
Peace under the roof
Moving into her new house a few days ago, Ms. Ho Thi Thuan (66 years old, Ban Mai village, Song Vang commune) could not hide her joy and gratitude for the attention of the Party and State.
Ms. Thuan said that the old house she built after returning from the southwestern border war in 1981 is now degraded, affecting her daily life.
“After a survey, my family was supported with 60 million VND from the policy of eliminating temporary housing for people with meritorious services. In addition, I was also able to borrow 40 million VND with low interest rates, with a repayment period of up to 15 years. My son also had access to preferential loans for young people starting a business with an amount of 100 million VND. Thanks to this support, my family was able to build a solid house and live in peace,” Ms. Thuan shared.
Similarly, supported by 60 million VND from Resolution 13 of the People's Council of Quang Nam province (old), Ms. Dinh Thi Thoi (Pa Nan village, Song Vang commune) borrowed an additional 60 million VND, including 40 million from preferential loans to build a solid house.

Ms. Thoi said: "Really, without the support of the State, my family certainly would not have enough motivation to borrow money to build a house."
Mrs. Thoi confided that in order to truly “settle down and have a career”, she always reminds her children and grandchildren to understand and appreciate the care and concern of the Party and State for those with meritorious services; always try to do business, repay loans early, and strive to develop the economy .
Effort to reach the finish line
In the period of 2023 - 2025, Tam Anh commune (merged from 3 old communes of Tam Hoa, Tam Anh Bac and Tam Anh Nam) has 33 cases approved for support to remove temporary and dilapidated houses for people with meritorious services. Notably, in addition to the 60 million VND from Resolution 13 of the People's Council of Quang Nam province (old), the subjects also received an additional 20 million VND from the budget of Nui Thanh district (old).
Mr. Vo Dang Tuyen, an official of the Vietnam Fatherland Front Committee of Tam Anh Commune, said that during the implementation process, the locality regularly inspected and supervised to ensure progress. Up to now, all 33 houses have been handed over to the joy of families of meritorious people.
In Song Vang commune, Chairman of the People's Committee of the commune Le Van Tu said that in the period of 2023 - 2025, the whole commune has 8 cases of meritorious people approved for support, of which 7 houses will be built in 2025. As soon as the commune was established (merged from Ba commune and the old Tu commune), the locality urgently reviewed the data and accelerated the implementation progress to avoid interruption of tasks.
“Realizing that some houses were under construction, the commune officials closely followed the situation, regularly urged, and were ready to mobilize shock troops to support when necessary. Up to now, 7 houses have been completed and handed over to meritorious people before July 27,” said Mr. Tu.
Since July 1, immediately after the merger into a new provincial administrative unit, the People's Committee of Da Nang City has held a meeting to review the implementation of the work of eliminating temporary and dilapidated houses. As of July 9, there are still 4 houses for people with meritorious services and relatives of martyrs that have not been started, while the deadline for handover is before July 27 according to the direction of the Prime Minister.
Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet requested departments, branches and localities to further promote the sense of responsibility, work with "commands from the heart", show affection and respect for families of policy beneficiaries, people with meritorious services, and relatives of martyrs. Thereby, helping households soon have stable and safe housing, "leaving no one behind".

Commune level is assigned to directly go to each household to monitor, grasp the situation, identify difficulties and obstacles; clarify the causes of slow implementation or unfinished construction, thereby proposing timely solutions.
Shock forces are also assigned to be ready to support dismantling, leveling the ground, digging foundations, construction, repair, etc.
Immediately after that, the localities that were still “in debt” of progress actively took action. The houses for people with meritorious services and relatives of martyrs are being completed in the final stages to be handed over before July 27.
This is a humane gift, showing gratitude to those who sacrificed for the cause of national liberation and nation building.
In the period of 2023 - 2025, the whole city of Da Nang has a total of 3,513 meritorious people and martyrs' relatives who will be supported to repair and build new houses according to the policy of eliminating temporary and dilapidated houses.
Of which, in the old Da Nang city, all 1,602 houses were completed and handed over by the end of June 2025, with a total cost of nearly 55 billion VND.
In addition to the support level prescribed by the Central Government, the locality also supports an additional 40 million VND/newly built house and 10 million VND/repaired house. For the old Quang Nam province, the total number of houses implemented is 1,911.
Of which, support according to Decision No. 21 of the Government with a total capital demand of nearly 31.2 billion VND (80% from the central budget, 20% from the provincial budget); support according to Resolution No. 13 of the Provincial People's Council with a total capital demand of more than 52.7 billion VND.
