In order for grassroots mediation work to be increasingly effective, every year, the Department of Justice performs its tasks well: advising the province and coordinating with relevant departments and branches to issue work plans, specifying the content of implementing the Law on Grassroots Mediation in accordance with localities and units; directing the Department of Justice of districts and cities to closely follow the requirements, tasks and conditions of localities to develop plans to deploy and organize the implementation of the Law on Grassroots Mediation; closely combining grassroots mediation activities with the work of disseminating andeducating the law (PBGDPL) for the people, implementing the construction of communes that meet the standards of legal access; Consolidating and perfecting mediation teams and mediators; Periodically organize preliminary and final reviews, commend localities, units and individuals who do well in mediation work... In order to improve the quality of mediation and increase the rate of successful mediation cases, the Department of Justice actively coordinates with all levels and sectors to urge the implementation of the Project "Enhancing people's capacity to access the law" through propaganda and legal dissemination activities, focusing on disseminating new legal documents issued from 2023 to present and areas of interest to the people. In 2024, the Department of Justice compiled and distributed 6,000 copies of the Judicial Bulletin for free to 100% of districts, cities, communes, wards and towns; 240 copies of the Law Introduction Outline Book; posted on the Department's Electronic Information Portal 8 sets of legal case documents on land, citizen identification, inspection, bidding, housing, road traffic safety and order, water resources, real estate business...; Organized 12 in-person and online conferences to train more than 5,000 legal reporters, mediators, and grassroots propagandists... At all levels, the sector organized nearly 4,000 conferences, seminars, and thematic talks for about 267,500 people; organized 45 legal knowledge competitions attracting more than 21,000 participants; compiled and published more than 189,600 legal information and propaganda documents of all kinds, including news articles in provincial press publications, broadcast on grassroots loudspeaker systems, mobile information vehicles, social networking sites; leaflets, brochures, legal Q&A... The whole province has completed more than 2,100 mediation teams with more than 14,200 mediators. To ensure that mediation work is increasingly effective, every year the mediation teams in the province are strengthened and their members are added. In addition to the main members of the mediation team, which are the Party cell secretary, village and hamlet chief, head of the residential group, Vietnam Fatherland Front officials, religious dignitaries, youth and women, prestigious people in the community are also invited to participate. Every year, mediators participate in training courses to improve their skills and mediation skills and update legal documents related to the fields of mediation, marriage, family, land disputes, etc. In 2024, the mediation teams received and resolved 447 cases, successfully mediated 335 cases (reaching a rate of 74.9%).
In addition, the Justice Department of districts and cities has developed plans to promote the activities of legal clubs under mass organizations such as "Women with the law", "Farmers with the law", "Youth with the law" and core groups of propaganda and legal education. Thanks to that, the work of propaganda and legal education through mass organizations has become one of the strengths of bringing the Party's guidelines and policies, the State's policies and laws into life, many conflicts among the people have been resolved quickly, reasonably and rationally. For example, the conflict between Mr. Nguyen Van Th and Mr. Nguyen Van Ng in Loc Vuong ward ( Nam Dinh city), because when washing the car, Mr. Ng let water overflow onto the street, the drain was full of dry leaves that were not cleaned, the water could not drain in time causing flooding in front of Mr. Th's house, leading to conflicts between the two families, disturbing the security and order of the residential area. In response to the above incident, the security team and women's representatives investigated the cause and organized a conflict mediation, and at the same time called on people on the road to clean up the environment, clear sewers, sweep leaves, and pull weeds along the road, both to resolve the conflict between the two families and create a clean and beautiful environment, while strengthening the relationship between the neighbors... From many conflicts in residential areas, some people have also become "on-site" mediators such as Mr. Tran Van Nghia (Nam Dinh city). Although he is not a member of the mediation team, he and a few people in the residential area often participate in mediating conflicts and small disputes due to traffic collisions, leaving cars blocking people's houses, people leaving garbage in the wrong place, or disagreements within the family, neighbors...
Promoting the results achieved in grassroots mediation work, in the coming time, the provincial Justice sector will continue to promote the propaganda of the Party's guidelines and policies, the State's laws and policies, especially focusing on training and encouraging the team of mediators to improve their qualifications, knowledge and mediation skills; at the same time, strengthen coordination with Party committees, authorities, departments, branches and organizations to integrate the propaganda of laws on grassroots mediation with movements and campaigns in the community, especially the campaign "All people unite to build new rural areas and civilized urban areas".
