The opening ceremony on September 5th was connected on a national scale, carrying special significance as it marked the 80th anniversary of the formation and development of the education sector, and at the same time opened a new school year with many expectations and innovations.

Today, September 5, a special opening ceremony unprecedented in the history of our country's education solemnly took place nationwide.

Nearly 30 million students, along with nearly 1.7 million teachers at all educational institutions from kindergarten to university, public and non-public, joined in the solemn and sacred atmosphere of the ceremony, which was broadcast live on VTV1 - Vietnam Television , and connected online to each school.

This year's opening ceremony is not only a ritual to start a new school year, but also a symbolic event, associated with the 80th anniversary of the founding of the Ministry of National Education (now the Ministry of Education and Training ).

This is also an opportunity to look back on the long journey of development of the country's education sector, from the difficult early years to the present - when education has become a pillar in the national sustainable development strategy.

The organization of a unified national opening ceremony has created a synchronous and connected atmosphere for the entire industry. This synchronicity demonstrates the spirit of solidarity and responsibility, as well as affirms the increasingly important role of education in the country's development process.

Many teachers and students were moved when they participated in a national opening ceremony for the first time, connecting all regions and generations, whether urban or rural, mountainous or island.

In addition to the general ceremony, schools still organize their own opening activities, incorporating creative content that is suitable to local characteristics and specific conditions. Many places have combined the ceremony and the festival, organizing exchanges, games, and exhibitions, creating a joyful and lively atmosphere for the first day of school.

New challenges, new expectations

The 2025-2026 school year marks an important turning point for the education sector when it operates for the first time in a two-tier local government model.

This model requires closer coordination between central and local agencies to ensure the education system operates smoothly and effectively, without being disrupted by changes in administrative organization.

To ensure that educational activities are not disrupted, the Ministry of Education and Training proactively issued 2 Decrees and 6 Circulars to specify the decentralization and delegation of authority in educational management.

At the same time, the Ministry organized many conferences, seminars, and discussions and set up a hotline to support localities in promptly resolving difficulties arising during the implementation of the new model.

Provinces and cities build effective coordination mechanisms between government levels and perfect legal institutions to ensure learners' rights and teaching quality.

At the strategic level, this school year is also the time to implement a series of important legal documents that have a profound impact on the entire education sector. Specifically: the Law on Teachers, the Law amending and supplementing a number of articles of the Education Law, the amended Law on Higher Education, and the amended Law on Vocational Education.

These are key legal corridors, aiming to improve the quality of the teaching staff, standardize training programs, link education with the needs of socio-economic development, the labor market, and international integration.

One of the notable highlights of the new school year is the implementation of humane and progressive policies such as free tuition for students from preschool to high school, expanding universal preschool education for children from 3 to 5 years old, increasing investment in education in disadvantaged areas, border areas, and islands...

These policies demonstrate the strong commitment of the Party, State and the whole society to caring for future generations and creating equal learning opportunities for all children.

Fundamental and comprehensive innovation continues to be the focus

One of the key tasks of the 2025-2026 school year is to summarize and evaluate the implementation of the 2018 General Education Program - a program considered a fundamental and comprehensive reform of general education over the past decades.

After 7 years of implementation, besides positive results, the program also revealed some limitations in materials, teaching equipment, teacher training, and regional differences...

Based on practical assessment, the Ministry of Education and Training will propose solutions to overcome shortcomings, continue to innovate teaching methods towards promoting learners' capacity and qualities; improve testing and assessment to ensure substance and fairness; develop new school models, happy schools, promote digital transformation, and apply technology in teaching and learning.
