Promoting the effectiveness of the policy of 'rewarding for exceeding budget revenue'

The National Assembly has issued Resolution No. 226, allowing Hai Phong city to apply financial and budgetary mechanisms and policies. This is considered an important financial motivation, creating momentum for the locality to become the "locomotive" of the Northern region to develop sustainably.

"Leverage" to invest in key projects

At the end of December 2024, Hai Phong city officially started construction of Nguyen Trai bridge - one of the largest special-class traffic works in the region. This is a group A project with a total investment of more than 6,200 billion VND, including 4 lanes for motor vehicles, cable-stayed design with a length of nearly 1,500 m. The middle span of the bridge is 300 m long - the widest among the bridges in Hai Phong, with two 111 m high towers simulating the image of sails reaching out to sea, expressing the city's aspiration to develop and reach out to the sea. The project is allocated from the local budget, including additional resources from the "reward for exceeding budget revenue" policy according to Resolution 35/2021/QH15. Currently, contractors are speeding up the construction progress, expected to be put into use in 2027.

Another project that has received additional funding from this policy is Ben Rung Bridge - connecting the two banks of the Da Bach River between Thuy Nguyen Ward (Hai Phong City) and Quang Yen Commune (Quang Ninh Province). The project will be completed in July 2024 with a total capital of nearly VND 2,000 billion, more than 1,865 m long, including 4 lanes for motor vehicles and 2 mixed lanes. Ben Rung Bridge not only facilitates inter-regional traffic between the two localities of Hai Phong - Quang Ninh but also helps to complete the traffic network of the key economic region of the North, expand new development space, promote tourism and services of the two localities.

Not only focusing on large infrastructure projects, the "reward for exceeding revenue" policy is also effectively used by the city in the social security sector. In 2022, Hai Phong will add 30 billion VND entrusted through the Social Policy Bank for job creation loans. From this capital source, hundreds of workers will be supported to learn a trade, maintain and expand production and business, and effectively implement social security policies according to the Government 's Decree.

Make effective use of policy

Resolution No. 35/2021/QH15 of the National Assembly stipulates a number of specific mechanisms and policies for Hai Phong, including the financial - budget mechanism. Accordingly, the city is rewarded with 70% of the budget revenue exceeding the estimate, especially from import-export activities (excluding value added tax). This is an important additional source of finance to help the city have more conditions to implement the goals in Resolution No. 45 of the Politburo on building and developing Hai Phong until 2030, with a vision to 2045.

As soon as the resolution took effect, the city resolutely directed departments, branches and localities to strengthen revenue management, prevent revenue loss and handle tax arrears. At the same time, support businesses to overcome difficulties, develop production and business, thereby increasing revenue for the budget. From that result, in 2021 and 2022, Hai Phong was awarded by the Central Government for exceeding the total budget revenue by VND 2,711.6 billion. From this excess revenue reward, the city added capital to a series of urgent and important projects that needed to be accelerated and added entrusted capital through the Bank for Social Policies. Specifically, in 2021, the city added VND 1,742 billion in public investment capital, added VND 43 billion in entrusted capital through the City Bank for Social Policies Branch to lend to create jobs. In 2022, add 896.6 billion VND of public investment capital and add 30 billion VND of entrusted capital through the City Social Policy Bank Branch to lend for job creation.

According to comrade Pham Manh Cuong, Head of the Customs Branch of Region 3, the budget revenue from import and export in Hai Phong in recent years has continuously exceeded the target, making an important contribution to the central budget revenue and helping the city qualify for rewards, thereby reinvesting in the city.

At the 2025 mid-year regular meeting of the 16th term City People's Council, the city set a budget revenue target of over VND165,000 billion in 2025, exceeding the central government's estimate by 11.9%. Of which, domestic revenue is about VND83,000 billion; revenue from import and export is about VND75,000 billion. If this target is achieved, Hai Phong will have thousands of billions of VND from the excess revenue bonus policy to continue investing in development.

Previously, at the 9th Session, the 15th National Assembly passed Resolution 226/2025 on piloting a number of specific mechanisms and policies for the development of Hai Phong city. The Resolution replaced Resolution 35/2021. Among the 6 groups of specific policies approved by the National Assembly, allowing the application of financial and budgetary mechanisms and policies in the city is considered a breakthrough highlight, a lever, and a catalyst for the city's growth.

Accordingly, the central budget will target Hai Phong to supplement 70% of the increase in revenue from import-export activities (excluding value added tax). This is a “revenue bonus” of great financial significance, while also encouraging the city to actively increase budget revenue and contribute more to the central budget. This abundant financial resource will create conditions for Hai Phong to continue to invest heavily in economic and technical infrastructure and social security.

According to the Hai Phong Tax Department, in the first 7 months of 2025, the total state budget revenue in the area reached 116,724 billion VND, equal to 79.2% of the estimate assigned by the Central Government and increased by 31.5% over the same period in 2024. Of which, domestic revenue was 66,407 billion VND, up 40% over the same period; revenue from import and export was 48,745 billion VND, up 27.1%. With this growth rate, Hai Phong is likely to continue to exceed revenue in 2025, thereby continuing to receive additional "bonuses" from the Central Government according to regulations. This will be a great resource for Hai Phong to continue investing to help the city accelerate the progress of infrastructure projects, urban development, social security and promote sustainable growth.

Previously, at the conference to review tax work in the first 6 months of 2025 and deploy tasks and solutions for tax work in the last 6 months of 2025 held in mid-July, comrade Tran Van Quan, Vice Chairman of the City People's Committee, emphasized that the budget collection results, especially exceeding the estimate, are not only financial achievements, but also demonstrate the vitality of the city's economy and the direction and administration of all levels, sectors, units and localities. Thereby, creating a basis for the city to receive rewards from the excess revenue source, helping the city have more resources to invest in infrastructure, contributing to promoting the economic growth of the city and the Red River Delta region.
