On September 6, Lai Chau Provincial Party Committee held a conference to announce the Secretariat's decision on personnel work.

At the Conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong presented the Decision on transfer and appointment of Mr. Le Minh Ngan to hold the position of Standing Deputy Secretary of Lai Chau Provincial Party Committee for the 2020-2025 term.

According to Decision No. 2283-QDNS/TW dated August 30, 2025 of the Secretariat, Mr. Le Minh Ngan ceased to hold the position of Member of the Executive Committee, Member of the Standing Committee of the Party Committee of the Ministry of Agriculture and Environment , Deputy Minister of Agriculture and Environment to be transferred and appointed to participate in the Executive Committee, Standing Committee of the Provincial Party Committee, holding the position of Standing Deputy Secretary of the Lai Chau Provincial Party Committee for the 2020-2025 term.

Speaking at the Conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong assessed Mr. Le Minh Ngan as a highly professional cadre, who grew up from the grassroots, experienced many working positions and always excellently completed all assigned tasks, especially in the field of Natural Resources and Environment.

Mr. Le Minh Ngan is also planned to be in the Central Executive Committee for the next term.

Deputy Head of the Central Organizing Committee Nguyen Quang Duong hopes that in the coming time, Mr. Le Minh Ngan and the Lai Chau Provincial Party Committee, agencies, departments and branches will continue to unite, strive and excellently complete all assigned tasks.

On behalf of the Standing Committee of Lai Chau Provincial Party Committee, Ms. Giang Pao My, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, Head of the National Assembly Delegation of Lai Chau province congratulated Mr. Le Minh Ngan on being assigned by the Secretariat to hold the position of Standing Deputy Secretary of Lai Chau Provincial Party Committee.

The Secretary of Lai Chau Provincial Party Committee hopes that Mr. Le Minh Ngan will soon participate in the leadership, direction and operation of the Standing Committee and the Provincial Party Executive Committee; closely and effectively lead and direct the key tasks of the Provincial Party Committee.

Speaking at the ceremony to receive the assignment, Mr. Le Minh Ngan, the new Standing Deputy Secretary of Lai Chau Provincial Party Committee, expressed his emotion when being entrusted with the new task by the Politburo, the Secretariat, the Government and the Central ministries and branches. At the same time, he promised that in his new position and new environment, he and the Executive Committee and the Standing Committee will lead and direct the successful implementation of the 15th Lai Chau Provincial Party Congress, striving to bring Lai Chau to develop rapidly and sustainably, together with the country entering a new era, an era of national growth.

Mr. Le Minh Ngan, born in 1969, hometown Quang Binh province (now Quang Tri province), Kinh ethnic group; Master's degree in economics.

Mr. Le Minh Ngan held the positions of Director of the Department of Natural Resources and Environment of Quang Binh province, Vice Chairman of the People's Committee of Quang Binh province, term 2016-2021.

In February 2020, Mr. Le Minh Ngan was appointed by the Prime Minister to hold the position of Deputy Minister of Natural Resources and Environment.

In January 2025, the Prime Minister signed a Decision to reappoint Mr. Le Minh Ngan to the position of Deputy Minister of Natural Resources and Environment. The Decision took effect from February 13, 2025.

Implementing the Politburo's merger policy, on February 19, the Prime Minister signed a decision to transfer and appoint Mr. Le Minh Ngan to the position of Deputy Minister of Agriculture and Environment, the decision taking effect from March 1, 2025.

Previously, on September 3, 2025, Prime Minister Pham Minh Chinh signed Decision No. 1881/QD-TTg, accepting and appointing Mr. Vu Manh Ha, alternate member of the Party Central Committee, Standing Deputy Secretary of Lai Chau Provincial Party Committee to hold the position of Permanent Deputy Minister of Health.
