Risk of "flooding" the progress of the La Son - Hoa Lien Expressway Expansion Project

The North-South Expressway expansion project in the eastern part of La Son - Hoa Lien section with a total investment of about 3,010 billion VND has only reached 12.2% of the contract value, about 6.9% behind schedule.

The Ministry of Construction has just sent an official dispatch to the Ho Chi Minh Road Project Management Board regarding the implementation of ensuring the quality and progress of the North-South Expressway expansion project in the eastern part of La Son - Hoa Lien section.

The North-South Expressway expansion project in the east of La Son - Hoa Lien section started on May 29, 2025, including 1 construction package implemented by the consortium of Vietnam Construction and Import-Export Joint Stock Corporation - Bridge Construction Joint Stock Company 75 - Construction Joint Stock Company 525 - Bien Dong Consulting and Construction Joint Stock Company - Thanh An Corporation - Joint Stock Company 484 - Construction Transport Joint Stock Company No. 1.

In addition to the main contractor consortium, the North-South Expressway expansion project in the eastern part of La Son - Hoa Lien section also has the participation of subcontractors including: Construction Investment and Construction Joint Stock Company 575; DACINCO Construction Investment Company Limited; Nga Hai Company Limited; P&T Construction Joint Stock Company; Giang Son Construction Joint Stock Company.

On June 20, 2025, the Ho Chi Minh Road Project Management Board and contractors launched a 90-day emulation movement with a plan to complete on schedule and output by September 13, 2025 reaching VND 1,029.4 billion/VND 2,544.51 billion (about 40%).

However, by August 22, the total construction output of the Project was only 310.7/2,544.51 billion VND, reaching 12.2%, about 6.9% behind the contract progress, due to the unusual weather in the area with a lot of rain, many contractors have not mobilized the maximum construction force compared to the existing site.

Of which, Vietnam Construction and Import-Export Joint Stock Corporation's output reached 62.75/702.63 billion VND (3.05% behind schedule); Construction and Transport Joint Stock Company No. 1's output reached 9.34/231.43 billion VND (3.54% behind schedule); Giang Son Construction Joint Stock Company's output reached 1.21/46.22 billion VND (4.13% behind schedule); 575 Construction Investment and Installation Joint Stock Company's output reached 28.02/108.9 billion VND (4.89% behind schedule); 75 Bridge Construction Joint Stock Company's output reached 77.33/419.38 billion VND (9.25% behind schedule); Thanh An Corporation's output reached 6.29/231.47 billion VND (22.2% behind schedule); 484 Joint Stock Company's output reached 19.32/274.98 (15.74% slow); Nga Hai Company Limited's output reached 7.02/45.44 billion VND (10.89% slow); P&T Construction Joint Stock Company's output reached 1.3/26.96 billion VND (36.52% slow).

According to the Ministry of Construction, the construction time of the Project is currently about 4 months (not including the rainy season), while the remaining workload is very large such as: construction of 50 bridges on the route; construction of digging and filling the roadbed; construction of expanded road surface; traffic safety system (corrugated iron, median strip, anti-glare net, fences, signs, ...).

Therefore, units need to make every effort, mobilize maximum human resources, take advantage of favorable weather to carry out construction in "3 shifts, 4 shifts" to effectively implement the construction.

To implement the Project on schedule, the Ministry of Construction requires the Ho Chi Minh Road Project Management Board to regularly review the progress, scope of construction, human resources, machinery, equipment, and existing materials to request contractors to fully and promptly supplement human resources, equipment, supplies, materials, and construction points to meet the set plan.

The Ho Chi Minh Road Project Management Board was ordered to strengthen inspection, supervision, and drastic direction of the supervision consultants and contractors, and to implement "3 shifts, 4 teams" and synchronous construction organization measures, completing construction as it progresses, in accordance with the nature of the road that is both under construction and in operation, to ensure construction safety and traffic safety, especially at the locations where the roadbed is widened; construction must comply with approved design documents and construction measures, ensuring the quality of the project.

The investor must promptly urge and direct the supervision consultant and contractor to perform construction slowly or not in accordance with approved construction methods and handle cases of prolonged slow progress or failure to meet required quality according to the contract provisions.

The Ministry of Construction noted that the work of ensuring labor safety at construction sites needs to be focused on, it is necessary to regularly check and fully supplement signs, instructions, and labor protection equipment according to regulations; absolutely do not let labor safety and traffic safety be compromised on the road being exploited, especially at the locations where vehicles enter and exit the construction site, the location where vehicles turn around, the location where the roadbed is widened and dug lower than the existing road, etc. It is necessary to arrange more warning people during construction, and signal lights both day and night.

The investment project to expand the North-South expressway in the east, the La Son-Hoa Lien section, about 65 km long, passing through Phu Loc and Nam Dong districts, Hue city and Hoa Vang district, Da Nang city, aims to expand the existing road surface to 4 complete lanes, 22 m wide.

The project has a total investment of about 3,010 billion VND, using state budget capital. The design of the expressway project follows the La Son-Hoa Lien route currently in operation, ensuring technical requirements of the road level, making the most of the road surface structure, existing works, minimizing the volume of site clearance.

The project will utilize the existing 12 bridges on the route to ensure a scale of 4 lanes; build new bridge units or expand 50 bridges on the route to ensure a scale of 4 lanes.
