Comrade Do Van Giap, Chairman of the People's Committee of Yen Thang Commune (Y Yen) said: To promote the people's right to mastery, the commune attaches importance to publicity so that people know, thereby making the people's discussion effective. Publicity is carried out in many appropriate forms such as: through the loudspeaker system, posting on bulletin boards, at people's meetings; through village and hamlet chiefs to notify people; through receiving citizens, meeting voters, conferences, exchanges, dialogues between commune leaders and people... Besides being informed and discussed, the contents of people's supervision are also carried out regularly. Thereby promoting democracy in building new rural areas (NTM), creating high consensus among the people. In recent years, the NTM construction program of Yen Thang has mobilized nearly 58,448 billion VND, of which the capital mobilized from the contributions of people and children far from home is 17.3 billion VND. The commune has invested in building a 6.9km long inter-commune road; 13.6km of inter-hamlet roads were concreted, 26.55km of alleys and lanes were paved; 100% of commune roads, village roads, hamlets and lanes had lighting systems. All 13 villages and hamlets had cultural houses to meet the needs of activities and meetings of mass organizations and people; 91.15% of families achieved the title of cultural family; 100% of villages and hamlets achieved the title of culture; of which 75% of villages and hamlets achieved the title of culture for 5 years or more... The above results have contributed to the commune completing the criteria of a model new rural area.
Like Yen Thang commune, communes, wards and towns in the province have paid attention to promoting the orderly and effective implementation of the QCDC at the grassroots level. Thereby, it has maximized the people's mastery in socio -economic development, maintaining political security and social order and safety in the area.
Identifying the implementation of the QCDC at the grassroots level as an important task, the Party Committees and authorities of communes, wards and towns thoroughly grasp and seriously implement documents on implementing democracy. Up to now, 100% of communes, wards and towns in the province have announced the Party's guidelines and policies, the State's regimes and policies, and local regulations directly related to the people. Publicizing to the people programs and plans for socio-economic development in the locality; compensation plans to support site clearance for investment projects; support policies, loans for production development, hunger eradication and poverty reduction; issuing health insurance cards; subjects, collection levels of funds, fees, charges... in many forms such as: announcements on the public address system; posting at commune headquarters, cultural houses of villages, hamlets, and residential groups; through village, hamlet, and residential group conferences. The rate of contents publicized by commune-level authorities reached 100%. The people are directly discussed and decided on such matters as: contributing to the construction of cultural houses in villages, hamlets, and residential groups; building rural roads; organizing voting for beneficiaries of social policies... People discuss and give opinions so that competent authorities can decide on the construction of conventions, village covenants, elect, dismiss, and remove members of the People's Inspection Committee, the Community Investment Supervision Committee, the draft socio-economic development plan at the commune level, the draft project on the arrangement of administrative units, naming, and renaming of administrative units; the draft regulations on implementing democracy in communes, wards, and towns; the program for building advanced and exemplary new rural areas... During the implementation process, the motto "People know, people discuss, people do, people inspect, people supervise, and people benefit" is always respected.
Administrative reform has had positive changes. The People's Committees of communes, wards and towns in the province have focused on directing the implementation and dissemination of administrative reform to cadres, civil servants, public employees and people. The implementation of the "One-stop" mechanism in relations and handling of work with citizens, agencies and organizations in the province continues to be maintained in 175/175 communes, wards and towns. The settlement of administrative procedures related to land, housing, household registration, notarization, certification... is carried out quickly, reducing inconvenience for the people. In particular, many communes and towns in the province have built the model of "Friendly government, serving the people" and "Commune police dedicated, attached, friendly, serving the people", contributing to creating a strong change in awareness and action of the grassroots government in building a serving, friendly, modern, effective and efficient administration.
In the work of receiving people, handling complaints, denunciations, petitions and proposals, communes, wards and towns in the province have seriously implemented the development of regulations and organization of receiving people, dialogues between Party Committee heads and people. In the past time, Party Committee heads of communes, wards and towns have organized 26,362 meetings with people, 852 dialogues according to Regulation No. 11-QDi/TW; Party Committee heads and commune, ward and town authorities have organized 2,450 dialogue conferences with the Fatherland Front, socio-political organizations and people according to Decision No. 218-QD/TW. Through dialogues with people, Party Committees and commune, ward and town authorities have grasped the thoughts, aspirations, problems and concerns of the people to promptly resolve, receive, explain and make recommendations to higher levels according to regulations.
In residential areas, every year, 100% of villages, hamlets, and residential groups respond to and organize the National Great Unity Day. Communes, wards, and towns review and amend village covenants and conventions in the spirit of Decree No. 61/2023/ND-CP dated August 16, 2023 of the Government in conjunction with the movement "All people unite to build a cultural life" in accordance with the actual situation of the locality and the construction of advanced new rural areas and model new rural areas. The construction of village covenants and conventions has promoted the self-management role of the residential community, maintained social order and safety, protected the environment in conjunction with implementing democracy at the grassroots level, protected, preserved, and promoted traditional cultural values, good customs and practices; built a civilized lifestyle in the residential community; promoted the people's mastery; built a strong political system, self-management organizations, and strong village socio-political organizations. The activities of the People's Inspectorate, Community Investment Supervision Board, and Mediation Team at the grassroots level have become increasingly systematic; they are regularly guided, directed, and facilitated by Party committees, authorities, the Fatherland Front, and organizations, and operate relatively effectively. The committees and teams are always promptly consolidated, actively participating and coordinating with the authorities to resolve disputes and conflicts arising among the people, contributing to maintaining stability and security in residential areas. Up to now, the whole province has 175/175 communes, wards, and towns with People's Inspectorate Boards; 2,117/2,117 villages, hamlets, and residential groups have Mediation Teams at the grassroots level; and established Community Investment Supervision Boards for each program and project at the grassroots level. The results of the activities of the Community Investment Supervision Board, the People's Inspection Board, mediation teams, and community self-management activities have contributed to the good implementation of democracy at the grassroots level, associated with the implementation of national target programs on new rural construction, sustainable poverty reduction, and the movement of the whole people uniting to build a cultural life.
With the results achieved in implementing democracy in communes, wards and towns in the province, the role and responsibility of the people have been promoted in all areas of social life; thereby creating trust, consensus, actively participating in contributing ideas to build the Party and government, participating in socio-economic development tasks, strengthening national defense and security; contributing to the successful implementation of the province's socio-economic development goals.
