In Decision No. 1889/QD-TTg, the Prime Minister assigned and appointed Mr. Le Quan, Chairman of the Council and Director of Hanoi National University, to hold the position of Deputy Minister of Education and Training from September 3.

Mr. Le Quan was born in 1974 in Hanoi, from Quang Ngai (old). He has a high level of political theory, a PhD in Management Science from Toulon University (France), is an expert in human resource development and entrepreneurship, was appointed Associate Professor in 2009, Professor in 2017.

Mr. Le Quan has held leadership and management positions such as: Head of Human Resource Management Department (University of Commerce), Member of the Board of Directors of the Francophone Entrepreneurship Institute, Member of the Executive Board of the network of scientists researching entrepreneurship (Francophone University Organization), in charge of international training projects at the University of Commerce.

He is also in charge of Filière Francophone for business administration; Director of the Center for International Training and Education (University of Economics, Vietnam National University, Hanoi); Head of the Organization and Personnel Department of Vietnam National University, Hanoi; Member of the Standing Committee of the Party Committee, Head of the Organization and Personnel Department, Chairman of the Inspection Committee of the Party Committee of Vietnam National University, Hanoi); Deputy Director of Vietnam National University, Hanoi; Deputy Minister of Labor, War Invalids and Social Affairs; Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People's Committee, Chairman of the People's Committee of Ca Mau province.

Mr. Le Quan is the founder of the Human Resource Management Club and Forum, founder of the Entrepreneur Café event series, Vietnam Human Resources Day and university management innovation activities at Hanoi National University.

As Deputy Minister of Labor, War Invalids and Social Affairs, Mr. Le Quan made his mark by promoting the application of information technology and administrative reform. The areas under his charge such as social insurance have seen many innovations, and the restructuring of vocational education has seen many breakthrough results. In addition, Mr. Le Quan also made many contributions in proposing and developing a social security support package for those affected by the Covid-19 pandemic.

During his time working in Ca Mau as Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Mr. Le Quan made many breakthroughs and innovations in directing and operating the economic and social development of the province, contributing to promoting investment attraction, focusing on planning, developing the marine economy, reproducing and increasing the agricultural value chain; high growth in aquaculture and agriculture, and both aquaculture and exports have increased in recent times...

In addition, Mr. Le Quan is also interested in directing the construction of an e-commerce trading floor, developing Ca Mau tourism through the Ca Mau Destination Program 2021 with a series of impressive events, developing a network of young civil servants and public employees in Ca Mau; implementing the Business Connection Café Program.

In June 2021, Mr. Le Quan was appointed as Director of Hanoi National University.
