This is one of the issues of national strategic significance in improving people's knowledge, developing human resources, nurturing talents, the decisive factor of sustainable development and success.
During the week, book fairs will be held to introduce new books, creating a space for interaction between authors and readers; establishing reading clubs by topic and age, helping people read together and share their feelings; organizing writing, drawing, and storytelling competitions based on books and newspapers to stimulate creativity and love of reading; organizing workshops to share experiences on renovating school libraries and developing a reading culture in educational institutions and communities...
The city also mobilizes organizations and individuals to invest in equipment, bookcases, and books for educational institutions, especially schools and school locations in disadvantaged areas. At the same time, innovate teaching, testing, and assessment methods by utilizing learning resources, reference materials, and information outside of textbooks and curricula to encourage students to read printed and digital documents, and practice self-study and lifelong learning skills.

The City People's Committee assigned the Department of Education and Training to preside over and coordinate with the Hanoi Association for Promoting Education and related units to develop programs and plans to implement activities during the week; direct educational institutions in Hanoi to organize appropriate, practical, economical and effective activities in response to the week in the locality.
The Department of Culture and Sports organizes activities to develop a reading culture and promote lifelong learning at libraries, museums, cultural houses, etc., contributing to building a learning society, developing human resources in the capital, and building elegant and civilized Hanoians.
People's Committees of districts, towns and cities mobilize and encourage enterprises, organizations and individuals in the area to actively accompany and participate in the above activities; organize inspections, urge, summarize and draw lessons to promptly detect, replicate, commend and reward collectives and individuals who have made positive contributions to reading culture, contributing to promoting lifelong learning and building a learning society.
