Biden is about to have a "farewell" phone call with Xi Jinping

US President Joe Biden will speak with Chinese leader Xi Jinping "in the coming weeks", the White House said on August 28.

This is likely to be the last direct contact between the two leaders before the 2024 US presidential election.

In July, Mr. Biden announced that he was suspending his re-election campaign, paving the way for his "female deputy", Ms. Kamala Harris, to become the official Democratic presidential candidate in the election taking place on November 5.

Plans for the phone call were drawn up in Beijing between Chinese Foreign Minister Wang Yi and White House National Security Adviser Jake Sullivan, who is on a scheduled three-day visit to Beijing.

The upcoming phone call will be the second between Mr. Biden and Mr. Xi since the two leaders met in person in California last November during an event called the Woodside Summit, on the sidelines of the 30th Asia- Pacific Economic Cooperation (APEC) Summit.

Beijing confirmed plans for the call in a statement from China's foreign ministry , which said "a new interaction" between the two leaders would take place "in the near future".

During the meeting, Mr. Sullivan and Mr. Wang had candid, substantive, and constructive discussions on a range of bilateral, regional, and global issues. Mr. Sullivan and Mr. Wang noted the importance of strategic communication over the past 18 months and committed to maintaining high-level diplomacy and consultations, the White House said.

The two sides also discussed progress and next steps in implementing commitments made at the Woodside Summit, including counter-narcotics, military-to-military communications, and the risks of artificial intelligence (AI).

Top US and Chinese diplomats discussed next steps to reduce the flow of illicit synthetic drugs, continue repatriating undocumented migrants and cooperate on law enforcement.

They also stressed the importance of concrete steps to address the climate crisis and welcomed further discussions during Senior Advisor to the President for International Climate Policy John Podesta's upcoming trip to China.

Mr. Sullivan stressed that the United States will continue to take necessary actions to prevent advanced American technologies from being used to undermine its national security, without unduly restricting trade or investment.

Sullivan's visit is the fifth time the US NSA and Wang have held strategic talks since May 2023 and the first time the US National Security Advisor has visited China in eight years.

Beijing has signaled it is open to more high-level exchanges between the US and China to maintain a stable relationship. That would include video calls between US and Chinese Indo-Pacific military commanders, and a second session of the US-China intergovernmental dialogue on AI “at an appropriate time,” according to a statement from China’s Foreign Ministry.
