Improve the quality of preschool care and education

Preschool education (PED) is the first foundation level in the national education system. The care and education of children from an early age plays an important role, laying the foundation for their comprehensive development in the future. In recent times, the provincial Department of Education and Training (DET) has made efforts to synchronously implement many solutions to improve the quality of care, education and nurturing of preschool children, gradually realizing the goal of building a safe, friendly and effective educational environment.

Many consistent and synchronous policies and strategies

The province currently has 226 public kindergartens and 4 private kindergartens, along with 183/194 licensed private independent kindergarten groups and classes. The rate of mobilizing preschool children to attend class is nearly 97%. The school network is maintained stably and gradually expanded, meeting the needs of the people, especially in areas with high population density.

To improve the quality of care,education and nurturing of preschool children, the Department of Education and Training has proactively advised the province to implement many important documents to ensure conditions for implementing the preschool education program. In particular, the implementation of Decree No. 105/2020/ND-CP and policies to support lunch and exempt tuition fees for 5-year-old children have contributed to reducing the financial burden on parents, while encouraging children to attend class more regularly. In particular, the province has also actively implemented Resolution 106/2022/NQ-HDND of the Provincial People's Council on supporting children of workers, laborers and teachers working at non-public preschool education facilities in industrial parks. In the 2024-2025 school year alone, the whole province has 1 facility, 29 teachers and 584 children enjoying support policies according to regulations with a total budget of more than 852 million VND. This is practical support, contributing to stabilizing the staff and maintaining the operations of non-public preschools.

Education management has also been innovated in the direction of decentralization, decentralization, enhancing the role of the facilities, while ensuring publicity and transparency. The application of information technology and digital transformation in management and teaching is increasingly widespread, from monitoring boarding meals, managing tuition fees, to assessing the level of digital transformation of the school.

Synchronizing with system development, innovation in management is a solution to improve the quality of the team. The whole province has 641 management staff, 7,541 preschool teachers, of which over 97% have college degrees or higher, nearly 60% have university degrees. The Department of Education and Training has organized dozens of training courses with many practical contents such as: experiential education, organizing a positive learning environment, guiding the application of information technology in teaching... In addition, professional activities are promoted in the direction of practice - sharing - learning from each other. Professional group activities at schools, school clusters, and inter-districts have created an active learning network, improving the capacity of the whole sector.

Along with that, schools have increased social activities, mobilizing resources to build schools that meet national standards, green - clean - beautiful - safe standards. In the past school year, preschool education facilities have mobilized more than 16 billion VND from socialization to invest in facilities, equipment, and learning materials for children. The movement to build schools that meet national standards and "green - clean - beautiful - safe" standards is closely linked to the province's advanced and model new rural construction program. To date, the whole province has 199 preschools that meet national standards, accounting for more than 86.5%; 182 schools that meet green - clean - beautiful - safe standards; 162 schools that meet education quality accreditation standards. This is the result of high consensus among schools, parents, and authorities in building a civilized, modern, and safe learning environment for children.

Child-centered for comprehensive care

With favorable conditions in terms of policies, facilities, equipment, and human resources, preschool education facilities have actively implemented educational activities to promote children's abilities and needs and "take children as the center" for comprehensive care.

In the 2024-2025 school year, 100% of preschool facilities in the province will ensure physical and mental safety for children, strictly implement regulations on safe schools, and prevent accidents and injuries. Schools focus on building a healthy educational environment, actively preventing school violence, and creating peace of mind for parents and children.

Child health care and nutrition are also implemented synchronously and systematically. 100% of children receive regular health check-ups and nutritional status assessments using the World Health Organization (WHO) growth charts. Malnutrition and obesity have decreased significantly compared to the beginning of the school year. Control of food sources, food portions, and food hygiene and safety is strictly implemented, ensuring the quality of boarding meals. Every day at school, children learn about personal hygiene, self-care, accident prevention, and early life skills. Educational activities are not limited to the classroom but have spread to playgrounds, schoolyards, festival activities, science and nature experiences. Many schools have actively applied advanced methods such as Montessori, STEM/STEAM, and developed their own programs associated with local culture, ensuring suitability for children and practical effectiveness. Flexibility in program development and experiential activities helps children improve their thinking and creativity. Typical examples include kindergartens: Nghia Minh, Nghia Son (Nghia Hung), Sao Vang, Thong Nhat (Nam Dinh city), Hai Ly (Hai Hau), Xuan Hoa (Xuan Truong), Nam Hong (Nam Truc)...

With these efforts, in the 2024-2025 school year, 100% of preschool children in the province will receive regular health check-ups and nutritional assessments according to WHO standards. Schools coordinate with commune, ward and town health stations to conduct regular medical check-ups for children twice a year, closely monitor children's health status, promptly detect malnourished, overweight, obese children..., adjust the nutrition regimen and advise parents on care. At the end of the school year, the number of malnourished, overweight and obese children has decreased compared to the beginning of the year. Children are educated in essential skills to maintain and take care of their own hygiene and health. Boarding meals are strictly managed from the origin of food, processing, to sample storage and three-step food inspection, all in accordance with the process. Food rations are built weekly and seasonally, ensuring energy needs, balancing nutrients and optimizing according to the subject. Preschools have strictly implemented instructions on child care, increased internal supervision, and conducted surprise inspections to ensure maximum safety for children at school. All schools have been recognized as meeting safety standards and preventing accidents and injuries.

These efforts have brought about clear results. By the end of the 2024-2025 school year, the rate of malnourished, overweight, and obese children all decreased compared to the beginning of the school year: the rate of underweight malnourished children in nursery schools decreased by 0.84%; preschool children decreased by 1.02% compared to the beginning of the school year. Obesity in children of both ages is controlled. Nam Dinh is assessed by the Ministry of Education and Training as one of the localities that maintains good quality of universal preschool education for 5-year-old children, with nearly 100% of children mobilized to attend class. This is a professional task as well as a social responsibility, aiming to ensure equal learning opportunities for all children.

Entering the 2025-2026 school year, Nam Dinh province will merge with Ninh Binh and Ha Nam provinces to form the new Ninh Binh province. These are all lands with good traditions in education. The results achieved in preschool education in the past will be an important foundation to continue to maintain and spread to create a solid, humane and modern preschool education foundation in the new period.
