According to Circular No. 17 dated June 28, 2024 of the State Bank of Vietnam (SBV) regulating the opening and use of payment accounts at payment service providers, from July 1, 2025, corporate and business customers will only be allowed to withdraw money and make electronic payment transactions on their payment accounts after completing the verification of the identity documents and biometric information of the legal representative. Accordingly, all payment accounts in the name of organizations, including enterprises, cooperatives, credit funds, and even individual business households, will have their electronic transactions suspended if the bank has not successfully verified the identity documents and biometric information of the legal representative.
This is an important step to ensure safety and security in online payment activities, bank card payments and contribute to preventing and combating crimes that take advantage of cyberspace to commit fraud and appropriate assets. To effectively carry out this task, the State Bank of Region 5 has issued an official dispatch on ensuring safety and security of online payments and bank card payments to bank branches in the area, in which it requests banks to urgently inform and request customers, organizations and businesses to verify and match the identity documents and biometric information of the legal representative, and complete it before July 1 in accordance with regulations.
According to Circular No. 17 dated June 28, 2024 of the State Bank of Vietnam, biometric information includes facial data, fingerprints, irises or other biological characteristics sufficient to uniquely identify an individual. Before July 1, 2025, customers must ensure that this data matches the chip-embedded citizen identification card or valid passport of the representative. Authentication can be performed directly on the mobile application for customers who have used mobile banking, or at the transaction counter in cases where direct verification is required. |
At the Vietnam Bank for Agriculture and Rural Development, Provincial Branch (Agribank Lang Son), these days, bank staff are actively supporting customers in updating information. Ms. Dinh Thi Hong Giang, Deputy Director of Agribank Lang Son, said: Agribank Lang Son is closely directing branches and transaction offices to review organizations and businesses that have not yet performed biometric authentication and compared identification documents according to regulations to send direct notifications to customers. In cases where customers are too busy to come to the branch or transaction office, bank staff will go directly to the place to support installation and update information. Currently, Agribank Lang Son has over 4,600 customers, of which over 80% have performed biometric authentication and compared identification documents.
Similar to Agribank Lang Son, currently, commercial banks in the province are accelerating the implementation of updating biometric authentication information for customers. Mr. Do Van Hiep, Director of Saigon - Hanoi Commercial Joint Stock Bank Lang Son Branch (SHB Lang Son) said: Since the beginning of June 2025, the branch has directed staff to support customers in updating authentication information. To date, over 600 customers of SHB Lang Son have updated biometric information and identification documents, reaching over 30% of the total number of customers. We are currently continuing to promote information and propaganda to customers; assign staff to guide customers to perform on the banking application.
Along with the two banks mentioned above, currently, 13 commercial banks in the province have proactively sent reminders to customers in appropriate forms.
Mr. Nguyen Hong Quynh, Director of Hung Dung Trading and Construction Company Limited, Loc Binh Town, Loc Binh District said: I am also the legal representative of the company, so all bank account information and documents are under my name. In addition, transactions and salary payments to employees are mainly made through the company's bank account. After being informed by Agribank Loc Binh staff, I learned about the new regulations of the State Bank. In order to avoid interruption of transactions after July 1, I went to the bank to update the information. I found the procedure very quick and safe.
There are only a few days left until the information verification deadline. To ensure your rights and avoid interruptions when using the service, organizations and businesses need to proactively update their information to protect their own rights. Early verification not only prevents the risk of account suspension, but also acts as a "shield" for safer and more convenient transactions, especially in the context of increasingly sophisticated online fraud methods today.
