Reporter (PV): Sir, what is the significance of the Prime Minister's recognition of Ninh Binh province as completing the task of building a new rural area in 2024 for the locality, especially in the current context?
Comrade Tran Nhat Lam: On May 31, 2025, the Prime Minister signed Decision No. 1058/QD-TTg recognizing Ninh Binh province as having completed the task of building a new rural area. This is a worthy recognition of the persistent and drastic efforts of the entire political system in directing, together with the consensus and joint efforts of the people of Ninh Binh over the past 15 years to complete the set goals. Thus, Ninh Binh has become the second locality, along with Tra Vinh, to complete the task of building a new rural area according to the national criteria for the new period 2021-2025.
Including the 5 provinces that met the standards in the previous phase (2016-2020), namely Nam Dinh, Dong Nai , Ha Nam, Hung Yen, and Hai Duong, up to now, the whole country has had a total of 7 provincial-level units completing the task of building new rural areas (including Nam Dinh, Dong Nai, Ha Nam, Hung Yen, Hai Duong, Tra Vinh and Ninh Binh).
The Prime Minister’s recognition decision is not only a milestone of great political and practical significance, but also an affirmation of Ninh Binh’s pioneering methods and practices in building rural areas in harmony with urban development. This is done on the basis of protecting, embellishing and sustainably developing cultural resources, local identity values, and natural landscape advantages.
This achievement once again affirms that Ninh Binh has been successful in implementing the major policies of the Party and State on comprehensive, modern and sustainable development of agriculture, farmers and rural areas in general, while effectively promoting the role of the people in building new rural areas in particular. This is also a solid foundation for Ninh Binh to confidently step into a new era, the era of national development.
Being recognized as a new rural province is not only a worthy reward for the tireless efforts of the government, people and businesses, but also a strong motivation for Ninh Binh to continue striving to become a typical model of building new rural areas in harmony with urban development in the coming time.
PV: From the Central perspective, what special advantages and potentials do you think Ninh Binh has compared to other localities in the country for sustainable new rural development?
Comrade Tran Nhat Lam: Ninh Binh has many special advantages to implement the construction of new rural areas in a comprehensive, effective and sustainable manner.
Firstly , the province possesses rich natural conditions: from hills, plains to lowlands and coastal areas. In particular, the Kim Son coastal area with a coastline of 18 km, encroaching on the sea by 80-100m each year, creating about 140-168 hectares of new cultivated land, is a valuable resource for developing coastal agriculture and aquaculture.
Second , Ninh Binh's strategic geographical location is the intersection of three major economic regions (the Capital region, the Northern coastal region and the North Central coastal region). The diverse transportation system includes National Highway 1A, the North-South expressway, the North-South railway and the Day River waterway, creating favorable conditions for trade and connecting rural-urban development.
Third , Ninh Binh has great potential for rural tourism. With 1,821 historical-cultural relics (81 national relics, 3 special national relics) and famous destinations such as Trang An, Tam Coc-Bich Dong, Cuc Phuong National Park, Van Long, the province welcomes about 8 million visitors and earns nearly 8,900 billion VND in revenue each year. This is a unique advantage for developing agricultural and rural economy and ecotourism associated with community culture in building new rural areas.
Finally and most importantly, human resources are the key advantage of Ninh Binh. The people are industrious, hard-working, self-reliant and creative. Thanks to that, from a province with average NTM results in the early period of 2016-2020, Ninh Binh has made a strong breakthrough, becoming one of the first provinces in the country to complete this task, creating a solid foundation for the socio-economic development process in general and the goal of building NTM in particular.
PV: In the process of building the new rural area, what special marks or creative ways of Ninh Binh have been highly appreciated by the Central Government and have the potential to be replicated in other localities across the country, sir?
Comrade Tran Nhat Lam: One of the special marks of Ninh Binh in building new rural areas is the ability to mobilize the combined strength of both the political system and the community. The synchronous participation from the province to the grassroots, along with the main role of the people, religious organizations and businesses, has created a high consensus. The collection of public opinions always achieves a high rate, ensuring the sustainability and substance of the program.
In agricultural production, Ninh Binh stands out with many value chain linkage models applying high technology effectively, typically the pineapple growing and consumption model of Dong Giao Food Export Joint Stock Company or the high-quality sticky rice cultivation linkage model in Kim Son district. These models have contributed to reducing market risks, forming stable specialized areas, thereby increasing income and enriching farmers.
Ninh Binh also demonstrates its strategic vision through the harmonious development of industry, agriculture and services. In 2024, the economic structure has shifted positively with industry-construction accounting for 41.3%, services 48.6% and agriculture-forestry-fishery 10.1%. This shows the right direction in harmoniously exploiting potential fields to support each other for mutual development.
Along with economic development, the province always focuses on preserving and promoting cultural values associated with protecting rural landscapes and environments. Many creative models such as "Green-clean-beautiful alleys and streets", "Flower routes", "Model dikes", "Sorting and treating household waste with microorganisms" have been deployed and spread. These are dual impacts, both improving the living environment, increasing tourism exploitation value, and improving the quality of life of rural residents, which many other localities have come to learn from.
PV: In the coming time, the three provinces of Ninh Binh, Nam Dinh and Ha Nam will merge. What solutions do you think the "new Ninh Binh province" needs to focus on to continue to promote its potential and advantages, promote and improve the quality of new rural construction, especially to realize the goal of becoming a typical model of new rural areas in harmony with urban development?
Comrade Tran Nhat Lam: Ninh Binh was recognized for completing the task of building a new rural area later than Nam Dinh and Ha Nam, but this is an opportunity for Ninh Binh to review, complete the infrastructure system and sustainably standardize the criteria, especially in the context of the new rural area criteria for the period 2021-2025 being higher in all aspects. With the available advantages from the strong development of tourism and industry, Ninh Binh has a lot of room to organize development space and arrange administrative units after the merger.
To maximize potential and move towards a larger, more solid goal in the context of national development, Ninh Binh needs to focus on a number of major orientations such as: Harmonious and equal development between urban and rural areas, continuing to synchronously complete the modern production infrastructure system, developing the rural economy and green agriculture in a circular direction. Modernizing rural areas is associated with identity, preserving the value of landscapes and traditional culture to create a unique new rural living space. Promoting digital transformation and application of science and technology, especially in agricultural production.
Economic development goes hand in hand with cultural preservation. Promoting indigenous cultural values to effectively serve tourism development, creating soft power and organic connections for a “new Ninh Binh” countryside rich in identity. Synchronously investing in infrastructure, including transportation, telecommunications, e-commerce, while promoting environmental protection, maintaining security, order and social safety. The goal is to create a harmonious rural space, without losing its identity, helping people to have full access to modern amenities, turning the countryside into a place worth living and returning to.
