According to EVN, the work of cutting off power at intersecting lines to serve the construction of the 500 kV Lao Cai - Vinh Yen line project has been implemented since August 1. However, to date, only 4/15 intersection points have been completed, with 11 points remaining. Of these, 4 points are stuck due to the lack of consensus from hydropower plants to cut power.
“The progress of cutting off power to intersecting lines is being delayed and is greatly affecting the progress of the Lao Cai - Vinh Yen 500kV Line Project,” EVN said.
Previously, EVN and Power Project Management Board 1 (EVNPMB1) and units of the group held many meetings and worked directly with hydropower plants.

However, there are still some hydropower plants that continuously protest against the power cut, such as Ta Thang, Song Bac, Tram Tau. In addition, some plants are slow to respond or send confirmation, such as Vinh Ha, Bac Ha, Song Lo 6, Song Lo 4, Su Pan 1, Ban Ho, Nam Sai.
To ensure project progress as directed by the Prime Minister in Official Dispatch No. 81, EVN recommends that the Minister of Industry and Trade direct the National Electricity System and Market Operation Company (NSMO) to cut off power to intersecting lines according to the registered time of EVNPMB1.
At the same time, consider amending the contents in Clause 4, Article 54 of Circular 06/2025/TT-BCT in the direction of increasing the initiative of NSMO in approving power outage registration schedules. According to EVN, this will reduce difficulties for investors when constructing power projects related to many management and operation units.
The 500kV Lao Cai - Vinh Yen transmission line project is an important national project, assigned by the Prime Minister to EVN as the investor. The project has a total investment of more than 7,410 billion VND, starting at the 500kV Lao Cai transformer station, ending at the 500kV Vinh Yen transformer station, with a length of about 229.5km passing through Lao Cai and Phu Tho provinces.
On August 9, Prime Minister Pham Minh Chinh visited the construction site to inspect the progress of the Lao Cai - Vinh Yen 500kV Transmission Line Project.
The Prime Minister requested that the project be completed by August 19 to enhance the safe and stable operation of the national power system, relieve the capacity of hydropower plants in the Northwest region and neighboring provinces, promote socio-economic development, urban development, industry and services.
