Efforts to effectively implement the National Target Program on new rural construction and sustainable poverty reduction

On the afternoon of June 22, at the Government headquarters, Prime Minister Pham Minh Chinh chaired the National Conference to review the National Target Programs on New Rural Development and Sustainable Poverty Reduction; the emulation movements "The whole country joins hands to build new rural areas" and "For the poor - No one is left behind" for the 2021-2025 period.

Co-chairs included: Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Party Central Committee members: Deputy Prime Ministers Tran Hong Ha and Mai Van Chinh, Vice Chairman of the National Assembly Le Minh Hoan; leaders of ministries, departments, branches and central agencies. The conference was broadcast live to the headquarters of the People's Committees of provinces and centrally run cities.

In his opening remarks at the conference, emphasizing the role, position, and importance of agriculture, farmers, and rural areas, Prime Minister Pham Minh Chinh stated that agriculture is the pillar of the economy ; we take farmers as the center, agriculture as the driving force, and rural areas as the foundation. The majority of Vietnamese people live in rural areas, and the number of workers in the agricultural sector accounts for a large proportion.

Along with that, the Prime Minister emphasized the role of wet rice civilization, the contribution and mark of the agricultural and rural areas to the Vietnamese national culture.

Therefore, this is an important Conference, in the context that the whole country is actively competing to celebrate major holidays; urgently completing tasks according to resolutions and conclusions of the Party and the National Assembly, especially the revolution in reorganizing the apparatus, arranging administrative units at all levels and operating the 2-level local government model, abolishing the district level from July 1, 2025.

The Prime Minister stated that in the recent past, 79% of communes in the new rural construction program have met new rural standards, 51% of district-level units have been recognized as meeting standards or completing the task of building new rural areas; 12 provinces and cities have been recognized by the Prime Minister as having completed the task of building new rural areas.

However, there are still many areas with a poverty rate of over 50%. Besides the positiveness of emulation movements, the emulation and reward work also has shortcomings such as not discovering and rewarding typical examples in a timely manner, many individuals and organizations with many contributions have not been rewarded or recognized...

The Prime Minister asked the delegates to evaluate the implementation results, share good, creative and typical practices and models; honor and reward organizations and individuals with outstanding achievements; discuss the orientation of the National Target Program on New Rural Development and Sustainable Poverty Reduction for the period 2026-2030 (on the necessity of investing in the Program in the current context; viewpoints, objectives; scope and scale; implementation content; solutions for organizing implementation in the new context and requirements; integrating programs; effectively implementing OCOP programs...).

The Prime Minister also said that ensuring the rural environment, associated with eliminating backward customs, such as ensuring clean water, hygienic toilets, etc. are very important issues that need further discussion to improve.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized that our development and implementation of Resolution 26-NQ/TW of the Central Committee on agriculture, farmers and rural areas is "correct and accurate", and has brought about very positive results: contributing to the restructuring of our country's economy for rapid and sustainable development; developing infrastructure for transportation, irrigation, and rural areas with "electricity, roads, schools, and stations", and the material and spiritual life of farmers has been comprehensively improved. Vietnam has become a model for the world in implementing the United Nations Millennium Development Goals.

According to the Prime Minister, the success of the Program is thanks to the leadership of the Party, regularly and directly by the Politburo, the Secretariat, headed by the former General Secretary Nguyen Phu Trong, current General Secretary To Lam, the active and effective participation of the entire political system, the help of international friends; the joint efforts, consensus, and solidarity of the entire nation and the entire political system; we know how to promote the combined strength of the relationship between agricultural development, rural construction, and the development of the material and spiritual life of farmers; farmers are still the most valuable resource.

In the coming time, the Prime Minister emphasized continuing to implement the National Target Program on new rural construction and sustainable poverty reduction, carrying out two movements to build ecological agriculture, modern rural areas, civilized farmers; reducing poverty comprehensively, inclusively and sustainably.

To do so, according to the Prime Minister, the political system including Party committees, authorities, the Fatherland Front, and political organizations must carry out "4 pushes": Pushing the completion of institutions to serve development with farmers as the center and subject; agriculture as the driving force; and rural areas as the foundation for development.

Promote the development of strategic infrastructure for agriculture, farmers and rural areas including transportation, energy, health care, education, culture, sports and infrastructure must develop green and sustainably to serve the development of ecological agriculture, modern rural areas, and civilized farmers. Promote the development of human factors and specifically the development of farmers suitable for the new revolutionary stage, suitable for new development, suitable for 2-level local government, suitable for the "four pillars". Promote the diversification of agricultural products suitable for needs and enjoyment; diversify products, supply chains, and markets.

For farmers, the Prime Minister proposed implementing “3 pioneering”: Pioneering in escaping poverty and getting rich from “hands, brains, sky, sea”. Pioneering in building civilized farmers. Pioneering in green, sustainable production, digital transformation, especially the “Digital Literacy for All” movement, building a digital economy, digital government, digital society, digital people.

The Prime Minister requested to strictly implement the leadership and direction of the Party Committee, specifically the Central Executive Committee, and directly the Politburo, the Secretariat, and the General Secretary; mobilize the participation of the entire political system to implement the two national target programs on new rural construction and sustainable poverty reduction.

Also according to the Prime Minister, the Ministry of Agriculture and Environment and the Ministry of Home Affairs from this summary conference, must focus on studying to combine these two Programs into one, these two Movements into one to ensure suitability in the current context, ensuring the content of new rural construction and sustainable poverty reduction.

The Prime Minister pointed out that Vietnam's population is mainly in rural areas; the transition to urban and industrial areas will take time; the poor are mainly in remote areas, and ethnic minority areas. Promoting the spirit of the entire political system must be involved; determination must be high, efforts must be great, actions must be drastic; assigning "6 clear" tasks: "clear people, clear work, clear responsibility, clear progress, clear results, clear authority".

In the current context of many difficulties, the Prime Minister called for solidarity and cooperation between the State and enterprises; promoting State resources as the leading and seed capital for this Target Program; mobilizing social resources, including private resources and public-private partnership resources; educating and training people; continuing to invest in transport infrastructure, healthcare, education, culture, and sports to improve physical fitness and health with the spirit of caring for and protecting people's health and lives; education from equipping knowledge to educating people comprehensively.

The process must be liberated from mechanisms, policies, institutions, remove bottlenecks, turn institutions into competitive advantages; implement social justice and progress; implement social security policies well, leave no one behind; do not sacrifice social progress and justice, and the environment in rural areas to pursue purely economic growth. The spirit of saying and doing must go hand in hand, once committed, it must be done, once said, done, and done, there must be products, "weighed, measured, counted"; do not talk empty words; must let farmers truly feel the achievements that the Party and State bring.

The Prime Minister said that in the implementation process, there are also shortcomings; therefore, there must be tools to prevent corruption, negativity, waste, and group interests; the movement must be substantial, clearly effective, and the enjoyment of the people must be substantial. The press agencies should increase propaganda in this field, creating consensus in public opinion.

At the Conference, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh awarded the Third-class Labor Medal to districts meeting advanced new rural standards and districts meeting new rural standards in the 2021-2025 period.

* The Central Steering Committee for the National Target Programs for the 2021-2025 period reported on the results of implementing the goals and tasks: The national target program on new rural construction basically achieved and exceeded the assigned targets by the end of 2025: The rate of communes meeting new rural standards reached 79.3%/target 80%, an increase of 10.6% compared to the end of 2021; the rate of communes meeting advanced new rural standards was 42.4%/target 40%, an increase of more than 5 times compared to the end of 2021; the rate of communes meeting model new rural standards was 12.3%/target 10%, an increase of more than 17 times compared to the end of 2021; the rate of district-level units recognized for completing the task of meeting new rural standards was 51%/target 50% (an increase of 53% compared to the end of 2021); The rate of advanced new rural districts is 20%/target 20% (at the end of 2021, there were no advanced new rural districts). 12 provinces have been recognized by the Prime Minister as having completed the task of building new rural areas/target 15 provinces, an increase of 8 provinces compared to the end of 2021.

National target program for sustainable poverty reduction: The poverty rate at the end of 2024 is 1.93%, down 3.27% compared to the end of 2022, down an average of 1.03%/year (achieving the assigned target of reducing 1-1.5%/year); the rate of extremely disadvantaged communes in coastal and island areas escaping from poverty is 35.20% (19/54 communes)/target of 30%. The rate of stunting malnutrition in children under 16 years old has decreased to 25.42%/target of less than 34%. Over 10,500 livelihood models have been deployed/target of over 1,000 models (far exceeding the target). Successfully supported job connections for over 134,000 workers from poor households, near-poor households, and households that have just escaped poverty, with a target of at least 100,000 workers.

Results of resource mobilization, allocation and disbursement: New rural program: Total mobilized resources by the end of May 2025 are about 3.7 million billion VND (State budget capital 8.8%; capital integrated with other programs 7.4%; credit capital 60.8%; mobilized from businesses and people 23.1%). Total central budget capital for the period 2021-2025 is 41,264 billion VND (accounting for 1.1%), allocated 847 billion VND to ministries, branches and 40,417 billion VND to 47 provinces. The disbursement rate for the period 2021-2024 is about 80.6%.

Sustainable poverty reduction program: Total central budget capital for the 2021-2025 period is about 44,607 billion VND. Disbursement rate for the 2021-2024 period is 78.94%. Local budget capital is about 2,882 billion VND. Other mobilized sources are about 8,903 billion VND, including 7,129 billion VND of integrated capital and 1,774 billion VND from people and communities.

Some outstanding results: rural socio-economic infrastructure in the 2021-2025 period continues to receive synchronous investment. To date, 87.3% of communes have met Criterion 2 on Transportation; 98.1% of communes have met Criterion 3 on Irrigation and Disaster Prevention and Control; 96.5% of communes have met Criterion 4 on Electricity... Over 4,966 works in poor districts and extremely disadvantaged communes have been built and maintained. Ensuring sustainable housing for nearly 90,000 poor and near-poor households.

The OCOP program has been strongly implemented, along with the rural tourism program associated with cultural identity, contributing to the development of the rural economy, with 16,543 products achieving 3 stars or more and 8,924 OCOP subjects. The system of cooperatives and cooperative groups continues to be consolidated and developed with about 22,162 agricultural cooperatives in operation. 10,587 livelihood support projects have been implemented with over 205,585 households participating: 134,000 workers have been connected to jobs and livelihoods.

The quality of education, health care and healthcare for rural people has been improved. 87.5% of communes have met Criterion 05 on Schools (up 7.3% compared to the end of 2021); 95.6% of communes have met Criterion 14 on Education and Training (up 1.3%). The rate of stunting malnutrition in children under 16 years old has decreased to 25.42%.

Continue to build a healthy cultural environment, preserve national cultural identity, and improve people's spiritual life. Nationwide, 85.7% of communes meet Criterion 06 on Cultural Facilities (up 4.8% compared to the end of 2021); 95.2% of communes meet Criterion 16 on Culture.

Environmental protection, landscape construction and circular economy continue to be the key content in new rural construction; many localities have "bright-green-clean-beautiful" village roads and alleys, improving the quality of life and rural aesthetics. 70% of solid waste has been collected and treated; 58% of people use clean water according to standards; 86.1% of communes meet Criterion 17 on environment and food safety...

The grassroots police and military forces have been strengthened and operate effectively; many self-management models have been promoted, contributing to political stability, ensuring political security and social order and safety. Nationwide, 95.4% of communes meet Criterion 19 on National Defense and Security.
