Thanh Hoa has long been considered a land with a rich tradition of learning. Therefore, when Resolution 71-NQ/TW of the Politburo on breakthrough in education and training development (Resolution 71-NQ/TW) was issued, the local education sector welcomed it with great expectations and quickly materialized it with a clear spirit of action from the team of grassroots education managers.

Innovative thinking and proactive action

Immediately after Resolution 71-NQ/TW was announced, many education managers in Thanh Hoa clearly identified their roles and responsibilities in putting the Resolution's contents into practice in teaching and school management.

Mr. Trinh Quoc Viet, Principal of Giao Thien Secondary School, Giao An Commune ( Thanh Hoa ) shared: “Previously, every year the school had to wait for the District Department of Education and Training to provide detailed instructions to implement the tasks. But the spirit of Resolution 71-NQ/TW is to be proactive, creative, and use actual results as a measure. Therefore, the school has built a more flexible school year plan, prioritizing quality over form.”

Sharing the same view, Ms. Dao Thi Yen, Principal of Dong Tho Primary School, Hac Thanh Ward, said: “We clearly see a change in approach. Education is not only the responsibility of the sector but must be a top priority in the local development strategy. From there, the school has proactively worked with the ward government and organizations to strengthen coordination and mobilize more social resources.”

The atmosphere of preparation for the new school year in many schools in the province is taking place more urgently and closely. Educational institutions are simultaneously reviewing staff, improving the landscape, and re-evaluating the effectiveness of teaching methods. The spirit of innovation is no longer a slogan but has become a concrete action.

In disadvantaged areas, teachers are always considered the center of all policies. One of the most anticipated points from Resolution 71-NQ/TW is the new remuneration policies for teachers, especially in remote, border and island areas. In those places, teachers are not only the ones who teach but also the spiritual support for students and the whole community.

Mr. Nguyen Duy Thuy, Principal of Trung Ly Secondary School for Ethnic Minorities, shared: “Teachers in mountainous areas have had to struggle to overcome difficulties for many years, but support policies are still limited. In the future, when implementing Resolution 71-NQ/TW, especially increasing allowances and supporting public housing for officials, teachers and employees in the education sector, it will be a great motivation to help schools retain talented people and attract young people to difficult areas.”

In urban schools, the focus is on improving the quality of the staff and reducing administrative pressure on teachers. Ms. Le Thi Lan Anh, Principal of Truong Thi B Kindergarten (Hac Thanh Ward), said: “It is not enough to just have enough teachers to solve the problem, but it is necessary to have a mechanism so that teachers can work with peace of mind and not get caught up in paperwork. Resolution 71-NQ/TW has a special preferential policy for teachers, with special attention to preschool education. We expect Resolution 71-NQ/TW to create a more effective management system, delegating real power to principals and reducing intermediary levels.”

Many principals in Thanh Hoa also expressed great expectations for the digital transformation and autonomy orientation in education. Mr. Le Thanh Hai, Principal of Dong Tho Secondary School (Ham Rong Ward), commented: “Autonomy is only meaningful if it comes with responsibility and real decentralization. We really need a clear legal framework to be more decisive in school management, especially in terms of human resources, finance and social cooperation.”

Policy expectations go hand in hand with reality

In particularly difficult areas, the implementation of Resolution 71-NQ/TW becomes even more urgent. Mr. Hoang Sy Xuan, Principal of Muong Ly Boarding School for Ethnic Minorities - Secondary School, shared: “We expect to be given priority in terms of investment resources, especially teaching equipment and training programs on technology application skills. Without specific policies, it is very difficult to create real changes in mountainous, border and particularly difficult areas.”

In addition to focusing on material conditions, educational administrators also pay attention to school culture. Improving the quality of education is not only about teaching in the classroom, but also about building a positive, democratic and humane working environment.

According to many principals, to achieve this, school boards need to change their management mindset. They are not only managers, but also creators of an environment for teachers to develop professionally and students to learn effectively.

Thanh Hoa is a land with a rich tradition of studiousness, with many students winning high prizes in national and international competitions. However, the gap in educational conditions between regions remains a major problem. Resolution 71-NQ/TW carries the expectation of creating a synchronous policy framework to help narrow this gap.

One notable point is the change in awareness of the role of education in local development strategies. Many managers believe that education is no longer the sole responsibility of the sector, but must become a priority for the entire political system, governments at all levels and the whole society.

Resolution 71-NQ/TW has opened a new path for education. But to reach the destination, it requires commitment from many sides, such as: management agencies, schools, teachers, parents and the whole society. In that spirit, the team of principals and vice principals in Thanh Hoa has almost shown their determination to act today, not wait until tomorrow.
