Strive to complete the railway overpass construction package in 2025

The Dong Hoi City Central Railway Road and Overpass Project has two construction packages. Currently, the bridge construction package has completed 43% of the work volume, and the road construction package has reached 42%. However, site clearance work is still facing many difficulties.

Specifically, in Dong Hoi Ward, there is still 1 case that has not yet had its compensation plan approved, which is the Vietnam-Cuba Dong Hoi Friendship Hospital. In Dong Thuan Ward, the measurement work has been completed for 84/84 affected cases. However, there are 14 cases where land reclamation notices have not been issued, and 74 cases where compensation plans have not yet been approved, affecting the project's progress.

Some resettlement cases are still in the process of resolving land allocation procedures, some households have not yet handed over the land due to problems in land valuation. The work of relocating technical infrastructure systems and trees is facing difficulties because there are no norms to estimate costs. In addition, changes in the content of the 2024 Land Law have caused many obstacles to the application of new regulations, especially in compensation for site clearance.

After inspection, Vice Chairman of the Provincial People's Committee Phan Phong Phu requested the construction unit to immediately mobilize necessary equipment and machinery, focus on constructing the bridge section, and complete it in 2025, because this package has completed site clearance work.

Regarding the difficulties in site clearance due to changes in the content of the 2024 Land Law, the Vice Chairman of the Provincial People's Committee requested relevant departments and branches to promptly synthesize and submit to the Provincial People's Committee for consideration and resolution of issues under their authority. The Department of Construction and the Land Fund Development Center closely coordinate with Dong Hoi Ward and Dong Thuan Ward to conduct measurements and resolve issues arising in site clearance. The Department of Finance will promptly advise on the remaining funding source for site clearance for the project.

Vice Chairman of the Provincial People's Committee Phan Phong Phu requested relevant departments, branches and units to strengthen close coordination to resolve difficulties and determined to disburse all capital allocated for the project in 2025.
