Implementing the major policy of the Party and State on reorganizing the apparatus in the political system, the Provincial Military Command (PPC) has reorganized its agencies, merged organizations, and established affiliated regional defense command committees (PTKV). More than 300 cadres of 102 PPC committees of communes, wards, and special zones have also been strengthened, ensuring resources to serve the tasks in the new period.
According to Colonel Nguyen Van Hien - Deputy Commander, Chief of Staff of the Provincial Military Command, the organization consolidation, appointment of cadres, and establishment of PTKV command party committees are recognition from superiors, a great honor for each cadre and soldier; and a great responsibility before the Party Committee, government, people and provincial armed forces. "Comrades who are entrusted with the task need to quickly grasp the situation, proactively and thoroughly grasp directives and resolutions at all levels; promote the role of advising the Party Committee, the Provincial Military Command and local Party committees; build a solid militia and self-defense force, reserve mobilization and national defense posture, associated with the people's security posture", said Colonel Nguyen Van Hien.
The Provincial Party Committee and Military Command announced the decision to establish the Party Committee of the Defense Command of Region I and awarded the decision to appoint officers of the military command of communes and wards.
Phu Huu is an upstream commune, bordering Prek Chrey ward, Koh Thom city, Kandal province (Kingdom of Cambodia), with a 4.5km long border. Before the merger, the whole commune had 6 hamlets, now it has increased to 11 hamlets, with a natural area of 8,097 hectares, a population of nearly 43,000 people. A large population and large area lead to higher requirements for national defense and security work. Commander of Phu Huu commune Military Command Tran Quang Thai shared: "We will try our best, devote all our enthusiasm and intelligence to unite with the unit, and excellently complete all assigned tasks".
PTKV 2 Command Board - Long Xuyen is a unit located in a strategic area in the defense zone, bordering 6 communes of 3 districts of Cambodia. After the merger, the unit is in charge of a large area including 32 communes and wards; nearly 50km of land border, 23 border markers... Lieutenant Colonel Nguyen Van Tinh - Commander of PTKV 2 Command Board - Long Xuyen said: "The Board has developed a plan, assigned tasks, directed to grasp logistics and technical equipment; quickly stabilized the organization to perform the task well. We recommend that the Ministry of National Defense soon issue a circular specifying the functions, tasks, powers and working relationships between the commune-level military command board, the PTKV command board and local Party committees and authorities. At the same time, propose to consolidate the number of deputy commanders of the military command board in key defense communes to ensure operational capacity".
Visiting and assessing the situation at many military units in the province in early July, Party Central Committee member and Provincial Party Secretary Nguyen Tien Hai acknowledged that, despite many initial difficulties, the provincial military has well implemented the regulations on reorganizing the apparatus according to the direction of the Central. An Giang is the province with the most PTKV command boards among the provinces under Military Region 9, so the task is extremely heavy. Therefore, units need to urgently improve the Party organization, issue operating regulations, build a clean and strong Party Committee, a comprehensively strong unit that is "exemplary and typical"; promote the role of strategic advisory, develop PTKV plans according to local realities, linked to the province's general defense plan. Effectively coordinate with local Party committees, improve the quality of militia and self-defense training; mobilize and train reserve forces, focus on education and training of cadres and Party members, promote democracy, solidarity, and complete tasks. The Provincial Party Secretary also hopes that each officer and soldier will always strive to keep the border peaceful so that the local socio-economic development process can be favorable.
“New mission - New spirit - New opportunities” is not only a slogan for action but also a sacred mission of each cadre and soldier of the provincial armed forces. We believe that, with the correct leadership of the Party, the drastic direction of the provincial Military Command and the outstanding efforts from the grassroots to the higher units, the provincial armed forces will continue to move forward firmly, maintain the qualities of Uncle Ho's soldiers, build a regular, elite, modern revolutionary force, meeting the requirements of the tasks in the new situation.
