Opening an electronics store in 2016, Ms. Le Thi Thuy - a villager - said that in recent years, most people coming to buy and sell at the store have transacted by using their personal bank accounts to scan QR codes for payment.
“I find this very convenient, because the value of electronic items is quite large, if you hold cash it is a bit troublesome, so transferring money via smartphone is the optimal, safe and convenient transaction. Many customers just need to call to choose the product code, we deliver it to their door, then pay via the digital electronic application on the phone, very convenient”, Ms. Thuy shared.

Not only Ms. Thuy but also 144 households with 542 people in Tan An village now clearly feel the change in their lives right in their hometown thanks to the conveniences brought by the smart NTM village model in the 4.0 era. Head of Tan An village, Vinh Giang commune, Tran Huu Tien, said that the entire village has almost covered the installation of fiber optic cable and internet. Therefore, the rate of people using smartphones and bank accounts is quite high. "This is an advantage for us to implement the smart village model.
Realizing the convenience that smart villages bring to people, with the support of the commune and local authorities, they have established the digitization of administrative procedure records and household information via QR codes, built village road and alley maps according to the location of each house to number houses and name streets; established community zalo pages to convey information to each household; on village roads, security and order surveillance cameras are installed; fire prevention and fighting equipment is equipped by business households... ", Mr. Tien shared. From the practical conveniences brought by smart villages, people in the village actively responded, unanimously joined the village management board to effectively deploy and maintain this model.
According to Chairman of Vinh Giang Commune People's Committee Phung The Dat, the locality was recognized as meeting advanced NTM standards in 2022. Based on the achieved criteria, the locality actively focuses on tasks to maintain and strive to achieve advanced NTM model criteria with the common goal of improving the material and spiritual life of the people, the face of the countryside is increasingly renewed, civilized, and political security is stable.
“To do this, in addition to promoting the potential advantages of the commune, restructuring, developing the economy , and increasing income, we focus on digital transformation and building smart villages.
The commune has established a community digital technology team to guide people to use online public services, digital services, interact with the government through digital platforms; guide businesses, business households, and people to register to participate in e-commerce platforms; open online payment accounts; guide people to access, install, and use digital services to serve essential needs such as: healthcare,education , social policies, disease prevention, etc.
People have access to technology in a simple, natural way, based on needs, so the model brings many practical values," Mr. Dat informed.

Digital transformation in building new rural areas towards smart new rural areas is a key solution and task that Quang Tri province is actively implementing in implementing the National Target Program on building new rural areas in the period of 2021 - 2025.

Captain Nguyen Manh Tuan, Chief of Cam Chinh Commune Police, said that from the initial effectiveness of the pilot installation of 7 cameras at important locations in the area, the locality has built a model of "Cameras to ensure security and order" at the village level with 14 cameras installed at important locations in 9 villages in the whole commune. This system has helped the police force detect and clarify many cases and violations of the law, ensuring order and safety in the locality.

“Images captured from the camera system via the internet and wifi of households will be transmitted to the center via a receiver and hard drive located in the office of the commune police headquarters. Through images extracted from the system, dozens of subjects with signs of law violations have been detected and deterred; many criminal cases have been clarified thanks to the images of this important surveillance system. However, in the long term, it is necessary to have the attention and support of all levels in terms of funding for maintenance and repair of the camera system at the facility to ensure the real quality and effectiveness of the model,” Captain Tuan added.
Chairman of Cam Chinh Commune People's Committee Nguyen Van Ha informed that to build a smart new-style rural commune, we must first build a smart new-style rural village. So far, in addition to focusing on maintaining the achieved criteria in building new-style rural and advanced new-style rural areas, the locality has actively mobilized social resources and the cooperation of the people to focus on building the criteria of smart villages. In particular, the majority of village-level officials have set up zalo groups to exchange, manage, and connect with groups of commune officials. At the same time, the villages have established information pages for villages, hamlets, and organizations on the social networking platforms zalo and facebook to help people quickly access new information accurately and conveniently.
In addition, over 60% of local people use smartphones with software and digital platforms to support searching, looking up, and exchanging information; 80% of production and business households are instructed in skills to promote, introduce, trade, and buy and sell products on e-commerce platforms. The entire commune is covered by a smart wireless FM broadcasting system at the central cluster and 9 clusters located at the village's community learning centers...
Another convenience is that although in the countryside, people mainly still do agriculture, in front of the stalls from electronics, household goods, groceries to food, vegetables, fruits... there are QR code scanning boards. Instead of using cash, shoppers just need to scan the code via phone to pay very easily and quickly.
“Smart NTM not only contributes to helping localities complete the criteria for advanced NTM but also truly creates a new step forward to help improve the quality of life of rural people significantly, on par with urban areas.
This is a positive signal, demonstrating the spirit of innovation of the people in changing their way of thinking and lifestyle to keep pace with digital life in the 4.0 era, contributing to improving the operational efficiency of Party committees and authorities, ensuring security and order, social safety and promoting local socio-economic development," Mr. Ha affirmed.
