On the morning of July 22, Working Group No. 1 of the Ho Chi Minh City Party Congress Steering Committee, led by Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi - Standing Deputy Head of the Steering Committee, Head of the Working Group, worked on preparations for the 1st Party Congress of Binh Hung Hoa Ward, term 2025 - 2030.
Before working, Mr. Nghi and the working group surveyed the reception and processing of documents at the Public Administration Center of Binh Hung Hoa ward.
Here, Mr. Nghi discussed and listened to the opinions of people who were doing paperwork.
Reporting at the meeting, Secretary of the Binh Hung Hoa Ward Party Committee Nguyen Viet Que Son said that after being established, the Binh Hung Hoa Ward Party Committee received 122 Party organizations from two Ward Party Committees of Binh Hung Hoa (old), Binh Hung Hoa A (old) and 5 Party organizations under the Binh Tan District Party Committee (old).
The ward newly established 4 grassroots Party organizations, including: Grassroots Party Committees of Ward Party agencies, Grassroots Party Committees of Ward People's Committee, Grassroots Party Committees of Ward Police and Ward Military Department Party Cell.
Through review, transfer of 2 kindergarten Party cells to the Party Committee of Binh Tri Dong Ward (because 2 schools are located in Binh Tri Dong Ward).
At the same time, renaming of neighborhood Party cells will be implemented. Currently, the Ward Party Committee has 125 subordinate Party organizations with 1,772 Party members. Binh Hung Hoa Ward proposes to hold the congress on July 31 and August 1.
According to Mr. Son, from July 1 to now, the People's Committee of Binh Hung Hoa Ward has received 2,239 applications, of which 513 were online. The Ward has returned results for 2,094 applications (all before the deadline), and is processing 145 applications (within the processing time).
Reporting separately on the relocation of Binh Hung Hoa cemetery, Mr. Son said that the ward is investing and completing traffic infrastructure, schools, and Binh Hung Hoa ecological park according to the plan.
In 2025, phase 3 of grave excavation will be completed; planning adjustment is expected to be completed in 2026; investment and land acquisition procedures will be completed in 2027. From 2027 to 2029, the ward will carry out construction to complete the project.
To perfect the apparatus for effective operation, Mr. Son proposed that Ho Chi Minh City consider allowing the establishment of public service units so that localities can proactively implement a number of investment projects to renovate, repair, and upgrade small-scale technical and social infrastructure works, dredging canals, collecting garbage... within the ward.
According to Mr. Son, in reality, the Department of Economics , Infrastructure and Urban Areas is the agency with the function of appraisal, and cannot be the investor to perform the above tasks.
Along with that, the ward proposed that the city provide guidance on the organizational structure and assign staff to localities with cultural career units in the area.
Currently, the ward has been handed over the facilities of the Inter-ward Cultural Center (formerly under the Binh Tan District Cultural - Sports Center) but there is no basis to assign staff in charge and organize the implementation of tasks.
In addition, it is proposed that the City consider and have a policy to maintain a specialized force to support the work of ensuring urban order and construction order in the area.
Propose solutions to promote the potential and advantages of Binh Hung Hoa ward
Concluding the working session, Standing Deputy Secretary of the City Party Committee Nguyen Thanh Nghi acknowledged and commended the responsibility, initiative, creativity and positivity of the Standing Committee and the Standing Committee of the Binh Hung Hoa Ward Party Committee in leading and directing the operation of the new Party Committee and preparing for the first Party Congress.
Mr. Nghi suggested that in the process of building the political report, Binh Hung Hoa ward needs to closely follow the documents of the 14th National Party Congress. In which, it focuses on analyzing and evaluating more deeply the implementation results, closely following the resolutions of the previous term congress, while demonstrating the implementation of the city's major policies in the ward.
Mr. Nghi noted the assessment of Party building work, Ho Chi Minh cultural space, building cadres, and implementing economic and social tasks.
"After the merger, Ho Chi Minh City aims to build a super city, an economic, commercial, service, tourism, high-tech industry - smart manufacturing, international financial and technology services, marine economy with deep-water port clusters and modern logistics.
The ward's political report must outline the direction to promote the ward's advantages and potentials, contributing to the overall development of the entire city," Mr. Nghi emphasized.
