the national legal system according to the new development model. With the transformation of the socio-economic administrative space, the legal system must also be perfected, ensuring both unity and synchronization, paving the way for the new, protecting the right, removing barriers, and untangling institutional bottlenecks.
The law must facilitate the realization of the goal of a rich people, strong country, democracy, fairness, civilization, and for the people.
Eighth: Give opinions on integrating the contents of 3 reports: Political Report, Socio-Economic Report, Party Building Summary Report into a new "Political Report" to be submitted to the 14th Congress.
Ninth: Continue to contribute opinions to the Central Government on the management and operation of the two-level government apparatus that is being implemented.
It is necessary to reflect the reality of each locality and facility, what difficulties they have, what support they need from the Central Government, in addition to the efforts of the locality, cadres, civil servants, public employees, and workers to achieve the goal of stabilizing, developing, and improving all aspects of people's lives.

To complete a huge amount of work in a short time, it is required that each Central Committee member promote a high sense of responsibility, concentrate their intelligence, discuss democratically, frankly, objectively and receptively.
We must put the interests of the nation and people first and foremost. We must not let any local interests, personal feelings, or favoritism or avoidance affect the quality of policy decisions.
Each contribution at this Conference is not only meaningful to the content of the document, but also plays a role in forming our Party's strategic direction from now until 2030 and vision to 2045 and 2050.
I firmly believe that with the tradition of solidarity, discipline and order of the Party Central Committee; with the wisdom, the will to innovate and the aspiration to develop a prosperous and happy country, the 12th Central Conference will be a great success, creating a solid momentum for the preparation work for the 14th National Congress of the Party, meeting the expectations of the entire Party, the entire people and the entire army. With that spirit, I hereby declare the opening of the 12th Central Conference, term XIII.
