Speaking at the 2025 Conference of Directors of the Department of Education and Training, Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, expressed his joy when a series of documents and policies to help remove bottlenecks and bottlenecks for educational development have been issued; including the Law on Teachers, decrees and circulars on decentralization, delegation of authority, and division of authority in the field of education when implementing a two-level government.

Sharing some outstanding results of the Hanoi Education sector, Mr. Tran The Cuong emphasized that the city has achieved over 80% of schools meeting national standards; built 43 new schools in the last school year. The Department of Education and Training also advised on the issuance of many mechanisms and policies, such as: funding for inspection activities, rewarding excellent students and teachers who train excellent students, implementing meal support for primary schools... The important experience that helped the Hanoi Education sector achieve the above results is to be proactive, timely advise, propose recommendations and take advantage of influences from many sides...

To effectively implement the work in the new context, Mr. Tran The Cuong wishes to clarify the consistency between the Law on Organization of Local Government and Resolution No. 142/2025/ND-CP dated June 12, 2025 regulating the division of authority of two-level local governments in the field of state management of the Ministry of Education and Training.

The Director of the Hanoi Department of Education and Training also proposed decentralizing the authority to the Department of Education and Training to be proactive in recruiting teachers with pedagogical practice content; paying more attention to policies for newly recruited teachers because their income is still low; amending to have more deputy teachers for large-scale schools...

Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, shared many experiences in organizing and managing education after the administrative boundary merger at the conference. The city currently has a scale of more than 2.6 million students and has been divided into 16 professional clusters according to wards and communes to ensure effective direction and professional exchange.

After the merger, school construction continued to be focused on, with the goal of 300 classrooms/10,000 population of school age, contributing to reducing class sizes. Ho Chi Minh City also pioneered the application of GIS maps in enrollment, arranging primary school students according to the distance from home to school, to reduce traffic pressure.

The Director of the Department of Education and Training of Ho Chi Minh City proposed that the Ministry of Education and Training issue a document guiding the review of local educational documents; issue a Circular on teaching two sessions/day with flexible regulations; build a shared digital library; have economic and technical standards as a basis for budget allocation; and promote the planning of centers to support inclusive education for children with disabilities according to the new population scale.

Improving the capacity of education staff at the commune level

In Can Tho, Ms. Tran Thi Huyen, Director of the Department of Education and Training, said: After the merger, the city's education sector manages 1,300 schools with 42,000 staff and teachers. The sector has deployed training for education staff in 103 communes and wards; assigned specialists to monitor and support the area and review facilities and staff to prepare for the new school year.

Can Tho Department of Education and Training also clearly identified the responsibility to proactively advise the City People's Committee, coordinate with departments and branches to unify the direction and management of the education sector in the context of transition to a two-level government model. Moving forward, the sector will continue to review and perfect the national standard school system, develop a project to submit to the People's Council for approval, creating a solid legal foundation for the development of education in the new period.

Affirming the achievements of the education sector, especially the success in advising on the promulgation of legal documents of the Ministry of Education and Training, Ms. Le Thi Thanh Xuan, Director of the Department of Education and Training of Dak Lak, said that the education sector always receives deep attention from the leaders of the Party, State, Government, National Assembly and the trust of the people.

The Director of the Dak Lak Department of Education and Training also expressed his determination and drastic actions to concretize the Party's guidelines and policies, the State's laws and policies, the National Assembly's and Government's decisions into results in implementing tasks of the school years, restoring the right position and mission to teachers and the brand of schools.

Regarding the proposal, Ms. Le Thi Thanh Xuan hopes that the Ministry of Education and Training will develop a direction and tasks for the 2025-2026 school year that is close to the context of the situation and new task requirements. In particular, it will focus on and determine the role of the Ministry in creating, orienting, and supporting and the proactive, decisive, and creative role of localities and establishments.

Based on the 10 key tasks that the Ministry of Education and Training has drafted, Ms. Le Thi Thanh Xuan proposed to prioritize 7 specific issues according to individual awareness.

One of them is to urgently direct and guide the review and assessment of resource assurance, conditions for effective implementation and timely guidance of newly issued and soon-to-be-issued policies. Review the targets and tasks in Conclusion 91; Education Development Strategy to 2023 and orientation to 2045 to adjust in line with new policies on education development in the new era. Promote scientific research, innovation and digital transformation in the field of education.

Timely issue guidance documents and organize training for managers, teachers, especially commune-level civil servants in performing state management functions on education and training when operating two-level local governments.

Promptly issue documents guiding the planning and arrangement of educational institution models, guiding the process of educational quality assessment in accordance with the arrangement of administrative boundaries, implementing two-level local government; evaluate and have a roadmap for autonomy for public service units according to Resolution 19 on the arrangement and reorganization of public service units.

Strengthen socialization in areas with developed socio-economic conditions; guide decentralization associated with prioritizing resources, investment, and ensuring staffing for areas with difficult socio-economic conditions, remote areas, and ethnic minority areas. Implement a twinning model between education in favorable areas and disadvantaged areas...

A school year with many special features, requiring adaptation and proactive innovation.

Mr. Nguyen Duc Son, Principal of Hanoi National University of Education, shared two major groups of tasks that the university of education can accompany with localities.

The first is to review the implementation process of the 2018 General Education Program, detect remaining problems, and learn from experience to adjust the teacher training program.

Some surveys were conducted, such as: surveys on teachers' readiness to implement the new program, teacher training effectiveness, students' adaptation to the new program... This is the initial basis for the school to adjust the training program and teacher training program, and at the same time advise the Ministry of Education and Training in implementing the 2018 General Education Program in the next phase.

The second is to expand and improve the training program for teachers teaching subjects in English. In the future, teacher training colleges will continue to improve this training model, providing more teachers for localities.

"The mindset of teacher training colleges is to be ready to receive requests from the Departments of Education and Training regarding professional issues, and from there find ways to build programs that best suit the local wishes for implementation," said Mr. Nguyen Duc Son.

Speaking at the Conference, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong acknowledged the efforts of leaders of the Departments of Education and Training in proactively and persistently advising on building schools, facilities and mobilizing funds for education.

The Deputy Minister emphasized: Education needs the consensus of the whole society; but in leadership and direction, to overcome the pressure and large workload, the management team needs to increase sharing and connection with departments, organizations, and teachers, to create solidarity and spread the spirit of responsibility.

Highlighting innovation and creativity in implementing tasks in some localities, the Deputy Minister said that the ultimate responsibility for education quality still belongs to the Department of Education and Training and its leaders. This is not only a responsibility to the Ministry or the government, but also a responsibility to the people, students and teachers.

Regarding institutions, the Deputy Minister said that the Ministry of Education and Training has proactively developed legal documents in a streamlined manner, reducing the number of focal points, and assigning some unified management contents to the Department of Education and Training. In the process of developing laws, circulars, and decrees, the Deputy Minister emphasized the importance of getting substantive opinions from the grassroots, to ensure that the issued documents are close to reality and feasible when implemented.

The Deputy Minister also noted that localities should increase their responsibility in policy making, ensuring that voices from practice are heard and fully reflected.

Deputy Minister Pham Ngoc Thuong emphasized that in the context of many fluctuations, the whole industry maintains the spirit of innovation, responsibility and solidarity, and will continue to achieve practical and sustainable results.
