Implement 100% digital signature of documents in digital environment

After more than 10 days of the CQDP2C apparatus coming into operation, the activities of local Party committees at all levels have ensured stability; promoted the leadership and direction role in implementing the initial urgent and difficult tasks.

Mr. Nguyen Ngoc Anh, Secretary of the Party Committee of Loc An Commune, said: The activities of the Party Committees at the commune and ward levels have changed a lot compared to before. At the commune and ward levels, a new Party Building Committee has been established. The role and tasks of this committee are quite large, such as in organizing cadres, propaganda and mass mobilization. Another new point is the establishment of a new Inspection Committee at the commune and ward levels. Part of the activities of the Inspection Committee are independent from the Party Committee to ensure more objective inspection and supervision.

One of the new points since July 1 is that all communes and wards use the operating system information system in Party agencies. The operating system is deployed synchronously and uniformly from the Central to the Party Committees of communes and wards. The application of software helps units to digitally sign 100% of non-confidential documents and process confidential documents in the digital environment. This is a new step forward to strongly implement digital transformation in the Party agency system. At the same time, it creates a shift in building a unified and smooth digital working environment in Party agencies, contributing to realizing the goal of operating anytime, anywhere, paperless, safe and secure.

Mr. Nguyen Trung Duong, Secretary of Vinh Loc Commune Party Committee, said: Thoroughly grasping the new requirements and tasks, the Party Committee and the Party Committee Standing Committee proactively grasped the work, focused on leadership and direction to implement the tasks right from the first day of operation. The new apparatus of the commune operates stably, smoothly, synchronously and effectively; initially meeting the set requirements.

After nearly 2 weeks of operating the new apparatus in communes and wards, some difficulties were also pointed out. Specifically, in the arrangement and assignment of cadres, the planning process, the establishment of party organizations; the updating of party member management software, the standardization of party member records; the information system of the operating system in the Party agency has just been deployed, so the transmission line is sometimes congested, some functions have not been fully grasped by cadres, and need to continue to be trained and updated in the coming time.

Enhance the Party's fighting capacity

It is inevitable that there will be initial difficulties when operating the CQDP2C apparatus. Therefore, the leadership and direction role of Party committees and organizations at all levels in this period is extremely important, especially focusing on leading and directing the urgent, drastic and effective implementation of the regulations and instructions of the Central Committee; ensuring that the agencies and organizations of the political system under the new model operate smoothly, effectively, efficiently and effectively.

Member of the Standing Committee, Head of the Organization Board of the City Party Committee Phan Xuan Toan said: Since the new apparatus came into operation, the Party Committees of communes and wards have been directly under the City Party Committee. This is an advantage in management, as the City Party Committee directly manages grassroots Party organizations; conversely, local Party Committees will also be direct when reporting on work, helping to resolve work faster; not only promoting the role and responsibility of the Party Committees of communes and wards, but also expecting to enhance fighting strength in the new period.

“Party building and organization is a key task in all activities of the Party. In the initial management of the work of the Party Committees of communes and wards, it will be difficult to avoid difficulties. To overcome and improve efficiency, the requirement is to unify the way of doing things, standardize operations, update new regulations and remove obstacles from the grassroots practice. Local Party Committees need to be proactive in their work and promptly report newly arising issues to the Party Committee's Organization Board to jointly resolve and improve overall efficiency. The Party Committee's Organization Board will also strengthen training on software usage and training on work handling to ensure the operation process is in accordance with regulations,” said Mr. Phan Xuan Toan.

Working with the Party Committees of communes and wards when the new apparatus came into operation, Standing Deputy Secretary of the City Party Committee Pham Duc Tien emphasized the principles of decentralization, delegation of power and determination of authority when operating the 2C local government organization model as "Locals do, localities decide, localities take responsibility". This not only marks a change in the organizational apparatus, but also demonstrates the high determination, effectiveness and efficiency in serving the people in the spirit of comprehensive innovation of the Party and State.
